CITY OF COWANSVILLE COUNCIL MINUTES SUMMARY A summary of the minutes of a Council Meeting of the City of Cowansville. This document is a summary of the official Council minutes which are prepared in French. Please refer to those minutes for complete details. A meeting of Council was held on June 4, 2013. A quorum of Councillors made up of Councillors Lucille Robert, Sylvie Beauregard, Ghyslain Vallières, Michel Charbonneau, Yvon Pepin and Guy Patenaude, was present under the chairmanship of Mayor Arthur Fauteux and in the presence of senior staff, Me. Sandra Ruel, City Clerk, Josée Tassé, CGA, Treasurer, and Claude Lalonde, Eng., Director General. OPENING OF THE MEETING The Mayor declared that a quorum was present and opened the meeting. ADOPTION OF THE AGENDA The agenda was adopted as circulated. QUESTION PERIOD A first question period was held as required by law. APPROVAL OF MINUTES Council approved the Minutes of the meeting of May 7, 2013. APPOINTMENT ACTING MAYOR Council appointed Councillor Beauregard as Acting Mayor for the period July1, 2013 to October 31, 2013.
ADOPTION FINANCIAL STATEMENTS MUNICIPAL HOUSING OFFICE Council approved the annual financial statements of the Municipal Housing Office for the year 2012 as prepared by the auditor Bernard Gagné. These statements show a deficit of $458,582.00 and the City s contribution thereto will be $52,105.00. GRANT CANADIAN MULTIPLE SCLEROSIS SOCIETY Council made a grant of $200.00 to the Multiple Sclerosis Society FINANCIAL ASSISTANCE Council made a grant of $100.00 the Ensemble Vocal Plus to support the group s 25 th anniversary gala. GOLF TOURNAMENT Council authorised an expense of $380.00 to purchase tickets for the Massey Vanier Classic golf tournament. FINANCIAL APPROPRIATIONS Council resolved to repay the balance owing on By-law 1505 in the amount of $503,100.00 by appropriating from the general fund the sum of $363,100.00 and further appropriating from the operating surplus the sum of $140,000. TABLING OF THE FINANCIAL STATEMENTS FOR THE CITY FOR 2012 Council tabled the consolidated financial statements for the City for the year 2012 prepared by Raymond Chabot Grant Thornton s.e.n.c.l.r. NEW JUDGE COMMON MUNICIPAL COURT
Council resolved to request that the Minister of Justice of Quebec appoint a judge to sit in the Common Municipal Court. Council further requested that Me Jocelyn Belisle be appointed prosecutor. SIGNING AUTHORITY INTERMUNICIPAL AGREEMENT ON PUBLIC TRANSIT IN COWANSVILLE Council authorised the signing of all documents relating to the establishment of a public transit system in Cowansville. PROCLAMATION JOURNÉES DE LA CULTURE Council resolved to proclaim the last Friday of September and the two days following Journées de la Culture. PLM PIPELINE Council expressed its concern relating to the reversal of the flow in the Pipe- Lines Montreal PLM system and requested that the government ensure that all safety standards are followed by the company. AUTHORIZATION BUDGETARY TRANSFERS Pursuant to By-law 1665 on the delegation of authority, Council approved the budgetary amendments exceeding $25,000.00 set out in a list tabled by the Treasurer. BY-LAWS, NOTICES OF MOTION, AND FIRST READINGS Council - adopted on second reading draft By-law 1782 amending the Zoning By-law changing the boundaries of zones Ra-27,Ra-28, Rb-16,RECb-10 and RUR 4 to create commercial zone CA-5 - adopted on second reading By-law 1783 amending the zoning Bylaw by changing the boundaries of Ra-29, Raa-6 and Rbb-4 to create zones Rbb-5 and Rc-13 and by changing the boundaries of zones RC-10 and Rc-04 to create zone PR-1 - adopted on second reading By-law 1784 amending the Zoning Bylaw to add usage C-52, indoor recreational activities to zone id-1 and to change the boundaries of zones I-2 and Id-1
