SUDAN Humanitarian Situation Report HIGHLIGHTS The multiple crises in Sudan show no sign of abating, with children continuing to bear the brunt of one of the worst children s emergencies in the world today. 3.24 million children in Sudan are targeted for humanitarian assistance by the Strategic Response Plan. The recent outbreak of measles reported by UNICEF, WHO and the Ministry of Health is of great concern. So far 710 cases have been confirmed in twelve states countrywide. UNICEF is supporting MoH with existing stocks and is urgently exploring ways to procure and fund needed vaccines to respond to this crisis. As of February, 152 unaccompanied and separated children have been reunited with their families in North Darfur, this constitutes 96 per cent of all cases identified in the state. UNICEF efforts have enabled 26,161 displaced and conflict-affected grade 8 students to sit their exams in East, West, Central and North Darfur states as well as in White Nile State. To prevent the transmission of vector-borne diseases (such as malaria and dengue fever) in conflict affected communities, a mass distribution of 438,267 long-lasting insecticide-treated nets has been conducted in North Darfur. 7,785 children have been treated for severe acute malnutrition through 818 treatment centres. Humanitarian Needs The humanitarian situation has further deteriorated as multiple conflicts continue between government forces and armed movements in the Darfur and Kordofan States coupled with inter-tribal clashes, resulting in new civilian displacements. Since the start of, 32,490 newly displaced people have been registered by aid organisations in North and Central Darfur. Children, who represent 60% of this displaced population, are the most at risk. There are 2.5 million displaced people in Darfur, out of a total of 3.1 million in Sudan countrywide. Pendulum movements of the population are still occuring in South Kordofan and Blue Nile states, with refugees from South Sudan fleeing to Sudan, and Sudanese seeking refuge in South Sudan. There is growing concern over the recent measles outbreak. UNICEF, WHO and the Ministry of Health are responding using available stocks in country, however, ways to procure more vaccines are urgently being explored. Humanitarian Leadership and Coordination UNICEF is coordinating with line ministries, national and international NGOs as the lead in Education, Nutrition and WASH sectors and, within the Protection sector, the Child Protection sub-sector at federal and state levels. UNICEF remains the sole provider of vaccinations against measles, tuberculosis, tetanus and polio in the Health sector and of ready to use therapeutic food in the Nutrition sector. UNICEF continues to collaborate with other humanitarian stakeholders by participating in, and contributing to, inter-agency assessments. As per its mandate, the response for the South Sudanese refugees is coordinated by UNHCR. UNICEF is providing technical support for the coordination of the Education, Nutrition and WASH activities for the South Sudanese refugees. Humanitarian Strategy The Strategic Response Plan (SRP) is still under discussion with the Government of Sudan. Out of the 1.03 billion (USD) requested by the SRP to address the humanitarian needs for, only 2% has been funded. While conflicts continue unabated, contingency planning exercises are being adapted to address the evolving situation. UNICEF remains an advocate for broader humanitarian access to locations where the humanitarian community has not been able to assess and respond to the needs of the population. The total number of unaccompanied and separated children reunified with their families in North Darfur as of February is 152 children (which constitutes 96 per cent of all cases identified in North Darfur as a result of the ongoing conflict). 7,626 conflict affected children and adolescents (of which 3,966 are boys and 3,660 are girls) were newly enrolled in child friendly spaces in South Kordofan and benefited from integrated psycho-social support through play, drama and recreational activities. The rise in unexploded ordinance (UXO) incidents in areas of displacement, particularly in South Kordofan and North Darfur, has underscored the needs to strengthen mine risk education (MRE) efforts. This month, 8,217 children (of which 3,895 are boys and 4,322 are girls) participated in UNICEF supported mine and UXO risk education in South Kordofan. Education Over the past month, UNICEF has provided support that is enabling 26,161 displaced and conflict-affected grade 8 students (11,292 of which are girls) to sit their exams in East, West, Central and North Darfur states as well as White Nile State in early March. Many of these students have been affected by the recent conflict in the North, South and Central Darfur states that has seen at least 12,390 school-aged children displaced. UNICEF and partners have transported exam materials and teachers to examination centres benefiting 22,025 students in East and West Darfur and have provided textbooks and essential learning supplies for 490 students in Tawilla and Um Buru in North Darfur. UNICEF and partners have also provided WASH facilities for 3,317 students as well as 20 temporary exam rooms for 1,000 students displaced from Jabel Marra to Nertiti in Central Darfur and supplies and temporary exam centres for up to 329 South Sudanese refugee students in White Nile State. As a result of these interventions grade 8 students, affected by the emergency, have materials and a safe place to sit their exams. Without this support, students would not be able to graduate from basic education, thus missing out on an entire school year and potentially increasing their vulnerability to protection risks such as child labour, violence, exploitation and recruitment into armed groups and armed forces. Health In North Darfur UNICEF and partners have provided vulnerable people, especially women and children, with access to essential medicines through primary health care (PHC) kits. The kits include many basic supplies needed in primary health care centres such as anti-malarial medicines, oral rehydration salts, antibiotics, pain killers, antiseptics and vitamin supplements as well as items such as scales, stethoscopes and blood pressure me- ters. Both Zamzam and Abu Shouk camps for displaced people in North Darfur were provided with a combined total of five primary healthcare kits and this month recorded 2,134 and 4,098 medical consultations respectively (1,247 of