FINANCIAL: Treasurer s Report November The Treasurer s Report for November 2012 was discussed. Walter N. Wilson, Esq. Re: Copy of letter Statewide Partnership Committee Organization Policy & Procedures Engisch reported that he met with Attorney Wilson to help compose the letter regarding the District s longstanding approved policy concerning singlefamily homes and their applicability under the Soil Erosion and Sediment Control Act. That letter was sent out to the statewide partnership committee members who are on Policy and Procedures sub-committee. Aaron R. Cotton, Asst. County Council Re: Baily v. HCADB ruling Engisch summarized a judges ruling on Baily v. HCADB. He explained that Mrs. Bailey felt that proper notification was not given on a special meeting the county CADB was having in regards to the new Hionis Greenhouse project in Clinton Twp. The judge ruled that some decisions made during that meeting are invalid. G.S. Newborn Re: Hunterdon County SCD Insurance Summary - G.S. Newborn sent a summary of the various policies that the District has for verification and approval. These policies include Business Automobile Policy with Selective Insurance Company. It also includes Business Owners Policy, Workers Compensation Insurance, and Commercial Umbrella Policy with FMI Insurance Company. After a discussion, the following motion was made and approved. MOTION: Menchek, 2 nd Stothoff, passed by unanimous voice vote; To accept the Insurance Summary as submitted from G.S. Newborn & Associates, Inc. with the various Business Automobile Policy, Business Owners Policy, Workers Compensation Insurance, and Commercial Umbrella Policy and their associated coverage limits.

The property is now owned by a bank and the bank, using Crusader Lien Services, recently reimbursed all District costs to date including these attorney costs. Page 10 OLD BUSINESS: Training Committee - Mark R. Symancek update - first meeting is December 13, 2012 nothing to report. Policy & Procedure Committee - William E. Engisch - update - first meeting is December13, 2012 nothing to report. Kick-off meeting December 13, 2012 Engisch reported that he and Symancek will be attending the first meeting at the Freehold District office. These committees are part of the Proposed Restructuring of NJ Soil Erosion and Sediment Control Program & Road Map for Effective Change. As reported at the November Board Meeting, the committees were formed to uniform the efforts of the Districts throughout New Jersey. Mark Symancek will be on the Education/Training Committee and Bill Engisch is on the Policy and Procedures Committee. FY 2012 Audit underway/update Engisch reported that the audit should be done and he hopes to be able to present the final report for approval at the January 2013 Board Meeting NEW BUSINESS: 2013 Meeting Dates Engisch handed out a list of the 2013 Monthly Board Of Supervisors Meeting dates that were approved at the November Board Meeting. He said that there was a conflict with some Board members with the July 3, 2013 date. After a discussion, the date was changed to July 10, 2013. REQUEST FOR ASSISTANCE: REPORTS: None for this month NRCS - Gail Bartok, District Conservationist was not available to give monthly report and any plans needing approval are hereby tabled until the January 2013 meeting. - Carrie Mosley, NJ State Conservationist attended the meeting and said she is looking forward to working with Districts throughout the state. She started at the NRCS State Office in Somerset on November 5, 2012. She comes to New Jersey from her previous NRCS career employment in Montana. Carrie reported, as many already know, that a new federal budget for 2013 is unknown at this time. NRCS is working under a continuing resolution until March 2013 and they are also awaiting guidelines under the new Farm Bill. Carrie will be meeting with the Hunterdon NRCS staff on Tuesday, December 11 th and she is looking forward to getting out in the field. The Hunterdon County Soil Conservation District Board and Staff welcomes Carrie Mosley and we look forward to a long and cooperative working relationship with Carrie and NRCS of New Jersey.
