Manchester Township Council Meeting Minutes The meeting of the Manchester Township Council was called to order at 6:00 p.m. by Council President Craig Wallis. The following statement was read by the Municipal Clerk: Adequate notice of this meeting was provided in accordance with the Open Public Meetings Act, pursuant to P.L. 1975, Chapter 231. Said notice was advertised in the Asbury Park Press, Star Ledger and was posted in the lobby of the Municipal Building. This was followed by the salute to the flag and the following roll call: The Clerk took the roll call: Councilman Fred Trutkoff - present Councilman Warren Reiter - present Councilman Brendan Weiner - present Councilman Kenneth Vanderziel - present Councilman Craig Wallis - present Also present were Mayor Michael Fressola, Elena Zsoldos, Business Administrator, Attorney Steven Secare, Stephen Stanziano, Joshua Schnoor, John Liu, Don Somerset, Bill Chandler and Chief Klimakowski. PRESENTATION TO COUNCILMAN KEN VANDERZIEL Mayor Fressola read a proclamation in honor Mr. Vanderziel. Mayor Fressola said he will miss Mr. Vanderziel and his friendship. He thanked him for his many years of service to the residents of Manchester Township. Mr. Wallis presented Mr. Vanderziel with the Township flag that was flown over the municipal building on in honor of his years of service to the residents of Manchester. Mr. Wallis said Mr. Vanderziel was a great mentor to him. He has been around a long time and has a great knowledge of the history of Manchester. Mr. Vanderziel appreciated all the kind words and said it has been a pleasure working with such great people. Mr. Reiter thanked Mr. Vanderziel for being his mentor over the last four years. Mr. Trutkoff thanked Mr. Vanderziel for all of his help over the years. He is a good friend and a wonderful person. Mr. Weiner has known Mr. Vanderziel for the past five years and they have had a good relationship. Mr. Weiner was glad they saw eye to eye on most subjects and thanked Mr. Vanderziel for respecting his opinions. SUBMISSION OF BILLS: Resolution #11-336 - Authorizing payment of bills from the Current Fund in the amount of $1,495,158.15 was offered by Mr. Trutkoff, seconded by Mr. Reiter and approved by the following roll call vote: Councilmen Trutkoff, Reiter, Weiner, Vanderziel and Wallis; yea. Resolution #11-337- Authorizing payment of bills from the Water and Sewer Fund in the amount of $428,234.96 was offered by Mr. Trutkoff, seconded by Mr. Weiner and approved by the following roll call vote: Councilmen Trutkoff, Reiter, Weiner, Vanderziel and Wallis; yea. Resolution #11-338 Authorizing payment of bills from the Water and Sewer West Fund in the amount of $399,441.22 was offered by Mr. Trutkoff seconded by Mr. Vanderziel and approved by the following roll call vote: Councilmen Trutkoff, Reiter, Weiner, Vanderziel and Wallis; yea. ORDINANCES- Second Reading, Public Hearing and Final Action #11-025 - AN ORDINANCE OF THE TOWNSHIP OF MANCHESTER, COUNTY OF OCEAN, STATE OF NEW JERSEY AMENDING CHAPTER 245 OF THE CODE OF THE TOWNSHIP OF MANCHESTER ENTITLED LAND USE AND DEVELOPMENT Mr. Wallis advised that they are still waiting on a response from the Planning Board. The ordinance should be carried until December 12, 2011. The above ordinance was carried until December 12, 2011 upon a motion by Mr. Weiner seconded by Mr.Vanderziel and adopted by the following roll call vote: Councilmen Trutkoff, Reiter, Weiner, Vanderziel and Wallis; yea. #11-026 AN ORDINANCE OF THE TOWNSHIP OF MANCHESTER, COUNTY OF OCEAN, STATE OF NEW JERSEY AMENDING CHAPTER 245 OF THE CODE OF THE TOWNSHIP OF MANCHESTER TO PROVIDE FOR SOLAR AND SMALL WIND ENERGY FACILITIES AND STRUCTURES The Clerk stated that the ordinance was inadvertently placed on the meeting of November 14, 2011 and Council had voted to carry it until December 12, 2011. However, the advertisement was for a public hearing this evening. Officially, Council must vote tonight to carry it to the December 12, 2011 meeting. Mr. Wallis advised they are still waiting on a response from the Planning Board. The ordinance should be carried until December 12, 2011. Regular business was discussed. They are doing maintenance for the winter. Mr. Weiner thanked Mr. Vanderziel for his service to the community. It was and honor and privilege to serve with him. Mr. Reiter: None Mr. Vanderziel: Mr. Vanderziel said goodbye to everyone. He hoped to hear nothing but good things for the Township. Mr. Wallis: Mr. Wallis congratulated Mr. Vanderziel on a very successful career. Ms. Zsoldos: Ms. Zsoldos thanked Mr. Vanderziel for his wisdom and encouragement. Mr. Secare: Mr. Secare gave an update on the Wal-Mart case. Mr. Secare said that he has known Mr. Vanderziel for over twenty years. It was a pleasure to work with him. Ms.Skibo: Ms. Skibo said she has known Mr. Vanderziel for over 24 years and has worked with him in many capacities. It was a pleasure to have known him. She will keep in touch. Ms. Pellicano: Ms. Pellicano said she would miss seeing Mr. Vanderziel in the morning. It wouldn t be the same without him. She would miss him and wished him well. Mayor Fressola: Mayor Fressola said Mr. Vanderziel was his mentor. He knew he always had Mr. Vanderziel to lean on. If he needed advice, he knew where to go. PUBLIC Hank Glen 29 Wycliffe Rd.: Mr. Glen thanked Mr. Vanderziel for his years of service. Elio Mancini 3 Carol Ct.: Mr. Mancini wished to say a few things about Mr. Vanderziel. Mr. Vanderziel is a World War II Veteran including four landings on Iwo Jima. He directed fire from heavy artillery to the enemy. After the war he worked for Union Pacific Railroad for many years. went for schooling to advance in the company. Upon a successful career, he retired at age 55. Mr. Vanderziel was married and had four children. Mr. Mancini said that Mr. Vanderziel is a walking encyclopedia of Manchester government. He had never heard a bad word from him. They often played golf together and Mr. Mancini considers him a personal friend.
