2 1. Opening of the meeting by the Chair The meeting was opened by the Chair, Ms Giuliana De Francesco (Italy), who welcomed the participants to the meeting (see Appendix I). The Secretariat offered some opening reflections, updating the CDCPP Bureau members on the latest developments at the Council of Europe of relevance to the Committee s work. 2. Adoption of the agenda The Bureau adopted the agenda, as it appears in Appendix II. 3. General questions 3.1 Report from the CDCPP Chair on the Council of Europe s first meeting of the Chairs of the inter-governmental committees The CDCPP Chair reported on the first meeting of the Chairs of the inter-governmental committees held on 20 September, and underlined the importance of the exchange in bringing the significance of the Organisation s intergovernmental work in particular, its manifold standard setting and co-operation activities to the attention of the Council of Europe s political decision-makers and stakeholders, as well as triggering fruitful interaction and reflection between and within the specialised Committees. 3.2 Exchange on CDCPP activities and working methods The Bureau exchanged on the role and relevance of the Committee s work in the framework of the Council of Europe s vocation, underlining the impact and direct usefulness of this work at national level. It held an in-depth exchange on the strengths, opportunities, weaknesses and threats to the CDCPP s work, and agreed to continue the reflection process on the occasion of the next Bureau meeting and in the context of the findings of the current evaluation of Steering Committees which should be available by then. 4. Fields of activity of the CDCPP 4.1 Culture Work programme 2018 Recommendation on Culture s contribution to strengthening the internet as an emancipatory force noted that the draft Recommendation on culture s contribution to strengthening the internet as an emancipatory force should be sent to the Ministers Deputies for adoption at their 1329 th meeting on 14 November 2018; agreed to disseminate it widely at national level with policy makers and other interested stakeholders, including as a package with the previous texts overseen by the CDCPP (Recommendation CM/Rec (2016)2 on the Internet of Citizens and Recommendation CM/Rec (2017)8 on Big Data for Culture, Literacy and Democracy).

3 Expert seminar on Culture, Creativity and Artificial Intelligence (E-relevance of Culture in the Age of AI), Rijeka, Croatia, 12-13 October 2018 took note of the results of the Rijeka expert seminar on Culture, Creativity and Artificial Intelligence to be conveyed to the Council of Europe s forthcoming conference Governing the Game Changer Implications of AI development on human rights, democracy and the rule of law (Helsinki, 26-27 February 2019); thanked the representative of DGI for the presentation on the forthcoming Helsinki conference and welcomed the interactivity between different sectors and Committees on digitisation issues and Artificial Intelligence; thanked the Government of Croatia for having hosted the Rijeka expert seminar in the framework of its Presidency of the Committee of Ministers of the Council of Europe; underlined the pertinence of the Committee s work on culture and digitalisation issues, and its interest in continuing with this work strand in the future financed through the Ordinary Budget to help elaborate a specific European approach, in the framework of the Council of Europe s on-going activities in this area (2020/2021). First Assembly of the Association of the Compendium of Cultural Policies and Trends, Rijeka, Croatia, 9-11 October, 2018 took note of the positive developments regarding the new Association of the Compendium of Cultural Policies and Trends; invited member States and interested cultural policy research institutions to become stakeholder- or standing- members of the new Association, and asked the Secretariat to provide a short overview of the benefits and process of joining the Association, as well as on the latest changes to, and achievements of, the information system; thanked the Dutch government for the substantial financial support given to the Compendium and the Boekman Foundation in Amsterdam for acting as Service Provider; thanked the government of Croatia for having hosted the 1 st Assembly of the Association of the Compendium of Cultural Policies and Trends in the framework of its Presidency of the Committee of Ministers of the Council of Europe; thanked the French government for inviting the second General Assembly of the Association of the Compendium of Cultural Policies and Trends to Paris in June 2019, in the framework of the French Presidency of the Committee of Ministers of the Council of Europe. Cultural Policy review of Georgia took note of the conclusions of the cultural policy peer review of Georgia; noted the request by the Republic of Moldova for a targeted cultural policy review to be carried out in 2019; asked the Secretariat to disseminate a methodology paper on cultural policy reviews, and inquire about delegates availability to serve as experts in future review exercises; underlined the pertinence of the Council of Europe s policy peer reviews and legal assistance to member States in the cultural and heritage sector and the need to adequately fund these activities through the Ordinary budget of the Organisation.

4 4.2 Heritage Strategy 21 took note of the progress made with the promotion of Strategy 21; exchanged and advised on the next steps in 2019, in order to promote and implement the Strategy at national, regional and local levels, and highlighted the Strategy s potential to serve as a conceptual framework for the CDCPP s work in the area of cultural heritage; suggested further work under the Strategy on the issues of climate change and heritage/landscape, as well as the re-use of the building stock as a factor impacting on the climate; took note of the offer from the Republic of Moldova to organise a Strategy 21 promotional meeting, possibly in co-operation with the Romanian authorities. The Faro Convention Action Plan took note of the progress made in the implementation of the Faro Convention Action Plan and its manifold activities at local and regional levels; exchanged and advised on the activities foreseen in 2019; welcomed synergies created with the EU in the framework of the The Faro Way Joint Project. HEREIN took note of the progress made in the implementation of HEREIN activities, and supported the efforts to consolidate the project; asked the Secretariat to circulate information on project developments and country profiles to the Herein Network, and consider the possibility of organising in 2019, either a meeting of the Herein Network or smaller thematic expert groups, relying on national budgetary resources; took note of the AISBL proposal to support the future development of the project. Council of Europe Convention on Offences relating to Cultural Property took note of the information regarding the Council of Europe Convention on Offences relating to Cultural Property and possible promotional activities foreseen in 2019; advised to take into consideration the action by other relevant international bodies when devising new activities; took note of the proposal by the Cypriot Government to hold a conference in Nicosia in 2019 to engage member States and civil society with the promotion and implementation of the Council of Europe Convention on Offences relating to Cultural Property.

