CONSTITUTION OF EASTERN REGION 4-H ALL STARS (Effective March 15, 2018) (Latest changes approved by delegation to 2018 Spring Conference) ARTICLE I NAME This organization shall be known as the Eastern Region 4-H All Stars and shall be associated with the 4-H Development programs of The University of Tennessee Extension and Tennessee State University Extension. ARTICLE II OBJECT The object of the organization shall be to encourage service through both individual and cooperative efforts. The motto of this organization shall be Service, and it shall stand ready to lend its aid to any worthy cause in the promotion of both rural and urban life. Each individual member shall be expected to make a personal application of the motto. ARTICLE III QUALIFICATION OF MEMBERS The membership of the Eastern Region 4-H All Star organization shall include the following: Section 1. Active Members: The active All Star membership will consist of those members who have been chosen from the roll of eligible 4-H Honor Club members and who have paid their dues. Section 2. Honorary Members: Power is delegated to the executive committee to grant honorary lifetime membership at the discretion of the committee. (See Article X, Section 1 for definition of Executive Committee) ARTICLE IV OFFICERS AND THEIR SELECTION The officers of this organization shall be Chief (President), Deputy Chief (Vice President), Scribe (Secretary), Regional Advisor (Treasurer), Eagle Scout (Parliamentarian), Elder Scout, At-Large Scout and four Area Scouts. The officers shall be selected annually and shall serve only one year in any one office, with the exception of the Regional Advisor, who must be a member of the Regional Extension Staff and may serve for any number of years. (See Article X, Section 1 for definition of Executive Committee)(See Constitutional Supplement for further definition of positional duties) ARTICLE V MEETING This organization shall hold semi-annual conferences. Business of the organization shall be conducted at both conferences and officers elected at the spring conference. The organization shall hold any additional sessions that the Executive Committee deems necessary and in the interest of the organization, follow approval by the Regional Advisor. (See Article X, Section 1 for definition of Executive Committee)

Page 2 of 6 ARTICLE VI AMENDMENT This constitution and by-laws may be amended at any session of a conference by twothirds majority vote of the members in attendance at the conference, provided suggested amendment shall have been approved by the Executive Committee. Due notice of the proposed amendments shall be made available to all active members at least thirty days in advance of the Regional All Star Conference, at which time a vote is to be taken on said amendments. (See Article X, Section 1 for definition of Executive Committee) ARTICLE VII SELECTION OF MEMBERS Section 1. Active Members. A. Each county shall have the privilege of recommending as many nominees for membership as meet the requirements. B. The following qualification should be considered in the selection of nominees: 1. Active 4-H Club member 2. Member may be initiated anytime during the Fall conference of his/her freshman year or any succeeding year he/she is an active 4-H member. 3. Completion to one year of active 4-H Club work immediately prior to initiation. 4. Must be a member of the Tennessee 4-H Honor Club. 5. Complete an All Star application and pass the initiation test that is administered at conference. 6. Outstanding leadership ability. 7. Commendable character. 8. Above-average project work. 9. Willingness to serve. C. When a 4-H member is initiated into the Tennessee 4-H Honor Club, he/she shall be advised of All Star membership requirements. All Tennessee 4-H Honor Club members who desire to become All Stars shall complete a report on his/her community service project along with a statement, fifty works of less, about why he/she wants to become an All Star. This report and statements shall be included in the All Star application form. All Star application forms will be reviewed by the Eastern Region All Star Council and Extension Agents. A threeforth majority of All Star Council shall be necessary to nominate any person applying for All Star membership. The agent, or agents, who work with the county 4-H program and All Stars present at the meeting, must sign the application form. All county All Stars must be notified of this meeting at least two weeks in advance. The meeting will be called and the letters will be sent by the person designated by the Chief. This may be either an Extension Agent or an active All Star in the given county. If no All Stars appear for the meeting, the full responsibility for selection of nominees will then rest with the county Extension Agents. In such a case, the agents will sign the application forms and indicate on the form that No All Stars present at meeting.

Page 3 of 6 D. Applications for membership in Eastern Region All Stars shall be submitted prior to Conference. All applications are subject to the review of All Star Council, the Regional Advisors, the four agent advisors, and any other regional personnel. Such reviewers reserve the right to reject any applications found unsuitable. Section 2. Transfer The Eastern Region All Stars Chapter will accept transfers from other Chapters in Tennessee under the following procedure: A. The Scribe of the chapter to which the member belongs shall recommend him/her to the Eastern Region All Stars Chapter. B. He/she must meet the requirements and be accepted by a three-fourths majority vote of the Eastern Region All Star Chapter C. He/she must fully agree to be obligated to the Eastern Region All Star Chapter. Section 3. Membership Restrictions A. Active members: Upon termination of 4-H membership, active membership in All Stars will automatically cease, with the exception of state officers whose membership will cease at the end of their term in office. ARTICLE VIII FUNDS Section 1. Initiation fee The Eastern Region 4-H All Star organization initiation fee will be $8.00 per member to be paid to the Regional Advisor. Of this amount, $5.00 will be paid to the State All Star Advisor before January 1 of each year for the purpose of state dues. The remainder will go into the general treasury for general operation of the Eastern Region All Stars. Section 2. Funds A. General Fund: This fund shall consist of all monies collected for initiation fees and other fund raising projects. B. Scholarship Fund: The Aubrey Scott Memorial Scholarship and the Dwight McDonald Memorial Scholarship will be paid from the General Fund when these scholarships are offered. The executive committe will determine when and if these scholarships can be offered to the general membership.

