RECOMMENDATION: Adopt the attached ordinance to permit the change in use of a portion of lobby area to restaurant use, and modify parking, subject to all previously approved conditions and new conditions #44-46 of the ordinance. ISSUES: No issues have been identified as of the date of this report. SUMMARY: The applicant requests a site plan amendment to change the use of a portion of lobby area and modify parking to accommodate a new restaurant tenant. The change in use will serve expanded interior restaurant seating in a portion of the lobby area of the building and the parking area is proposed to be reduced by two (2) spaces to accommodate storage needs for the tenant. Sector Plan through the establishment of a restaurant tenant. Additionally, the project is not anticipated to adversely affect the surrounding community. BACKGROUND: The subject site plan, Arland Towers (SP #125), is located in Rosslyn along Wilson Boulevard and was originally approved in 1978. The project contains two towers East and West with approximately 1,153,172 square feet of gross floor area within the two buildings and 51,529 square feet of retail space within the building podium connecting them. Address / RPC#: 1100 Wilson Blvd (RPC #17-001-010). Neighborhood: Zoning: GLUP: Existing Land Use: Radnor / Fort Myer Heights Civic Association (RAFOM) C-O, Commercial Office building, Apartment, and Hotel District. High Office-Apartment-Hotel The 61,350 sq. ft. site is developed with a multi-story office tower, managed by Monday Properties. The building also includes on-site retail and a fitness facility for tenants. There is a parking garage on site, and the building is located within walking distance to Rosslyn Metro Station. Figure 1: Aerial View 1100 Wilson Blvd Building N Site Plan Boundary Source: Google Maps DISCUSSION: The following details the proposed site plan amendment and staff assessment of the proposal: PROPOSED AMENDMENTS: Change in Use: The applicant is proposing to reallocate density on site to accommodate the 270 square feet needed for the proposed interior restaurant seating in part of the current lobby area of the building (Figure 2 and Figure 3). When the site plan was originally approved, lobby area was not included in the approved GFA and therefore, any conversion of lobby area would be considered an increase in density unless an equivalent amount of GFA is removed elsewhere from the site plan, which is what the applicant is proposing to do. Utilizing the lobby area as GFA is not without precedent in the site plan; approximately 1,000 sq. ft. of lobby area was previously approved for a conversion to GFA for a retail tenant in March 1993. Figure 3: Proposed Interior Layout Source: Applicant Parking Modification: This site plan was approved with 384,700 square feet of gross parking area (approximately 1,088 spaces) to serve the entire site. The parking garage is accessible from two (2) entrances along Wilson Blvd. The applicant is proposing to remove two (2) parking spaces on level 4 of the parking garage (approximately 300 square feet) in order to accommodate storage needs for the new tenant. ASSESSMENT: DES, Transportation: Staff supports the requested parking modification. Removal of the two (2) spaces will have minimal impact on the building s approved parking area and will not cause an undue adverse impact on those utilizing parking in the building, as the site is located near multiple other forms of transportation including: Rosslyn Metro Station, ART and Metrobus lines, and Capital Bikeshare. The resulting gross parking area will be 384,400 square feet (approximately 1,086 spaces). SP #125 Site Plan Amendment - 5 -

DCPHD, Planning: Staff supports the applicant s proposal, which does not conflict with the overall intent of the site plan. The proposed use helps meet the goals of the Rosslyn Sector Plan, which targets a diverse land use mix, including expanded restaurant options, in order to increase the attractiveness of Rosslyn as a destination. The Arlington County Retail Plan designates N. Lynn Street and this section of Wilson Boulevard as Gold and encourages retail or retail equivalent uses. The request will not have any impacts from increased density or height, as the applicant is proposing to reconfigure the interior portion of the existing building. Figure 4 shows the site plan density as approved, which will not be impacted by this proposal as the increase in 270 square feet of GFA on the ground level will be accompanied by a corresponding decrease in 270 square feet of GFA elsewhere in the building. Figure 4: Statistical Summary of Development Approved Development Site Area 