MINUTES OF BOARD OF EDUCATION SCHOOL DISTRICT OF ARCADIA REGULAR BOARD MEETING DECEMBER 17, 2018 A regular meeting of the Board of Education of the School District of Arcadia was held in the high school room 219 in the City of Arcadia, County of Trempealeau, Wisconsin, on Monday, December 17, 2018. The meeting was called to order at 5:30 p.m. by Board President Paul Servais. Board members present were Paul Servais, Loren Wolfe, Rob Hurlburt, Brian Steinlicht, Randy Nilsestuen, Rodney Walters and Dana Conrad. Also present were Lance Bagstad, Paul Halverson, Michele Butler, Alan Herman, Dana Hoesley, Julie Hurlburt, Danielle Wais, Hanna Koss, Sidney Schaffner, Alyssa Back, Michelle Chavez, JoAnne Wier, and Zach Bellman. Motion was made by Loren Wolfe and seconded Randy Nilsestuen to approve the agenda. Motion carried 7-0. President Paul Servais led the Pledge of Allegiance. Motion was made by Brian Steinlicht and seconded by Rodney Walters to approve the minutes of the November 19, 2018 regular meeting (open and closed sessions). Motion carried 7-0. There were no citizen comments. The board continued discussion from the last regular meeting issues on school safety regarding backpack policy, weapon policy, cell phones and locker rooms. The board also discussed juuling issues within the schools and asked the three student representatives present their perspectives on the issue. The student representatives all agreed that there are students that are juuling in school but it s not a large number. John Krett arrived at 6:45 p.m. Hanna Koss, Danielle Wais, Sidney Schaffner, Michelle Chavez, and Alyssa Back left at 6:01 p.m. A motion was made by Rodney Walters and seconded by Loren Wolfe to approve the School Safety plan as presented. Motion carried 7-0. A motion was made by Randy Nilsestuen and seconded by Dana Conrad to approve the Safety Drill summaries as presented. Motion carried 7-0. A motion was made by Dana Conrad and seconded by Randy Nilsestuen to approve the high school course requests for the 2019-20 school year as presented. Motion carried 7-0. A motion was made by Brian Steinlicht and seconded by Rob Hurlburt to approve the high school course catalog for the 2019-20 school year. Motion carried 7-0. A motion was made by Loren Wolfe and seconded by Randy Nilsestuen to postpone the consideration of the Arcadia Public Library Lease agreement until it is made available to us. Motion carried 7-0. A motion was made by Paul Servais and seconded by Rodney Walters to approve the first reading of NEOLA policy: 8800-Religious and Patriotic Ceremonies and Observances. Motion carried 7-0. Superintendent Lance Bagstad and the board discussed the transportation policy. They agreed to schedule a public meeting on the issues of the hazardous area, the walking area and the possible implementation of a walking bus. Lance Bagstad updated the board on the Trempealeau Valley Co-op 2.0. A joint board meeting will be scheduled in January.

Regular Board Meeting Minutes Lance Bagstad updated the board on the Wanek Center. At this time the project is ahead of schedule. The big package 2 came in under budget allowing us to include proposed alternative packages in the project. Walls should begin going up the first week of January. There will be a special meeting on Wednesday, December 19 th at 5:00 p.m. for consideration to approve the Wanek Center Donation Funding Agreement. Lance Bagstad gave an update on the 2019-20 calendar. He hopes to have it finalized and ready for approval at the January meeting. A motion was made by Rodney Walters and seconded by Loren Wolfe to approve and file the treasurer s report and payment of vouchers totaling $1,383,359.04, including computer check numbers 69504-69694. MINUTES OF BOARD OF EDUCATION SCHOOL DISTRICT OF ARCADIA SPECIAL BOARD MEETING WEDNESDAY, JANUARY 9, 2019 A special meeting of the Board of Education of the School District of Arcadia was held in the high school room 219 in the City of Arcadia, County of Trempealeau, Wisconsin, on Wednesday, January 9, 2019. The meeting was called to order at 6:00 p.m. by Board President Paul Servais. Board members present were Loren Wolfe, Paul Servais, Randy Nilsestuen, Rodney Walters and Dana Conrad. Also present were Lance Bagstad, Jackie Schira, Bruce Schweisthal and Diana Tempski Motion was made by Randy Nilsestuen to approve the agenda with a change in order to move department reports to the beginning, the motion was seconded Loren Wolfe to approve the agenda as proposed. Motion carried 5-0. President Paul Servais announced the verification and compliance with the open meeting law. Closed session was announced for discussion of issues exempt under Wisconsin Statute 19.85(1)(c): A) Discussion of Administrative Contracts. There were no citizens comments Department Reports for Special Education was Presented by Jackie Schira covering topics: - Caseload Report: Matrix value to represent weighting values to show true work load - Math and ELA Assessment Participation - Inclusion - Special Ed Funding Department Reports for Athletics was Presented by Schweisthal covering topics: - Participation - Coaching Staff Emphasis - Player Development - Multi-Sport Athlete - Major Concerns - Teaching Staff coaches and benefits - Facilities - Wanek Center The board discussed the Trempealeau Valley Cooperative with a review of topics from the January 7 committee meeting. Topics included - PLC - Mission Vision and buy in from all districts The board discussed 2019 WASB Resolutions with general agreement that aligned with the direction of WASB Policy and Resolutions committee, with board focus on topics of:

- Poverty, Mental Health, Special Ed - full funding for 4k - English as a 2nd language A motion was made by Randy Nilsestuen and seconded by Rodney Walters to move into closed session at 7:45 p.m. Roll call vote: Rodney Walters-yes, Paul Servais-yes, Loren Wolfe yes, Dana Conrad-yes, Randy Nilsestuen-yes.
