Motion was made by Mike Tapp to approve the agenda seconded by Lee Newcomb. Motion Passed. Motion was made by Matt Davis seconded by Rick McIntyre to approve the July 2015 meeting minutes with the spelling correction of Lee Newcomb s name. Motion carried. Committee Reports CFI committee Matt Davis There are several question that need to be addressed after the FIT pilots are completed. Matt will present more details and answers at the January 2016 meeting. See attached. Training Committee No report, Steve couldn t attend. Old Business Appreciation certificates will be presented at a Chapter meetings and/or at the next Fire and Rescue Commission Meeting for Dave Campbell and Jerry Webster. John Harris, II Denied Needs to submit official job description, resume indicated that he performs other duties than fire arson investigation making him part time and changing his points preventing him from having the total of 100 points required for approval. Lee Newcomb made a motion to deny application. The motion was seconded by Ken Hair, motion carried. Next meeting will be January 6, 2016 at OSFM. Smith Overview from meetings: During the June 30, 2015 meeting the committee was given the project/process overview and formal charge. o Cert Board Chair Kevin Gordon discussed the history of this project and the direction of certification verses training based on NFPA Standards. o Matt Thorpe reviewed Dropbox as the identified communication medium for document work. o Meeting dates were identified as the first Thursday of every month with August 6 th being the next scheduled meeting. o Applicable text books were distributed to the committee members. o The committee conducted a quick overview of each chapter and identified the chapters that could be excluded based on content as compared to NFPA JPRs. o Lesson plans were divided amount the committee members for review. o A project time line was established as follows: Lesson Plan review complete by July 31, 2015 Committee meeting scheduled for August 06, 2015 to finalize lesson plan review Pilot locations were identified as Wake County and Gaston County. Pilot dates are tentatively set for the October/November and then again for January/February time frame.
During the August 06, 2015 meeting the committee presented their lesson plan review. All suggested edits were reviewed by the committee members present for discussion/approval Matt asked the committee for a suggested test size (number of questions). o The committee suggested the test be 100 questions for certification. Matt and Jonathan (OSFM) will work to identify a list of supplies/logistical support required to run the pilot classes. The list will be posted for the committee review in Dropbox. Next meeting scheduled for September 03, 2015 starting at 10:00 hrs. Meeting location will be the OSFM office in Raleigh. Agenda for the September 03, 2015 meeting will be review of question/test bank and pilot deliveries. Providing we stay on our present schedule the NFPA 1033 program should be complete with a minimum of two pilot classes and ready for approval and roll out by July 01, 2016. First pilot was set for Wake County. Dates are November 2-6 (week 1) and December 7-11 (week 2). During the September 03, 2015 meeting the committee discussed: Student pre-requisite requirement for attending the class. Discussion finalized as: o Certified NC Firefighter and/or Certified NC Law Enforcement o Successful completion (validation via transcript or certificate) of the following prerequisite courses from www.cfitrainer.net Basic Electricity (4 hours) Documenting the event (4 hours) Ethics & Fire Investigator (3 hours) Fire Investigator Scene Safety (3 hours) Scientific Method (3 hours) Committee discussed usage of acquired verses burn cells. o Committee recommends approved usage of either acquired structure or burn cells. Burn cells specifications will be developed by committee Burn cells will be a minimum of 10 X 10 Acquired structures must have a minimum of one room per 3 students (a class size of 30 students would require a minimum of 10 rooms) Acquired structure rooms must be a minimum of 9 X 9 (or minimum of 81 square feet). Committee conducted review and validation of test bank. During the validation process each committee member was given no more than 33% of the final test bank for review.