Page 4 of 6 ARTICLE IX DUTIES OF OFFICERS Section 1. The Chief shall preside at all meetings and perform such other duties as usually pertain to the office of president. Section 2. The Deputy Chief shall assist the Chief in conducting the work of the organization and in his/her absence would assume his/her duties. Section 3. The Scribe shall keep record of all meetings and shall make at least four copies of the same, one for the record of the Scribe, one for the Chief, one for the Regional Advisor s office, and one for the Scrap Book, and shall be responsible for the distribution of the same. He/she shall conduct all correspondence of the organization, and shall publish semiannual newsletters. He/she shall perform the ceremonial duties of the Scribe and other duties as assigned by the Chief. He/she may assign part of his/her duties to an assistant. Section 4. The duties of the Eagle Scout shall be to locate and present the selected members to the Chief during the Initiation ceremonies and to serve on the Ceremonial Committee. The Eagle Scout is also responsible for compiling the multi- media presentation that will be shown at State 4-H Roundup. Section 5. The duties of the Elder Scout shall be to provide help to and preside over area scouts, serve as a contact for county agents and area scouts, take photos at events to be used in slide shows and promotional materials and to assist with all All Star activities as needed. Section 6. The duties of the At-Large Scout shall be similar to that of the Elder Scout in as to provide help to and preside over area scouts, serve as a contact for county agents and area scouts, take photos at events to be used in slide shows and promotional materials and to assist with all All Star activities as needed. At-Large Scouts are not eligible to run for state All Star office. Section 7. There shall be four area scouts, one from each sub region, that are responsible for assisting with sub regional activities for the region they represent. They also will serve on the All Star Council and assist with all All Star activities as needed or as determined by the Regional Chief. Section 8. It shall be the duty of the Regional All Star Advisor to receive and disburse all funds of the organization. He/she shall make a written report to be posted at each spring meeting, giving receipts and disbursements. These funds shall be kept separate and in no manner concerned with the State Advisor s funds. (See Constitutional Supplement for further definition of positional duties)

Page 6 of 6 ARTICLE X COMMITTEES Section 1. The Executive Committee shall be composed of Eastern Region All Star Council members, the Regional Advisor, and the four 4-H Agents who serve as agent advisors. Section 2. It shall be the duty of this committee (1) to conduct the executive business of the chapter, (2) to consider amendments to the Constitution and By-Laws proposed by the Future Plans Committee and to make recommendations concerning them to the Chapter, (3) to investigate and conduct all cases of recall, (4) to review recommendations for membership (5) to hold business meetings of the Executive Committee as needed to transact any business that should be acted upon at that time, these meetings to be called by the Chief. ARTICLE XI ELECTION OF OFFICERS Section 1. Officers shall be elected at a session of the annual Spring Conference, and shall be, with the exception of area scouts, elected before the induction of new members at conference. Section 2. Nominees for all offices shall not have passed the 11 th grade as of January 1 of the current year. Section 3. Assumption of Office: Officers shall take office at the conclusion of Spring Conference. Section 4. One scout representing each sub region shall be elected. This election will take place on the Sunday morning after the general officer election. This will allow for members to run who were not elected in the general officer election. If there are no eligible candidates from that sub region present, then an additional at-large scout will be elected from the entire region. Section 5. Eligibility for State Office: The top five officers (Chief, Deputy Chief, Scribe, Eagle Scout, and Elder Scout elected at the Spring Conference in the same calendar year as Roundup (i.e.those elected to council in spring of 2009 are eligible to run for State All Star Office at Roundup 2009) can run for State All Star Office at the current State Roundup. Section 6. Selection of Elder and At-Large Scouts: Both of these positions will be selected by the Eastern Region All Star Advisors based on an interview conducted at the conference. Candidates wishing to run for this office will need to complete an officer application and have it turned in by the officer application deadline. Candidates will be asked after the completion of the campfire on Saturday night if they still wish to be considered. Interviews will be set-up with decisions made prior to Area Scout elections on Sunday Morning. Section 7A. Resignation or Recall of a Council members other than Area Scouts: In the event of an officer resignation or recall of any council members other than Area Scouts, the order of succession, with the exception of Scribe, will be At-Large to Elder, Elder to Eagle Scout, Eagle Scout to Deputy Chief, Deputy Chief to Chief. An application will be

ARTICLE XII RECALL Page 6 of 6 opened to fill the At-Large position with final selection being made by the Executive Committee. The moving into another position as described above will not disqualify one from running next term for that office. Section 7B. Area Scout Resignation or Recall: In the event an Area Scout resigns or is recalled, an application opened for a new Area Scout from that area. Final selection will be made by the Executive Committee with preference given to the second place in that Area Scout election If a second place existed. The moving into another position as described above will not disqualify one from running next term for that office. The chapter shall have the right to expel from membership anyone it deems unworthy. Charges brought against a member must be referred to the Executive Committee for investigation and said committee must give the accused the opportunity to defend himself/herself. A vote shall be taken by the Chapter following the report of the Executive Committee. A three-fourth vote is required for the expulsion of a member. (See Article X, Section 1 for definition of Executive Committee) ARTICLE XIII QUORUM One half of the active All Stars registered for a semi-annual conference shall constitute a quorum at any session of the conference. ARTICLE XIV RULES OF ORDER Robert s Rule of Order will be followed in conducting all business of the organization, except in cases where other rules of procedure are specifically designated by this Constitution and its By-Laws.
