Moment of Silence for our dear friend and co-worker Steve Poynter Prayer/Pledge of Allegiance ROLL CALL: Present: John Morrow,John Cianni,Tony Cataldo, Randy Allmon Diane Dinch and Rosie Gibson APPROVAL OF MINUTES Motion made by Mrs. Dinch, seconded by Mr. Morrow, to approve the Regular Council Meeting Minutes for 5/3/2016. All vote yes. Motion passed. PUBLIC SPEAKING Robert Mullen Commerce Street: Donations of Garbage Can, two brooms and two dust pans to clean up after parades. Mr. Mullen spoke with the police department and suggested to have kids to be in front of the police cruisers to clean up on the street. Mayor Murray and Council members thank him for the donations. Bobby Boggess Eighth Street: Mrs. Boggess asked the Council for approval to put a plaque up in honor of Mr. Nunzio Lombardozzi on a fountain on Broadway Avenue. Mrs. Dinch motioned to give permission for the Wellsville Moving Forward Committee to put the Plaque up, Mr. Allmon seconded.

Page 2 of 9 Village of Wellsville Regular Council Meeting Mr. Diddle - Tri-County Ambulance, East Liverpool: He would like to thank the Wellsville Community has given him to chance to serve them for the past 43 years. Upon his retirement, he introduced Steubenville Ambulance Service, Inc. that has acquisition of Tri-County Ambulance currently. Karen from Steubenville Ambulance Service gave a brief explanation of how the company operate and their goal is to be committed to the community, provide best services and to provide and maintain local jobs for the public. Cathy Gagin - Energy Partners Of Ohio: Mrs. Gagin provided the summary of the audit of retrofitting lights for the Village. The project should cost around $39970.00to completely retrofit the lights into LED. She would like the Council and Mayor to review the report and decide if the Village is going forward with the project. Dawn Johnson -Broadway Ave.: Mrs. Johnson thank all the helpers with the Arbor Day. Mayor Murray added she has heard from the community that it turned out very nice. Mike Varish - Tenth Street: Mr. Varish wonder why the public speaking section is at the beginning of the Council Meeting instead of towards the end. He suggested to have the session towards the end so community members would have a chance to ask questions after they have heard all the reports and issues that are ongoing with the Village. Mayor Murray and Mr. Allmon suggested Robert's Rule was the origin for the public speaking session. Mrs. Dinch would find out if the public speaking section is by Ordinance or by Ohio Revised Code and contact Mr. Varish as soon as possible. Mr. Varish also asked when the Village is going to compensate Chief Wilson. Mayor Murray and Hoi Wah Black explained that the Village's finance is still under reconciliation process and fund balance adjustment with the Ohio State Auditors. It has been a lengthy process due to the amount of line items need adjusted. Mr. Varish seems satisfied with the response. ADMINISTRATIVE REPORTS POLICE Chief Ed Wilson FIRE Fire Department

Page 3 of 9 Village of Wellsville Regular Council Meeting Mr. Barry Podwell have met with Marathon representatives to discuss natural disaster evacuation plan and also alarm issues. Mr. Podwell stated that Marathon Petroleum Plant's alarm was set off accidentally and went on for a few hours during one night recently, residents contacted the Fire Department due to that issue. However, the Fire Department had difficulties contacting Marathon Plant. VILLAGE ADMINISTRATOR Paul Anthony -Village Administrator Mr. Anthony stated that he has contacted the owner of 415 Johnson Place to clean up the property. However, there's no progress made, they have dumpsters on the property but have not started to clean up. He has also received complains on property located on 19th and Nevada Street, the issues were addressed to the property owner. The property on Route 45 has been cleaned up after property owner has been contacted by the Village's Administrator. There are five areas with sewage issues going on that the Village are receiving bids on. On 4th and Maple, storm sewer drain has been cleaned out. On 18th Street, Mr. Greg Stewart from Suez Water would check on the sewage plant with the contractors. Aten Ave has runoff issues, the Village has received 4 different bids and they will be reviewed by Dallis Dawson to determine which is more suitable. Mr. Anthony would like to initiate a safety program for the Village's employee, that would save 3% from the Village's Workman's Comp premium. On May 19th, sewage department will send out 139 letters to residents who are 30 days or more delinquent on their sewage payment. On June 6th, if these residents do not respond, they will receive a shut off tag. on June 13th, the Village is going to issue 24 hour shut off notice. ZONING Zoning Officer SEWER ANIMAL CONTROL Animal Control Officer Nothing at this time

Page 4 of 9 MAYOR S REPORT Mayor Murray would like to appoint Mr. Barry Podwell as the interim Fire Chief. Mrs. Dinch motioned to accept Mayor Murray's appointment, Mr. Morrow seconded. Mayor Murray stated that this will be in effect most of June and part of July. There will be a crime watch meeting at the Shoub Tower on Thursday, May 19th at 6:00p.m. to meet all the newly hired police officers. Mayor has received $200.00 donation from Ministerial Association for 18th Street playground. Representative from DW Dickey has met with Mayor Murray and recommended materials to seal the fountains on Broadway Ave. The project should start the upcoming week. There will be a community picnic at the Fire Department on May 24th from 5p.m. to 7p.m. sponsored by Advance Power. Advance Power would like to take this opportunity to introduce the company to the community. There is a few leak spots on the roof at the Chapel at the cemetery. Mrs. Dinch suggested to check with the Insurance company with the possibility getting the roof replaced with low cost. Mayor Murray stated that the contractor who put the roof on the Chapel a few years ago is going to check and fix the leaks. COMMITTEE REPORTS Finance Committee Chairperson Tony Cataldo Motion made by Mr. Cataldo, seconded by Mrs. Dinch, to approve invoices totaling $3026.02.

Mr. Cianni questioned if it's legal to have a liquor license within 25 feet of the school. Mr. Cataldo stated that there is a chance that can be appealed.