5 European Heritage Days (EHD) took note of the progress made with the implementation of the European Heritage Days and expressed its support to the EHD Programme; welcomed the reinforcement of the programme in the framework of the European Year of Cultural Heritage and beyond. 2018 European Cultural Heritage Year (EYCH) congratulated the EU on the achievements made in the EYCH, and took note of the Council of Europe s contribution to it; expressed its wish to see co-operation stepped up between the EU and the CoE in the follow-up work to the successful EYCH. 4.3. Landscape Reference texts of the Committee of Ministers noted that the draft Recommendation contributing to the implementation of the European Landscape Convention: creation of public funds for landscape, should be sent to the Ministers Deputies for adoption at their 1329 th meeting on 14 November 2018. Parties to the Convention invited member States that have not yet done so, to consider signing and/or ratifying the European Landscape Convention (ELC); took note of the holding of a Round Table on the ELC in Minsk on 5 November 2018, and of the interest expressed by the Ministries of Culture and of Natural Resources and Environmental Protection to accede to the Convention. National landscape policies: Information System and Platform welcomed the development of national landscape policies of the States Parties to the European Landscape Convention; invited the National Correspondents of the Information System of the European Landscape Convention, to complete and/or update the online questionnaire by 15 December 2018, with a view to drawing up national reports of the States Parties to the Convention, and completing the Information Platform;

6 took note of the establishment of the Information Platform of the European Landscape Convention, intended to present: the main themes; the synthesis reports on national and regional policies for the implementation of the Convention; the work carried out for its implementation; invited the representatives of the States Parties to the Convention to translate the Glossary of the Information System of the ELC. Council of Europe Conference on the implementation of the Convention took note of the preparations for the 10 th Council of Europe Conference on the implementation of the ELC, to be held under the auspices of the Finnish Chairmanship of the Committee of Ministers of the Council of Europe, in Strasbourg, 6-7 May, 2019. Meetings of the Workshops for the implementation of the Convention took note of the positive results of the 21 st Council of Europe Meeting of the Workshops for the implementation of the ELC Landscape and Education (Tropea, Italy, 3-5 October 2018) organised in co-operation with the Ministry of Cultural Heritage and Activities of Italy and the collaboration of the Calabria and Basilicata regions; took note of the forthcoming meetings: o 22 nd Council of Europe Meeting of the Workshops for the implementation of the CoE Landscape Convention on Water, landscape and citizenship in the face of global change (Seville, Spain, 14-16 March 2019); o 24 th Council of Europe Meeting of the Workshops for the implementation of the European Landscape Convention and Celebration on the 20 th anniversary of the Convention at high level on Landscape integration in sectoral policies (Lausanne, Switzerland, 19-20 October 2020). International Landscape Day of the Council of Europe - welcomed the Second International Landscape Day, celebrated on 20 October 2018 and its dedicated message on Landscape and Education, welcomed the National Conference of Croatia: Integrated Approach to Landscape Protection, Planning and Management (Zagreb, Croatia, 20 October 2018), organised during the Chairmanship of Croatia of the Council of Europe as a special event marking the Celebration of the International Landscape Day; - took note of the events organised on the occasion of the International Landscape Day and notably that, in Hungary, the Office of the Commissioner for Fundamental Rights and the Ministry of Agriculture jointly organised a workshop on 17 October with the Ombudsman for Future Generations. Sessions of the Landscape Award of the Council of Europe took note of the Celebration of the 5 th Session of the Landscape Award (Daugavpils, Latvia, 19-21 June 2018), organised in co-operation with the Ministry of Environmental Protection and Regional Development of Latvia; with regard to the 6 th Session of the Landscape Award (2018-2019), took note of the invitation addressed to the Parties to the Convention to submit, by 30 January 2019, applications to the Secretariat of the Council of Europe, according to Resolution CM/Res(2008)3 on the rules governing the Landscape Award;

7 took note that the 23 rd Council of Europe Meeting of the Workshops for the implementation of the ELC Council of Europe Landscape Award Forum of National Selection 6 th Session 2018-2019 and Celebration of the 6 th Session of the Landscape Award will be held in 2019. Landscape Award Alliance of the Council of Europe took note of the continuation of the work to present the Landscape Award Alliance of the Council of Europe. 5. Information concerning other Council of Europe activities in the fields of culture, cultural heritage and landscape Enlarged Partial Agreement on Cultural Routes (EPA) took note of the progress made with the Enlarged Partial Agreement on Cultural Routes and the results of the recent meeting of the Committee of Member States of the EPA in Strasbourg in October 2018, welcomed the extension of the programme to work on four EU Macro-Regions and thanked EU support (Joint Programme Routes4U). 6. Discussion Follow-up to the meeting of the Chairs of the inter-governmental committees with the Secretary General and outlook on possible future CDCPP activities by the Director of Democratic Participation. thanked the Director of Democratic Participation for his interventions highlighting the political and societal challenges that Europe and the Organisation are facing, and stressing the importance of culture, arts, heritage and landscape in addressing these challenges; expressed its interest in actively contributing to the follow-up to the meeting of the Chairs of the inter-governmental committees and sharpen the message sent by the CDCPP on the relevance of its work in these challenging times. 7. Any other business There was no other business. 8. Dates of the next meetings The Bureau decided to hold its next meeting in April 2019 and to fix the dates by written procedure. The plenary session of the CDCPP will take place from 12 to 14 June 2019. 9. Close of the meeting The Chair closed the meeting, thanking the Bureau members and Secretariat for their active contributions.
