In accordance with the requirements of the New Jersey Statutes regarding Open Public Meetings, notice of this meeting was legally advertised in the Courier Post and the South Jersey Times and posted on the bulletin board in the Municipal Building. B. Fire exits are located through the double doors to your left and right. Please silence all mobile devices. C. This meeting is being videotaped. Anyone who does not wish to be seen on television may be excused. This will be shown on Channel 9 and on Verizon Channel 36 every week; Sunday at 9PM, Wednesday at 7pm, Friday at 10pm and Saturday at 10pm and will continue until the next meeting. III. O02-2019 ORDINANCE AUTHORIZING AN AGREEMENT FOR TAX ABATEMENT WITH ALBERT DiCICCO, REVELATIONS SALON FOR THE PROPERTY KNOWN AS BLOCK 195, LOT 14.02 Sets a 5-year diminishing tax abatement for the property. IX. RESOLUTIONS: a. R025-2019 RESOLUTION AUTHORIZING A TRANSFER OF BUDGET APPROPRIATIONS Transfer of funds from one account to balance another within the 2018 budget b. R026-2019 RESOLUTION ACCEPTING GRANT FUNDS FOR THE COPS IN SHOPS GRANT FROM NEW JESREY ALCOHOL BEVERAGE CONTROL FALL INITIATIVE Allows Police Department to accept funds to administer a NJ Alcoholic and Beverage Control compliance and enforcement program liquor with license holders from 12-18- 2018 to 5-15-2019. c. R027-2019 RESOLTUION APPOPOINTING MEMBERS TO THE WASHINGTON TOWNSHIP MUNICIPAL UTILITIES AUHTORITY Appoints members of the community to the MUA. d. R028-2019 CANCELLING TAXES FOR A TOTALLY DISABLED VETERAN, BLOCK 115, LOT 3.0005. 9 PEACOCK CIRCLE Cancels property taxes for a totally disabled veteran in compliance with Federal Law. e. R029-2019 CANCELLING TAXES FOR A TOTALLY DISABLED VETERAN, BLOCK 226, LOT 9 19 BRADFORD PLACE Cancels property taxes for a totally disabled veteran in compliance with Federal Law. f. R030-2019 AUTHORIZING THE TOWNSHIP OF WASHINGTON TO SOLICIT BIDS FOR PROPERTY MAINTENANCE SERVICES

3 Solicits bids for a third-party vendor to provide a contract for property maintenance services of property s identified as in need of property maintenance in compliance Township Ordinances. g. R031-2019 RESOLUTION AUTHORIZING REFUND OF TAX OVERPAYMENTS Authorizes refunds of overage of tax overpayments h. R032-2019 RESOLUTION APPOINTING AN ECONOMIC DEVELOPMENT CONSULTANT Reappointment of Economic Development Consultant for one year i. R033-2019 RESOLUTION UPDATING THE MAYOR'S APPOINTMENT BOOK FOR 2019 FOR THE TOWNSHIP OF WASHINGTON Adds 1 member each to the Library and Veterans Committees in the Mayor s Appointment Book j. R034-2019 RESOLUTION CANCELLING TAXES FOR RONALD PELTZ, A TOTALLY DISABLED VETERAN, BLOCK 264, LOT 18, 1030 PUTNAM PLACE Cancels property taxes for a totally disabled veteran in compliance with Federal Law. k. R035-2019 RESOLUTION ACCEPTING GRANT FUNDS FOR THE COPS IN SHOPS GRANT FROM NEW JESREY ALCOHOL BEVERAGE CONTROL SUMMER INITIATIVE Allows Police Department to accept funds to administer a NJ Alcoholic and Beverage Control compliance and enforcement program liquor with license holders from 5-22-2019 to 9-15-2019 l. R036-2019 RESOLUTION AUTHORIZING THE COLLECTION OF A FEE FOR USE OF COMMUNITY GARDEN Allows for a fee to be charged to residents who utilize the Community Garden m. R038-2019 RESOLUTION OF THE TOWNSHIP OF WASHINGTON, COUNTY OF GLOUCESTER, STATE OF NEW JERSEY RENEWING THE LEASE BETWEEN THE LAUREN ROSE ALBERT FOUNDATION AND THE TOWNSHIP OF WASHINGTON REGARDING 3 MCCLURE DRIVE FOR A PERIOD OF ONE YEAR Provides a rental agreement between the Township and Rose Albert Foundation for use of a Township owned facility. n. R039-2019 RESOLUTION AMENDING THE SOCIAL MEDIA POLICY OF THE TOWNSHIP OF WASHINGTON

PUBLIC PARTICIPATION: Please follow the Public Decorum posted, which has also been attached to the Public Agenda, and limit your comments to 5 minutes. Once you have completed your comments or questions please take a seat. The Council President will then ask if any member of the governing body or their designee wishes to address your comments or questions asked by the person who just spoke. XIII. EXECUTIVE SESSION Executive Session will last and after executive session Council may act. a. R40-2019 RESOLUTION AUTHORIZING EXECUTIVE SESSION FOR AFFORDABLE HOUSING LITIGATION - ERIC NOLAN, ESQ. Provides an executive session regarding affordable housing litigation XIV. 5 The Rules of Conduct and Decorum for public participation during Council meetings for addressing Township Council during public hearings on ordinances or resolutions which require public hearings or during the public portion of the Council meetings are as follows: 1. All members attending Township Council Meetings must treat each other the Mayor, Council and Township employees with respect. 2. Shouting out from the audience without being recognized to speak is strictly prohibited. 3. No person shall, at any time, engage in any personally offensive or abusive remarks to the Mayor, Council, Township employee or any other member of the public. 4. No person shall engage in any express or implied speech that involves any other person's race, color, religion, gender, disability, sexual orientation, gender identity or expression, national origin or ethnicity. 5. The President of Council or Presiding Officer may restrict, limit or prohibit any speech, remarks or questions that are repetitive or not germane to any matter not within the jurisdiction of Township Council. 6. Persons making public comment may not yield their time to another speaker and each individual is limited to speaking once during a particular public comment period for a period of time not to exceed five (5) minutes. 7. The Chief of Police or such other member of the Police Department as he may designate, shall be designated as the Sergeant-at-Arms of the Township Council meetings. The Sergeant-at-Arms shall carry out all orders and instructions given by the Presiding Officer of the Township Council meeting for the purpose of maintaining order and decorum at the Township Council meetings and enforcing these Rules. 8. The Township Solicitor shall be the Parliamentarian. 9. Meetings shall be conducted in accordance with these Rules and Roberts Rules of Order for items not covered in these regulations.

Members of the public who make comments or ask questions that are germane to an ordinance or resolution that is under consideration or during the general public portion of the Council meeting for matters which are within the jurisdiction of the Township Council shall be allowed to do so in an uninterrupted manner unless the member is not adhering to these Rules of Conduct and Decorum. 11. The Mayor, Members of Council, the Mayor and Township employees reserve the right to answer questions and respond to comments. 12. All questions and comments shall be through the Council President or Presiding Officer unless waived.
