C., Tuesday, March 31, 1970 Time: 7:OO p.m. Minutes of a regular meeting of the Council held in the Council Chamber on Tuesday, March 31st, at 7:OO p.m. All the members were present except.aldermen Wallace and Fomich. A. ADOPTION OF MINUTES 1. Alderman Johnston pointed out that Resolution No. 260 dealing with the Finance Committee minutes was incorrect as the motion had been moved by Alderman Johnston and not Alderman Wallace as noted. then That Resolution No. E.357 be reconsidered as the Parks and Recreation Commission is now setting policy in connection with grants to various organizations. RES.NO.E364 This motion was lost then That Resolution No. E.360 also be reconsidered under the policy of Parks and Recreation Commission being given the authority to deal with grants. RES.NO. i 44 RES.NO.E366 then That the minutes of the meeting of March 23rd be adopted as corrected RES.NO.E367 2. That Resolution No. E 73 be amended to change March 2nd to March 4th. B. DELEGATIONS 1. Mr. Banta was to have been present regarding the expropriation of a right-of-way on his property covered by By-law No. 3121, but as he did not appear the by-law was dealt with later in the meeting. 2. Delegations of last week were then dealt with as follows: RES.NO.E368 RES.NO.E369 (a) In the matter of the renovation of the R.C.M.P. building it was Seconded by Alderman Dunster That the proposed changes in the R.C.M.P. building be referred to the Chairman and Vice-chairman of Planning and the Planner to investigate means of making adequate changes at costs less than submitted by the Architect. then Moved by Alderman McKitka That the Executive Assistant be requested to draft a resolution that the Provincial Government re-imburse the Municipality with the revenue lost due to the elimination of traffic fines.

45 (b) Mr. Kedra had been present last week concerning the proposed subdivision of his property into two parcels. RES.NO.E370 Alderman Dunster reported that Mr. Kedra had been notified by the Planning Department on September 25th, 1967 and again on September 10, 1968 that subdivision approval would be subject to the building being removed from the property line or being demolished. Moved by Alderman Dunster That Mr. Kedra be further advised that Council is not willing to revise its stand that the building must be moved to accommodate subdivision. (c) Mr. A.Johnson had presented a submission at the last meeting requesting tax relief on the Air Cadet Hall. Taxes on this building amount to almost $ 900.00 and they had received a grant from the Municipality in 1969 for $ 225.00. Alderman Patterson reported that fifty-six cadets use this Hall and this worthwhile endeavour warrants Council support. That Council approve of a grant in an amount sufficient to cover the balance of 1969 taxes owing on the Air Cadet: Hall. w KES.NO.E371 RES.NO.E372 This motion was lost then Seconded by Alderman Johnston That the Air Cadet Hall be treated the same as other Halls and that they be advised by the Clerk of Council Policy that they may receive a grant in lieu of taxes in 1970 if they qualify and comply in the same way as other Halls.

46 (d) Mr. Ivan Jones had requested that Council rescind an order under Section 873 and allow a building permit to be issued on a house at 11429-125A Street. Moved by Alderman Johnston That the action of Council under Section 873 be upheld. RES.NO.E373 Unanimously C. REPORTS OF COMMITTEES 1. FINANCE COMMITTEE RES.NO.E374 That the minutes of the meeting of March 25th be received. RES.NO.E375 Moved by Alderman McKitka That the recommendations of the Finance Committee of March 25th be tabled until the balance of the 1970 Budget has been dealt with. I RES.NO.E376 The following motions had been tabled from the minutes of the Finance Committee of March 16th pending further report on the Budget. Moved by Alderman Kuhn That the recommendations of these minutes be adopted. Amendment Moved by Alderman Johnston Seconded by Alderman Ross That the grant to the WhalPey Junior Band of $ 700.00 be not approved. That this request for a grant be referred to the Parks and Recreation Commission.

