PALOS TOWNSHIP MINUTES OF THE MEETING OF THE TOWNSHIP BOARD MARCH 31, 2014 BILL AUDIT MEETING The Bill Audit Meeting of the Palos Township Board was called to order by Supervisor Schumann in the Township Hall, 10802 S. Roberts Road, at 7L00 P.M. The meeting opened with the Pledge of Allegiance. Roll call was taken by the Clerk of the Township, Jane Nolan. Present were Trustees Brannigan, Lebarre, and Woods, Supervisor Schumann. Also present was Township Attorney, James Gierach. Absent: Trustee Riley Supervisor Schumann stated that a quorum of elected officials were present for voting purposes. Trustee Lebarre moved to approve the minutes of the February 27 th, 2014, Bill Audit Meeting. Trustee Woods seconded the motion. Roll call was taken. Ayes: Trustees Brannigan, Lebarre, and Woods, Supervisor Schumann, Nays: None. Motion carried 4-0. COMMUNICATIONS FROM THE PUBLIC: None. OLD BUSINESS: Call One Phone Company Presentation to the Board: The presenters from Call One Phone Company were Nick Nolfi, Robert Kintz, and Harris Weiner. Call One was established in 1922 as an AT+T reseller. In 1996 Call One was the first organization to be certified as a Competitive Local Exchange Carrier (CLEC) in Illinois. Celebrating over 20 years in business, Call One is a recognized leader in the industry.
In the beginning Call One re-sold AT+T Services. They re-sell about 60 different carriers. They have a staff that deals with the carriers for the customer from 7 a.m. to 8 p.m. These are all live people. They have one of the highest rated customer service of Telco s in the United States. They have over 10,000 customers. Lists of municipalities and schools districts that use the services of Call One were made available to the board. Call One supports all the associations that governmental entities deal with. Trustee Woods informed the Board and the presenters that he made calls to several government and other institutions in the area and they all were very impressed with Call One. The presenters informed the Board that Call One will be staffed 24/7 in the third quarter. The estimated first year savings to the Township if they choose Call One is $4,974.11. The township will be receiving the 2014 version of what they had in 1986. With the new digital technology the township can make 23 calls at one time. (if they choose) The township will have only one customized bill. The phones on the desks are from AVAYA Office Solutions. AVAYA is a billion dollar company. The phones the township will use are eight lines. Call One offers an Enhanced Warranty which will include: All parts including phones All labor All software upgrades Day of remote support Programming 8 additional training hours during the warranty period
If the township chooses to buy the system the total cost will be $11, 961.55 which can be paid over time. The township can also do a 36 or 60 month lease. 36 month lease $404.47/mo 60 month lease $272.16/mo Further explanations of the Call One System is available on the meeting tape for the Board to review if they so wish. There was a discussion of the Veteran s Picnic which may take place in either the late summer of the early fall. Trustee Lebarre informed the Board that tentatively the Palos Park Recreation Center has been secured for the event. Some possible dates proposed were September 6 or September 13, 2014, which are both Sundays. Committees will have to be put together for food, entertainment, legal issues, etc. If you are willing to take on a sponsorship of a committee please e-mail Trustee Lebarre. If the picnic does take place at the Palos Park Recreation Center then the Palos Fire Protection District will do something to enhance the event, such as an Open House. Clerk Nolan did voice the idea that having a Veteran s Picnic for the entire township versus just several municipalities at a time is a monumental task. Officials and Mayors of all the municipalities will be invited to join or be sponsors of the committees. Nothing will move forward until the date and location are firmly secured. NEW BUSINESS: Clerk Nolan informed the Board that after they file their Statements of Economic Interest they must give her a copy. These statements must be filed by May 1, 2014, to avoid paying a penalty. Clerk Nolan informed the Board of the current legislative issues which impact townships. The Clerk forwards all legislative matters to the Board members. There was a short discussion of these issues.
Supervisor Schumann informed the Board that she is securing prices for a new office copier. The new or refurbished copier would include a fax, scanner, etc. Supervisor Schumann indicated that she would rather purchase a new copier than lease one. Prices and more information will be forthcoming at the next Regular Meeting. Current Press Releases: Clerk Nolan informed the Board that Regional Newspaper put in press releases for the Electrical Aggregation and Early Voting. The legal notice concerning the upcoming Town Meeting appeared in both the Regional and Reporter newspapers. Health Service Update: Supervisor Schumann stated that the Health Service is status quo at this time and future seminars are being planned. The bills of the General Assistance Fund were passed for approval by the Board. Trustee Lebarre moved to approve the audit of the General Assistance Fund bills. Trustee Woods seconded the motion. Roll call was taken. Ayes: Trustees Brannigan, Lebarre, and Woods, Supervisor Schumann. Nays: None. Motion carried 4-0. The bills of the Town Fund were passed for approval by the Board. Trustee Woods moved to approve the audit of the Town Fund bills. Trustee Brannigan seconded the motion. Roll call was taken, Ayes: Trustees Brannigan, Lebarre, and Woods, Supervisor Schumann. Nays: None. Motion carried 4-0. The bills of the Road and Bridge District Fund were passed for approval by the Board. Trustee Brannigan moved to approve the audit of the Road and Bridge District Fund bills. Trustee Lebarre seconded the motion. Roll call was taken. Ayes: Trustees Brannigan, Lebarre, and Woods, Supervisor Schumann. Nays: None. Motion carried 4-0.