193,767 square feet Density Total GFA 1,153,172 square feet Total FAR 5.95 FAR Height 355.93 feet The request does not: (1) adversely affect the health or safety of persons residing or working in the neighborhood, (2) become detrimental to the public welfare or injurious to property or improvements in the neighborhood, or (3) conflict with the purposes of the master plans of the County. PUBLIC ENGAGEMENT: Radnor/Fort Myer Heights Civic Association (RAFOM): RAFOM has responded that they have no issues with the subject site plan amendment. North Rosslyn Civic Association (NRCA): NRCA is aware of the review but no comments have been received as of the date of this report. Rosslyn BID: The Rosslyn BID supports the site plan amendment. CONCLUSION: Staff finds that the proposal to change the use of a portion of lobby area to restaurant use and modify parking will not be detrimental to the health, safety, or welfare of the neighborhood and that the proposal will help achieve goals laid out for the Rosslyn area. Further, the proposal will not increase the density or height of the site plan, as the modifications will occur within the built parameters of the existing building. Therefore, staff recommends adoption of the attached ordinance to approve a site plan amendment to SP #125, subject to all previously approved conditions and new Conditions #44-46 of the ordinance. SITE PLAN AMENDMENT ORDINANCE WHEREAS, an application for a Site Plan Amendment dated April 25, 2018 for Site Plan #125, was filed with the Office of the Zoning Administrator; and WHEREAS, as indicated in the Staff Report provided to the County Board for its May 19, 2018, meeting, and through comments made at the public hearing before the County Board, the County Manager recommends that the County Board approve the Site Plan Amendment subject to conditions as set forth in the Staff Report; and WHEREAS, the County Board held a duly-advertised public hearing on the Site Plan Amendment on May 19, 2018, and finds, based on thorough consideration of the public testimony and all materials presented to it and/or on file in the Office of the Zoning Administrator, that the improvements and/or development proposed by the Site Plan as amended: Substantially complies with the character of master plans, officially approved neighborhood or area development plans, and with the uses permitted and use regulations of the district as set forth in the Zoning Ordinance and modified as follows: To allow a reduction in approved gross parking area by 300 square feet Functionally relates to other structures permitted in the district and will not be injurious or detrimental to the property or improvements in the neighborhood; and Is so designed and located that the public health, safety and welfare will be promoted and protected. NOW THEREFORE, BE IT ORDAINED that, as originally requested by an application dated April 25, 2018 for Site Plan #125, and as such application has been modified, revised, or amended as set forth in the Zoning Administration records for a Site Plan Amendment for a change in use in lobby area to restaurant use and reconfiguration of parking area, on the parcel of real property known as RPC# 17-001-010 and 1000 and 1100 Wilson Boulevard, approval is granted and the parcel so described shall be used according to the revised site plan application, subject to all previously approved conditions (numbers 1 through 43) and with new conditions #44-46, below: 44. Developer agrees that prior to obtaining any building permit to convert the 270 square feet of GFA from the lobby to retail that it shall obtain administrative approval to eliminate 270 square feet of existing GFA elsewhere in either building at 1000 or 1100 Wilson Blvd, as long as both remain under one site plan. The developer must clearly indicate on a floor plan for the building, where the eliminated GFA is located. 45. The developer agrees that the 270 square feet of new retail GFA (converted from the lobby) shall be generally consistent with the plans attached to the staff report for the May 19, 2018 County Board meeting titled Proposed Restaurant Plan and dated February 6, SP #125 Site Plan Amendment - 8 -

2018 ( Plan ). These plans include up to 27 seats, 6 tables, and a bar counter, all as shown on the Plan. 46. The developer agrees the two (2) parking spaces being removed from Level 4 as shown on the Storage Exhibit attached to the staff report for the May 19, 2018 County Board meeting, shall be restored if a certificate of occupancy has not been issued for the 270 square feet of GFA (converted from lobby to retail as noted in Condition 44 above) by May 19, 2023.
