PUBLIC TRANSPORTATION COMMISSION - REDUCI"ION IN FORCE OVERVIEW With the recent passage of House Bill 647, signed into law by Governor Rick Scott on June 6, 2017, the Public Transportation Commission (PTC) will cease to operate no later than December 31, 2017. In accordance with recommendations made by the Civil Service staff, PTC Director Kevin Jackson filed a RIF (Reduction in Force) Plan with the Civil Service Board on June 14, 2017. A copy of this plan is included at Supplement 3 of the Primary Back-Up Materials. The organizational chart shown below represents the current structure of the PTe. I"l...llln '1"'J.~4.111" { 'urn'''' a<r; 14 AprtllOll Civil Service Rule 11.7 requires that each covered agency file with the Civil Service Board its Reduction in Force (RIF) Plan no later than sixty (60) days prior to the effective date of a reductionin-force. While the PTC officially has until December 31, 2017 to cease all operations, the Director is working to end the agency's operations by early fall if possible. The Rule 11.7 requirement for filing a RIF plan 60 days in advance of an actual RIF is a sound requirement because it provides sufficient notice to PTC staff of the impending RIF. However, since at least February 13, 2017, all PTC employees have known ofthe intent ofthe Florida Legislature to abolish the agency in its entirety and were encouraged to seek employment elsewhere.

PUBLIC TRANSPORTATION COMMISSION - REDUCTION IN FORCE CIVIL SERVICE RESPONSE Civil Service staff, working in conjunction with the PTC Director, will communicate with the displaced PTC employees to offer personal one-on-one counseling and assistance with obtaining alternate employment. In addition to assisting displaced employees find employment within Hillsborough County government, Civil Service staff will also help these employees apply for jobs with State and Federal agencies; review and refine cover letters and resumes; and provide interviewing tips. STAFF RECOMMENDATION None. Item is for information only.

CIVIL SERVICE BOARD CALENDAR The Civil Service Board (Board) meets every month for a regular business meeting. The monthly business meetings are typically scheduled for the third Wednesday of every month. When required, the Board meets to hear appeals of discipline and grievance matters. These meetings are scheduled periodically throughout the year, primarily on the same Wednesdays as the Board's business meetings. Each meeting is noticed in accordance with the provisions of the Government in the Sunshine Law. SUBJECT: DISSOLUTION OF THE PUBLIC TRANSPORTATION COMMISSION REQUIRING ELIMINATION/REDUCTION IN FORCE EFFECTIVE: JUNE 14,2017 AUTHORITY: The Hillsborough County Public Transportation Commission ("PTC") is responsible for developing and implementing policies and procedures to provide guidance for the elimination/reduction of its workforce. PURPOSE: To establish uniform procedures to be followed during an elimination of the PTC's workforce necessitated by passage ofhouse Bill 647, which dissolves the PTC. House Bill 647, signed into law by Governor Rick Scott on June 6, 2017, requires the PTC to wind down its operations no later than December 31, 2017. POLICY: House Bill 647 makes it necessary for the PTC to eliminate its workforce in its entirety no later than December 31,2017. It is the PTC's policy that, due to this directive, the following elimination/reduction-in-force procedure will be followed. The Executive Director of the PTC retains authority to resolve any layoff issue not clearly addressed by this policy. PROCEDURE: l. The scope of the layoff is agency-wide and involves all positions. 2. The Director will identify and certify all positions (positions numbers and job classification) to be abolished. Please see the attached identified and certified positions, marked as Exhibit A, incorporated herein by reference. 3. The PTC will provide written notice to all employees of their separation from employment due to the elimination/reduction in force at least two (2) weeks prior to the date ofeffect. However, every effort will be made to provide more advance notice. The notice shall state the reason for the separation (ie. elimination of the agency), the effective date and the procedures for out-placement assistance. 4. The Director, in association with the Civil Service Office and the Human Resources Department, shall make a reasonable effort to assist the displaced employees with locating alternate employment. This plan shall be communicated to the displaced employees at the time of or shortly after the employee is notified in writing ofthe layoff. However, it is the employee's responsibility to take an active role to obtain other suitable employment. 5. Reemployment rights within the PTC are inapplicable since the agency will no longer be in existence. For all other reemployment rights, please refer to Civil Service Rule 11.7.