Moved by Alderman Kuhn That a deadline be set for receiving requests for grants and that these be dealt with in the future at the Council meeting during the last week in the month of February commencing 1971. RES.NO.E378 A motion March 31st was lost. Moved 'by Alderman Jones Seconded by Alderman McKitka To amend the date t o - RES.NO.E379 RES.NO.E380. (d) Seconded by Alderman Dunster That the minutes of the meeting of March 20th be received. (e) That the recommendations of the minutes of March 20th be tabled until all of the Budget has been considered. RES.NO.E381 RES.NO.E382 (f) That the minutes of March 23rd be received. RES.NO.E383 Moved by Alderman Dunster That the above motion be lifted from the table. Carrieil then Moved by Alderman Dunster Seconded by Alderman Ross That all recommendations, except No. 14, be adopted. RES.NO.E384 This motion was lost RES.NO.E385 The above motion was then put and with Aldermen Dunster and Ross against 3. FAMILY DIVISION COMMITTEE RES.NO.E386 That the minutes of the meeting of the Family Division Committee of March 11th be received. 4. PUBLIC RELATIONS COMMITTEE RES.NO.E387 (a) Moved by Alderman Johnston Seconded by Alderman Ross That the minutes of the meeting of the Public Relations Committee held on March 19th be received. (b) The recommendations of these minutes were then considered.

49 Alderman Kuhn questioned the value of the Public Relations Committee dealing with such matters as the boycott of California grapes. RES.NO.E388 That the second paragraph of the minutes recommending Council's support in boycotting the table grapes from California be deleted. RES.NO.E389 then Moved'by Alderman Ross Seconded by Alderman Johnston That the balance of the recommendations be adopted. D. REPORTS OF REPRESENTATIVES ON VARIOUS BOARDS 1. SURREY ADVISORY PLANNING COMMISSION RES.NO.E390 (a) Seconded by Alderman Dunster That the minutes of the meeting of March 17th be received. RES.NO.ES91 (b) Moved by Alderman Johnston Seconded by Alderman Ross That the recommendations in these minutes be adopted. then Seconded by Alderman Ross That Council approve in principle that mink farms which are no longer in use, and spot zoned, be zoned back to the original zone, and that this suggestion be referred to the Planner. Alderman Johnston stated that Council has no right to hold up a permit as the Board of Variance is not responsible to Council and therefore it is illegal to delay the proceedings. U 3. The Mayor reported that April 19th to 25th has been designated as Air Cadet League Week and a request had been received from the local squadron for permission to hold a tag day. Moved by Alderman McKitka That approval be granted for the tag day as requested. 2. The Mayor stated that he had received a letter from the Minister of Municipal Affairs giving notice of the Annual Conference of the Municipal Officers Association to be held at Kamloops on May 21st and 22nd and of a two day seminar for Municipal

52 Officers on May 19th and 20th at the Banff Centre for Continuing Education. That this letter be referred to the Manager for a recommendation as to the Officers who may be permitted to attend. I RES NO. E403 RES.NO.E404 3. The Mayor presented a letter from the White Rock Branch of the Canadian Mental Health Association setting out plans for a drive for membership during the month of May. They requested Council approval to include some house to house canvassing in adjacent parts of Surrey, particularly Cloverdale. Moved by Alderman Dainard That Council give approval for the canvassas proposed. 4. The Mayor stated that he was unable to accept an invitation to attend the opening of the Sunnyside Saddle Club season on April 12th and asked Alderman Jones to represent Council on this occasion. U RES.NO.E405 5. The Mayor presented a report concerning a clean-up and anti-litter drive for the Municipality, including seven recommendations. Moved by Alderman McKitka That Council approve of all the recommendations. F. MANAGER'S REPORT 1. Following motion re change order for electrical work on Justice Building had been tabled: Moved by Alderman Dunster Seconded by Alderman Fomich That the change order for the electrical connection to the Justice Building be approved.

A report was received from the Executive Assistant in connection with the application of the White Rock- Hilltop Taxi Ltd. to increase fares. He stated that the rate increase sought by'the applicant appears to be substantial and will, if granted in total, prove an added burden on the people who are forced to use the service. Objections to the application must be filed with the Motor Carrier Branch of the Public Utilities Commission by April 3rd. That the report be received. RES.NO.E409 then Seconded by Alderman Ross That the objections outlined be brought to the attention of the Public Utilities Commission for their information. G. BY-LAWS 1. Alderman McKitka reported that damaged sections of culvert tile had been deposited at the dump on No. 10 Highway and asked for an explanation from the Manager. The Mayor stated that he had received a reply from the Minister of Highways in reply to his letter regarding the request of the White Rock and District Chamber of Commerce for a change in the sign at the White Rock exit on Highway 499. The Chamber of Commerce had asked for deletion of the notation as to the accessibility of food and lodging. The Mayor stated that he had advised the Minister that he was not opposed to advertising of White Rock facilities but was opposed to the deletion of advertising for Surrey businesses.
