Gonzalez, 670-3297 MAPSCO: SUBJECT N/A Authorize a resolution instructing the City Manager to form a team, including regional and State agencies and professionals, from appropriate disciplines, to determine any actions that would be necessary to implement the findings of the Trinity Design Charrette BACKGROUND In the fall of 2014, Mayor Michael Rawlings expressed a desire to review the Trinity Parkway schematic designs that have been completed by regional and State partners, with an emphasis towards urban design and compatibility between the park area and the Trinity Parkway and adjacent communities. Private funds were raised for this study and Larry Beasley led a team of multi-disciplinary professionals including planners, architects, and transportation experts. Additional professionals included John Alschuler, Allan Jacobs, Alex Krieger, Elizabeth Macdonald, Jeff Tumlin, Alan Mountjoy, Ignacio Bunster-Ossa, Timothy Dekker, Zabe Bent, Mark Simmons, and Elissa Hoagland Izmailyan. From this Trinity Design Charrette, recommendations were made. The City Council is scheduled to receive a briefing on the recommendations of the Trinity Design Charette on April 16, 2015. In order to move the suggestions within the Trinity Design Charrette forward, additional detailed analysis and review will be necessary.

BACKGROUND (Continued) This action would direct the City Manager to form a team to evaluate the recommendations from the Trinity Design Charrette and determine any actions that would be necessary to implement these findings. Examples of matters to be evaluated include review and analysis of the Trinity Design Charrette recommendations' compatibility with the Trinity Parkway Record of Decision issued April 2, 2015, and the Dallas Floodway Environmental Impact Study awaiting a Record of Decision; analysis of land use designations and plans; and an analysis of construction and operational cost implications. The team would be made up of local, regional, and state partners along with design experts. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On April 14, 2014, the Transportation and Trinity River Corridor Project Committee was briefed on the Trinity Parkway. On August 21, 2013, City Council was briefed on the Trinity River Corridor Project. On June 2, 2009, City Council was briefed by memo on the selection of a Locally Preferred Alternative for the Trinity Parkway. On May 19, 2009, the Trinity River Corridor Project Committee recommended Alignment 3C as the locally preferred alignment. On April 13, 2005, Council approved Resolution No. 05-1210, recommending locally preferred alignment as alternative Alignment 3B, also referred to as the Combined Parkway-Modified in the Draft Environmental Impact Statement. On October 20, 2003, the Trinity River Committee was briefed on the Combined-Modified Alternative of the Trinity Parkway. On June 28, 2000, City Council adopted Resolution No. 00-2153, authorizing development of a comprehensive land use plan for the Trinity River Corridor. On June 2, 1999, City Council was briefed on the Trinity River Corridor Master Implementation Plan Preliminary Recommendations. On November 18, 1998, City Council adopted Resolution No. 98-3328, authorizing an agreement with North Texas Tollway Authority and the Texas Department of Transportation for the Trinity Parkway. On October 21, 1998, City Council was briefed on the interlocal agreement with the North Texas Tollway Authority and the Texas Department of Transportation. Agenda Date 04/16/2015 - page 2

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) (Continued) On May 2, 1998, the 1998 Capital Bond Program was approved by voters which included $246 million for the Trinity River Corridor Project, including the Trinity Parkway. On February 10, 1998, City Council was briefed on the Trinity River Corridor Status. On September 10, 1997, City Council adopted Resolution No. 97-2918 endorsing the Trinity Parkway. On August 20, 1997, City Council was briefed on the Recommended Plan of Action for the Trinity Parkway Corridor Major Transportation Investment Study. On May 10, 1995, City Council adopted Resolution No. 95-1704 accepting the Trinity River Corridor Citizens Committee Recommendation. FISCAL INFORMATION No cost consideration to the City at this time. COUNCIL CHAMBER April 16, 2015 Whereas, the population in the Dallas-Fort Worth region is expected to grow by 3 million people over the next 20 years, worsening existing traffic problems; and, Whereas, the voters of Dallas have twice approved a reliever road between the Trinity River levees to increase traffic capacity; and, Whereas, that reliever road is one among numerous transportation projects needed to improve regional mobility; and, Whereas, the 1998 Trinity River Corridor Project bond election and the Balanced Vision Plan both envisioned increased flood protection, recreational amenities, economic development, environmental restoration, and transportation improvements, all carefully planned as a single, cohesive project; and, Whereas, the findings of the Trinity Design Charrette, a citizen initiative, have been presented to the Dallas City Council; and, Whereas, the findings contain suggestions for providing better access to the Trinity Corridor park, enhancing the economic development of the Trinity Corridor, and designing a reliever road, between the levees; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DALLAS: Section 1. That the City Manager is instructed to form a team, including regional and State agencies and professionals, from appropriate disciplines, to determine any actions that would be necessary to implement the findings of the Trinity Design Charrette. Section 2. That this resolution shall take effect immediately from and after its passage, in accordance with the provisions of the Charter of the City of Dallas, and it is accordingly so resolved.