- adopted By-law 1785 amending the Zoning By-law relating to forestry planting and felling standards - adopted on second reading By-law 1785-1 amending the Zoning By-law with respect to acquired rights - adopted By-law 1787 dealing with the supplementary retirement plan of the City employees - adopted By-law 1786 which deals with the supplementary financial assistance programme CCESLOGIC QUEBEC - adopted on first reading proposed By-law 1789 amending By-law 1571 with regards to Architectural Implementation and Integration programmes by adding thereto an annex which deals with criteria for commercial sectors The following Notices of Motion were given: - Proposed By-law 1877 amending By-law 1727 which deals with the management of residual matters to add thereto the management of clothing and textile containers - Proposed By-law 1789 amending By-law 1571 with regards to Architectural Implementation and Integration programmes by adding thereto an annex which deals with criteria for commercial sectors LEASE OF LOT 3 799 474 OF THE CADASTRE OF QUEBEC Council agreed to renew the lease on the above-noted to Mr. Michel Couture for the sum of $1.00 for a period of one year. REQUEST TO THE MDDEFP RELATING TO THE DEVLOPMENT OF THE SOUTH WEST INDUSTRIAL PARK Council mandated Enviro-Guide A.L inc to present a request to the environmental authorities (MDDEFP) under the Environment Quality Act with respect to the development of the South West Industrial Park. SALE OF LOT 4 674 020 OF THE CADASTRE OF QUEBEC Council agrees to sell the above mentioned lot, an area of approximately 8,399.3m2 at a price of 18 cents per square foot to Gestion Luc Jetté Inc.
APPROVAL OF MINOR VARIATION AND ARCHITECTURAL IMPLEMENTATION AND INTEGRATION PROGRAMMES (PIIA) Pursuant to the recommendation of the City Planning Committee (CCU), Council approved the following minor zoning variation: - at 108 Sherwood to allow the garage situated on the lot to remain at 0.63 m. from the lot line while the by-laws a setback of 1 m. Pursuant to the recommendation of the City Planning Committee (CCU), Council approved the following Architectural Implementation and Integration Programme: - at 950 rue Principale, to remove the existing generator in the side yard and replace it - at 55 Pine, to permit the construction of a single family dwelling in accordance with the requirements set out in the approval documents - at 100 Fridolin-Meunier, to permit the construction of a single family dwelling in accordance with the requirements set out in the approval documents - at 1535 rue du Sud, to permit the replacement of the windows in accordance with the requirements set out in the approval documents MODULAR BUILDING EXTENSION OF THE INSTALLATION PERIOD Council approved the request for an extension to the installation period of the modular buildings at the Brome Missiquoi Perkins Hospital for an additional period of 4 years, after which the building shall be removed or destroyed. CONTRACT AWARD SUPPLY OF GRANULAR MATERIAL Council resolved to award the contract for the supply of granular material as described in the tender documents to Peter Persons Sand Gravel & Fill inc, the lowest conforming bidder. WORK ON SCOTTSMORE AVENUE
Council resolved to proceed with the foundation work on Scottsmore Road which work has been estimated to cost $200,000.00; the work will be carried out in-house. FINANCIAL ASSISTANCE Council made the following grants: - in the amount of $100.00 to Défi têtes rasés - in the amount of $2000.00 to the Music Academy of Massey- Vanier to permit the academy to represent the City at various competitions - in the amount of $500.00 to the La Lèche Ligue - in the amount of $10,500.00 to the Cowansville Historical Society - in the amount of $3,500.00 to the Canada Day Association of Cowansville - in the amount of $1,000.00 to Couleur Urbaines CALL FOR PROPOSALS FOR THE DEVELOPMENT OF AUTOMOMOUS PUBLIC LIBRARIES Council authorized Mr. Alain Dion, Director of Culture, Leisure Services and Community Life to prepare a request for financial aid under the call for proposals issued by the Department of Cultural Affairs under the above programme. DINNER AIR SHOW Council authorised the purchase of four tickets for the fundraising dinner in support of the Spectacle aérien des Cantons de l est to be held at the Roland Désourdy Airport on June 11, 2013. GOLF TOURNAMENT Council authorized the purchase of three tickets at $150.00 each and two tickets for the dinner only at a cost of $100.00 each for the Mayor of Cowansville s golf tournament.
