BOROUGH OF YEADON DELAWARE COUNTY, PENNSYLVANIA MINUTES OF BOROUGH LEGISLATIVE MEETING November 19, 2015 The Borough of Yeadon Council met on the above date at Borough Hall. President Sharon Council Harris called the meeting to order at 7:30 PM and announced that an executive session to discuss legal matters had been held at 6:50 to 7:25 prior to this meeting. 1) PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited. 2) ROLL CALL Members in attendance were Councilors Clara Johnson, Learin Johnson, Rosalind Jones Johnson, Dr. Dolores McCabe, Gracie Snead, Vice President Nelva Wright, and President Sharon Council Harris. Mayor Hepkins was not present. Also present were Borough Manager Larry Healy, Joseph Possenti, Laverne Johnson, Chief Donald Molineux, Eileen Mulvena, and Charles Gibbs. 3) CITIZEN S FORUM: AGENDA ITEMS No comments 4) APPROVAL OF MINUTES 4.1 MINUTES OF OCTOBER 15, 2015 1 November 19, 2015 Borough Legislative Meeting

Councilor Dr. McCabe motioned to approve minutes of October 15, 2015, seconded by Councilor Jones Johnson. Councilwoman L. Johnson asked that her first initial be added to her comments and that banners on Church Lane changed to Flags. Councilor Jones Johnson asked that the roll call reflect what time she left. Motion approved 4 0. Voting yes: Councilors L. Johnson, Dr. McCabe, Vice President Wright, and President Council Harris. Abstaining: Councilors Jones Johnson, C. Johnson and Snead. 5. ENGINEER S REPORT Mrs. Mulvena said bids were open for the Cedar Avenue restoration with the lowest bid being $104,000 by Ernel Company. The County Grant is for $85,000 so the Borough would pay a balance of $19,000 which Mr. Possenti said the Borough has. Councilor Jones Johnson motioned to award Ernel Company 1.1 through 1.7 of the project for the restoration of Cedar Avenue and not to exceed $104,720. Motion seconded by Councilwoman L. Johnson. Motion approved 7 0. Mr. Gibbs advised as this motion was not on the agenda the public should have the opportunity for comment. There were no comments. Mrs. Mulvena asked that a Community Development Block Grant hearing be scheduled for December 17 th at 7:15 PM to take comments from the public regarding the Community Development Block Grant application. She recommends applying for funding for the Gateway Project and the Demolition for 508 Orchard. President Council Harris asked the hearing be scheduled for 7:00 PM on December 17 th. Mrs. Mulvena read the storm water tip dealing with disposal of medicine and not putting it into our water system. She also asked for authorization to get quotes to replace the library carpets. advised to receive comments from the public. Richard Ashby asked that the carpets be replaced. Councilwoman L. Johnson suggested using hardwood flooring. Isaac Dotson commented hardwood can be noisy. Donna Samuel said area rugs are a tripping hazard. Councilwoman L. Johnson motioned to authorize the engineer to investigate quotes for types of flooring, seconded by Vice President Wright. Councilor Jones Johnson said carpets are filthy and asked for input from Public Works and commented on how carpets can contribute to asthma which African Americans are subject to. Motion approved 7 0. Councilwoman L. Johnson motioned to authorize advertising for bids if quotes are over $19,400 by Councilwoman L. Johnson, seconded by Councilor Dr. McCabe. Motion approved 7 0 8) PRESIDENT S REPORT President Council Harris announced the Mayor is out of the country on vacation. Also she met with Linn Architects to get options for better use of Borough Hall. She spoke about the budget meetings, YMCA meetings, and the upcoming newly elected officials boot camp. She asked Richard Ashby for comments who spoke about Literacy Nation and said the Read A Thon donated $300 to the Stars, $500 to Friends of the Library, and $70 to the Scouts. 6) TAX COLLECTOR S REPORT Laverne Johnson read the report and said 88% of residents paid and 480 reminders were mailed. Councilor Jones Johnson said 88% is alarming and less than 90% causes concern. Councilor Jones Johnson questioned jumping around on the agenda as she questions waiting until December for Community Development Block Grant hearing and why does the engineer 3 November 19, 2015 Borough Legislative Meeting

give suggestions for projects as the council has not approved the Gateway Project. President Council Harris said the county has indicated it is interested in the Gateway Project. 7) MAYOR S REPORT No report 9) ADMINISTRATIVE REPORT Mr. Healy said council s packet has information outlining actions for council to consider 9.1) Motion to suspend parking meter fees for the holiday season. Councilor Dr. McCabe motioned to suspend parking meter fees for the holiday season to begin November 22, 2015 and end January 3, 2016, seconded by Councilwoman L. Johnson. Motion approved 7 0. 9.2) Motion to lease 2015 Ford C Max Plug In hybrid at the Costar price of $228 Councilor Jones Johnson motioned to lease 2015 Ford C Max Plug in Hybrid at the Costar price of $228 from Springfield Ford, seconded by Councilor C. Johnson. Motion approved 7 0. 9.3) MOTION TO AUTHORIZE THE SOLICITOR TO AMEND AND ADVERTIZE AN ORDINACE RAISING THE COMPENSATION OF COUNCIL MEMBERS NOT TO EXCEED $3,250.00 PER YEAR AND FOR THE MAYOR NOT TO EXCEED $7,500.00 PER YEAR AS SET BY THE PENNSYLVANIA BOROUGH CODE FOR BOROUGHS WITH A POPULATION OF OVER 10,000 BUT LESS THAN 15,000 4 November 19, 2015 Borough Legislative Meeting

