02 ICT IS PLEASED TO SHARE WITH YOU ITS MOST RECENT ACTIVITIES: Israeli National Student Association Congratulations to our very own Prof. Boaz Ganor who has been voted by the Israeli National Student Association as one of the twelve most inspiring lecturers in Israel in 2018. Briefing to the Minister of Defense of Albania Dr. Eitan Azani briefed H.E. Olta Xhaçka, Minister of Defense of Albania, Mrs. Belioza Ҫoku, Minister's Chief of Cabinet, Mr. Florian Kali, General Director of Defense Policies, MOD Albania, and Col. Ndriçim Sallaku, Albanian Defense Attaché in Ankara, Turkey on current trends in terrorism in Europe.

03 The Federation of Local Authorities in Israel in Preparation for a Third Lebanon War Over the last few years, Hezbollah has continued to acquire more advanced and accurate weapons. The plausible scenario of a Third Lebanon War may lead security services (IDF, police, firefighters, etc.) to spend most of its time and efforts in defending critical infrastructures de facto leaving the local authorities as the main system of protection of its citizens. ICT and the Federation of Local Authorities in Israel have established a project of integrated think tanks which deals with the challenges that will be posed to local authorities in the context of the scenario in question. The teams are engaged in analyzing the threat, learning from current responses and formulating an innovative doctrine to tackle this challenges. European Corporate Security Association - ECSA Dr. Eitan Azani welcomed a distinguished delegation from the European Corporate Security Association - ECSA. During the meeting Dr. Azani briefed the participants in the subject of financing of global and regional terrorism.

04 ICT in the Second RED- Alert Consortium Meeting Lt. Col. Res. Uri Ben Yaakov represented ICT in the second consortium meeting of RED-Alert in Malta. During the meeting, the projects' partners held discussions on their progress and the work plan for RED- Alert's second year. COUNTER-TERRORISM TODAY ICT's Director of Operations Stevie Weinberg hosted Ms. Jennifer Woodard, CEO and Co-Founder of INSIKT Intelligence and Lt. Col. (Res.) Uri Ben Yaakov, Senior Researcher on ICT's radio show, "Counter-Terrorism Today" to speak and present the RED-Alert project.during the meeting Dr. Azani briefed the participants in the subject of Financing of global and regional terrorism Watch now

05 The General State of Sachsen A delegation from the German Federal State of Sachsen visited the ICT in order to discuss the possibilities of preventing radicalization. The delegation was welcomed by Prof. Boaz Ganor and Dr. Ely Karmon. ICT Staff Visit the Israel Prison Service The ICT team was welcomed by the leadership of the Israeli Prison Services (IPS) in the South of Israel. During the visit, the ICT team was briefed on the structure on the prison, the relationship between prisoners and guards and between the prisoners themselves. The meeting also included a tour in the prison and meetings with security prisoners. The visit was part of a collaboration between IPS and ICT in the backdrop of the World Summit on Counter-Terrorism: ICT's 18th International Conference (Sept. 3-6) which is organized simultaneously with the IPS Conference on Stepping in and out of Terrorism - Terrorism & Radicalization in Prison.

06 Security Cooperation on Cyber Security: Changing Threats and Bolstered Defenses Lt. Col. Res. Uri Ben Yaakov represented the ICT in the Security Cooperation on Cyber Security workshop organized by Konrad-Adenauer-Stiftung in Washington, US. The event attracted experts and policy-makers from the US, Israel and Germany, in order to discuss different cyber security aspects. The Dafna and Gerry Cramer Student Exchange Program Maxwell School of Citizenship at IDC Herzliya The Maxwell School of Citizenship and Public Affairs at Syracuse University has developed a joint study and research program in counterterrorism policy, homeland security and American domestic and foreign policy. The academic cooperation between the schools includes student exchange programs in which about 14 students from Syracuse travel to IDC Herzliya for two weeks which include lectures from some of the top security and terrorism experts from inside and outside Israel. The seminar is taught largely by distinguished faculty members from ICT and from the Lauder School of Government, Diplomacy, and Strategy at the Interdisciplinary Center (IDC) Herzliya in Israel who address topics in their fields of expertise.

