Page 2 of 3 SECTION I - PURPOSE AND APPLICATION 1.1 This Directive (Staff Rule 6.17, "Global Mobility Support for Temporary Assignments") sets forth the provisions governing the benefits provided by the Bank Group to extend reasonable assistance to staff members on Temporary Assignments on or after June 14, 2016. This Rule was most recently amended on June 14, 2016. 1.2 This Rule applies to the World Bank Group. SECTION II - DEFINITIONS 2.01 Capitalized terms in this Rule have the meaning ascribed to them in Staff Rule 1.01, "General Provisions." SECTION III - SCOPE 3. Eligibility 3.1 Staff holding the following appointments are eligible to be posted on a Temporary Assignment: Regular, Open-Ended, Term, Local Staff Regular, Executive Director's Advisor, appointments at grades GF and above (and grade GE with approval of the staff member's Vice President). 3.2 Staff posted on Temporary Assignments will be eligible for benefits under this Rule as follows: a. Staff who are not citizens (or in the U.S., Lawful Permanent Residents) of the Host Duty Station country are eligible for all Mobility Support specified in this Rule and in the Procedure, "Global Mobility Support for Temporary Assignments," except as provided in paragraph 3.02 (c), of this Rule. b. Staff members who are citizens (or, in the U.S., Permanent Residents) of the Duty Station country are ineligible for Mobility Support, unless, for cases of staff members in Duty Stations other than DC and New York, the staff member's Vice President, or designee, determines otherwise. Such staff are eligible for a cash allowance of up to USD $10,000 to assist with costs associated with relocation to the Duty Station in lieu of Relocation and Transportation Benefits. Under no circumstances are U.S. citizen or Lawful Permanent Resident staff members eligible for Mobility Premium. c. Staff who have resided in the Host Duty Station Area for 12 months or more immediately preceding acceptance of (a) appointment; (b) reappointment following a break in service; or (c) appointment following service under a Short Term Consultant or Short Term Temporary or Extended Term Consultant or Extended Term Temporary Appointment are not eligible for Relocation and Transportation Benefits. Such staff are otherwise eligible for Ongoing Support, Locality Considerations, and Expatriate Support. d. Staff who change their assignments from a Short Term Assignment to a Temporary Assignment are eligible for Relocation and Transportation Benefits excluding amounts due or received for relocation and are eligible for Ongoing Support, Locality Considerations, and Expatriate Support. e. Staff who obtain citizenship of their Host Duty Station during their Temporary Assignment cease being eligible for Expatriate Support upon the effective date of naturalization. General Limitations 3.3 If staff members married to each other, or who are domestic partners of each other, are both assigned to the same duty station, only one staff member will be eligible for benefits under this Rule. The Bank Group will provide these benefits to whomever of the two the staff members elect. Such election will
Page 3 of 3 be irrevocable for the duration of the assignment. 3.4 The Bank Group will not pay benefits under this Rule to the extent such benefits would duplicate benefits provided by the staff member's previous employer, or the employer of the staff member's spouse or domestic partner or by any other Bank Group benefits program. SECTION IV - EXCEPTION SECTION V - WAIVER Unless otherwise provided in the Policy, "Global Mobility Support Framework," the Issuers may grant waivers to this Rule with respect to their staff, with advice from the World Bank Group Human Resources Vice President.