Councilor C. Johnson motioned to authorize the solicitor to amend and advertise an ordinance raising the compensation of council members not to exceed $3,250.00 per year and for the Mayor not to exceed $7,500.00 per year, as set by the Pennsylvania Borough Code for Borough with a population of over 10,000 but less than 15,000, seconded by Councilwoman L. Johnson. Motion approved 7 0 9.4) MOTION TO AUTHORIZE A TRAFFIC STUDY TO DETERMINE THE NEED FOR ADDITIONAL STOP SIGNS ON UNION AVENUE BETWEEN FAIRVIEW AND ELDER, AT PARK AND FAIRVIEW, AND LAUREL AND MYRA Chief Molineux said he looked at the areas and there are not high accident incidents. Councilor Dr. McCabe motioned to table item 9.4, seconded by Councilwoman L. Johnson. Motion approved 7 0 9.5) MOTION TO AUTHORIZE PAYMENT FOR NEWLY ELECTED AND CURRENT ELECTED OFFICIALS TO ATTEND THE PSAB BOOT CAMP IN JANUARY 2016 AT THE ESIMATED COST OF $125 EACH. Councilwoman L. Johnson motioned to authorize payment for newly elected and current elected officials to attend the PSAB Boot Camp in January of 2016 at the estimated cost of $125 each, seconded by Councilor C. Johnson. Motion approved 7 0 9.6) MOTION TO APPROVE HANDICAPPED PARKING SPACE AT 834 MYRA AVENUE 9.7) MOTION TO APPROVE A HANDICAPPED PARKING SPACE AT 537 FERN STREET Councilwoman L. Director provided more information as part of the application had been blacked out. Mr. Healy said that the doctor s diagnosis had been blacked out for privacy concerns. Councilwoman L. Johnson motioned to table but there was no second. Councilor Dr. McCabe asked the record show no action on 9.6 and 9.7. Vice President Wright suggested that pictures of license plates be included in the applications that are submitted. 10) FINACE REPORT Mr. Possenti read the cash balance report. Councilor Jones Johnson moved to approve 9.7) motion to approve handicapped space at 537 Fern Street, seconded by Councilor Snead. Motion approved 4 3. Voting yes: Councilors C. Johnson, Jones Johnson, Dr. McCabe, Snead. Voting no: Councilors L. Johnson, Vice President Wright, President Council Harris. Mr. Possenti read the cash balance report again. 10.1) MOTION TO ACCEPT THE CASH BALANCE REPORT Vice President Wright motioned to accept the cash balance report, seconded by Councilwoman L. Johnson. Motion approved 4 3. Voting yes: Councilors L. Johnson, Dr. McCabe, Vice President Wright, President Council Harris. Voting no: Councilors C. Johnson, Jones Johnson, Snead. 10.2) MOTION TO APPROVE THE ACCOUNTS PAYABLE LIST Vice President Wright motioned to approve accounts payable list, seconded by Councilor Dr. McCabe. Johnson, Jones Johnson, Snead. 10.3) MOTION TO ADOPT THE 2016 PRELIMINARY BUDGET Councilor Dr. McCabe motioned to adopt and advertise the 2016 Preliminary Budget, seconded by Vice President Wright. Councilor Jones Johnson said she only received a copy tonight. Mr. Possenti said there was a Budget meeting on Tuesday and he put the budget together Wednesday and Thursday with no increase in taxes or fees. Councilor Jones Johnson said not all members attended Budget meetings and the Code Director s salary has not been adjusted. A narrative is needed there was discussion about times of meetings being inconvenient. Motion approved 4 3. Voting yes: Councilors L. Johnson, Dr. McCabe, Vice President Wright, President Council Harris. Voting no: Councilors L. Johnson, Jones Johnson, Snead. 10.4) MOTION TO ADOPT AND ADVERTISE THE 2016 TAX ENABLING ORDINACE Councilwoman L. Johnson motioned to advertise Tax Enabling Ordinance, seconded by Councilor Jones Johnson. Discussion ensued that there are no numbers in the motion. Councilor Jones Johnson moved to table the motion, seconded by Councilor C. Johnson. Motion approved 7 0. Mr. Gibbs asked for authorization to draft and circulate a Tax Enabling Ordinance. Vice President Wright motioned the authorization for Mr. Gibbs to draft and circulate a Tax Enabling Ordinance, seconded by Councilwoman L. Johnson. 11) SOLICITOR S REPORT Mr. Gibbs asked for a motion to obtain an expert engineer to review sewer work in the Borough not exceed $19,400. Councilwoman L. Johnson motioned to appoint Dolores Jones Butler, seconded by Councilor Dr. McCabe. Motion approved 7 0. 12.2) MOTION TO APPOINT KELLI CAVE TO THE HISTORICAL COMMISSION Councilwoman L. President Council Harris said that there should be 5 members on the Historical Commission, one of whom should be an architect and council should have that person in December. 13) NEW BUSINESS Councilor C. Johnson asked Mr. Healy for a summary of the 2014 and 2015 Veterans and Volunteers event. Councilwoman L. Johnson spoke of the: Library s Black Saturday Extravaganza, December 12 Bazaar at Saint Michael s, Thanksgiving Dinner at Saint Michael s, Santa Shop at Saint Michael s December 4 th Borough Tree Lighting, YEDC Small Business on Saturday. 14) CITEZEN S FORUM Liana Roadcloud had two issues. There are abandoned cars on Borough streets. Chief Molineux explained the procedure for removing cars lacking valid inspection or registration. Also there was a loud party with music, drinking, and double parked cars that went on until 4 AM. She questioned why police did not take care of the problem. Chief Molineux advised residents should call 911 if there are any issues for the police to address. 9 November 19, 2015 Borough Legislative Meeting