07 Workshop to the Israeli Military Court ICT organized a daylong workshop to the Israeli Military Court which included lectures by ICT Deputy Director Dr. Eitan Azani, ICT Senior Researcher Lt. Col. (Res.) Uri Ben Yaakov and ICT Associate Lt. Gen. (Ret.) Orit Adato on the subject of the art of counterterrorism, radicalization processes and best practices in counter-terrorism. Collaboration with The Abba Eban Institute for International Diplomacy Despite Hezbollah s proven criminal and terrorist record, the majority of the international community refuses to outlaw the organization, granting it legitimacy by default. This allows Hezbollah to continue its illicit and deadly activities under legal cover. The Abba Eban Institute for International Diplomacy is leading a project in cooperation with the ICT that aims to first rectify the EU s artificial distinction between Hezbollah s branches and have its terrorist label apply to the organization as a whole. The added and more immediate benefit to the EU s adoption of a full designation would be its subsequent blocking of hundreds of millions of euros still legally and illegally flowing out of Europe into Hezbollah s coffers. The initiative is supported by an in depth research project on 'narco-terrorism' in Europe. The goal is to show the correlation between drug trafficking activity and terror related operations in Europe.

08 Briefing to a Delegation of the United Kingdom Labour Party Prof. Ganor briefed a delegation from the Labour Party of the United Kingdom on the importance of achieving an internationally accepted definition of terrorism. The meeting was attended by: The Right Honorable Joan Ryan MP for Enfield North and Parliamentary Chair of Labour Friends of Israel, Andrew Gwynne MP for Denton and Reddish in Manchester, Jonathan Reynolds MP for Stalybridge and Hyde, Louise Ellman MP for Liverpool Riverside, Sharon Hodgson MP for Washington and Sunderland West, Stephen Morgan MP for Portsmouth South, and Lord Roy Kennedy Briefing to French Senior Officials Prof. Boaz Ganor, Dr. Eitan Azani and additional experts from ICT briefed French senior officials on current trends in terrorism. Among the participants, Ambassador Eric Danon, Deputy Director General for Political and Security Affairs at the French Ministry of Foreign Affairs, Nicolas Tenzer, senior civil servant and former adviser to the French Minister of Economy and Finance and Thibault de Montbrial, senior French expert.

09 Round Table in Vienna Prof. Boaz Ganor participated in several events and meetings during a visit in Vienna, Austria including a meeting with Maj. Gen. Frank; Director for Security Policy at the Austrian MoD, a round table discussion with highest ranking personnel of the Austrian National Defence Academy and a round table discussion with HE Tanya Lador- Fresher, Ambassador of Israel to Austria, at the residence of the Israeli Embassy.

10 Brig. Gen. (Res.) Nitzan Nuriel previously served as the Director of the Counter-Terrorism Bureau at the National Security Council. He currently serves as the deputy Commander of the Depth Corps of the IDF. He has also served as the head of Israel-US International Exercise Directorate since 2003. In this framework, he is in charge of planning and managing the military exercises, including drawing conclusions. Nuriel has served as an associate at the ICT for several years. In this framework, he took part in many of the ICT s events, lectured in front of various audiences, participated in simulations, gave briefings to foreign guests and officials on a political and security level, and participated in many think-tanks in his field of expertise. 11 THE COUNTER-TERRORISM PUZZLE: A GUIDE FOR DECISION MAKERS Selected Publications "The Counter-Terrorism Puzzle: A Guide for Decision Makers" by Prof. Boaz Ganor is a manual of counter-terrorism measures for decision-makers giving the reader tools to make rational and effective decisions. The book was released in Japanese for the first time. UNDERGROUND WARFARE Underground Warfare by Dr. Daphné Richemond-Barak, Oxford University Press. The book analyzes legal and operational challenges that countries like Israel encounter when fighting underground threats. The use of tunnels by terrorist organizations enables these organizations to reduce the technological asymmetry on the battlefield and therefore deeply impacts military operations. Dr. Richemond-Barak addressees operational and strategic concerns that decision makers must contend with when neutralizing and preventing sub-terranean warfare.