which were for children under five years old). At Draij and El Seref camps in South Darfur, UNICEF has delivered eight midwifery kits which will ensure that reproductive health services can be continuously provided to a population of 67,000 people. At Nor Al Salam and Khamsa Dagig health centres in Central Darfur, primary healthcare kits were also provided to serve returnees and surrounding host communities. Ten PHC kits were provided in the Nertiti locality in Central Darfur to cover a total population of 73,315 people, (32,992 of which are displaced people, 11,364 of which are nomads, and 28,959 of which are affected host communities). Nertiti is in the Jabel Marra area which has been affected by heavy conflict which continues to contribute to new displacements of people in Darfur. The nets have a life span of up to three years and can be washed up to 20 times. UNICEF also distributed 10,000 nets to South Sudanese refugees at six waiting points in White Nile State (1,600 nets to Alkashafa, 2,425 nets to Jurey, 3,000 nets to Alridais-1, 800 nets to Alridais-2, 800 to Alagaya-1, and 1,375 nets to Alagaya-2). Health awareness sessions were conducted in Rashad and Eliri localities in South Kordofan. The sessions consisted of 454 home visits which reached 2,577 people with messages regarding exclusive breastfeeding, disease prevention and control of common communicable diseases. 4
Nutrition In the last month, 7,785 children have been treated for severe acute malnutrition through 818 treatment centres (108 in-patient stabilisation centres, 594 fixed and 116 mobile out-patient treatment centres including 57 in Blue Nile, 29 in North Darfur and 16 in South Darfur). This is an increase of 26% compared to January 2014. In addition, around 10,000 mothers have received counselling on optimal feeding practices. Together with partners, over 26,300 children have been screened for malnutrition in February using MUAC (middle upper arm circumference) in camps in Tawilla, Um Baru and rural El Fasher localities in North Darfur, and in Gereida and Kass localities in South Darfur (34,000 from the beginning of the year). Malnutrition rates currently appear to be low (approximately 10% global and 1% severe acute malnutrition) which is expected as this is the post-harvest season. UNICEF provided a two week emergency food ration to help protect against the risk of deterioration of nutrition status and protect breastfeeding in the first days of displacement reaching total of 4,252 children in Central and North Darfur as well as in South Kordofan. The beginning of the year saw unusually cold weather for Sudan. In response over 2,830 children as well as pregnant and lactating women received blankets from UNICEF in February (12,393 since the beginning of the year). The implementation of the national CMAM (community management of acute malnutrition) scale-up plan started in February with the training of 50 master trainers who have undergone two four-day trainings from six states (all of the Dafur states as well as Khartoum). These will in turn roll out the training in their respective states. Water, Sanitation and Hygiene (WASH) In February UNICEF reached 11,296 people with improved drinking water, 12,400 with safe means of excreta disposal and 13,296 with messages on good hygiene practices. This progress reflects a successful response to new waves of internal displacements in North Darfur (including to Um Baru, Tawilla, Zamzam camp and Shangil Tobay) and continuing management of the South Sudanese refugee crisis in White Nile, South Kordofan and West Kordofan states. UNICEF s response to new displacements in North Darfur has been particularly successful with more than 5,000 people reached with a comprehensive WASH package in a matter of weeks. In Um Baru for example, UNICEF has provided 250 vulnerable displaced families with 244 hygiene kits (serving 1,464 people), 750 bars of soap (serving 1,500 people) and 60 jerry cans (serving 360 people). Moreover, 150 families in Um Baru have been reached with hygiene awareness messages (messaging was focused on hand washing with soap at critical times and proper use of latrines) through the hard work of UNICEF sponsored community-based hygiene promoters. 11,296 people were reached with improved drinking water in February. Communication for Development (C4D) UNICEF has supported the development of a national preparedness plan for the Ebola virus. As part of this effort UNICEF, in partnership with the Ministry of Health, organised a sensitisation workshop for over sixteen federal level media personnel. Topics focused on what Ebola is, the means of its transmission, prevention, what individuals and communities should do in the event of an outbreak, and the national preparedness plan. C4D forms an integral part of UNICEF s emergency response and in the eastern localities in South Kordofan (Al Abasiya, Rashad, Abu Jubaiyah, Gedir/Kalogi, Eliri, and Talodi) includes conducting in-depth interviews with front line officers in ministries and at the locality level, focus group discussions with affected people, household visits and site visits to schools and water stations. In South Darfur, UNICEF has supported the evaluation of the Darfur Community Peace Stability Fund in Kabum and Assalam localities. 5
Communication materials including 30,000 essential family practices wall calendars and 300 Safe, Secure and Healthy booklets were distributed in South Darfur; Nyala and Al Deain to UNICEF partners in Buram, Reahead al birdy and Alsalam localities as well as the Integrated Child Survival and Protection Communication Campaign for awareness creation, comprehensive knowledge and community mobilisation and engagement to the new displacement in Tawilla, North Darfur, the campaign planned to reach over 25,000 households. Media and External Communication As part of continued public advocacy on the growing children s emergency in the Darfur, Kordafan and White Nile states, UNICEF facilitated media visits to affected populations in the conflict areas. The visits were geared towards highlighting the recent increase of IDPs and, specifically in White Nile, the influx of South Sudanese refugees. It also provided an opportunity for on the ground coverage of the response by the humanitarian community including UNICEF and its partners. Photos, photo essays, stories from the field and print articles have been produced as part of the media advocacy efforts. Supply and Logistics UNICEF supplied 48,400 textbooks, 100 school in a box kits, five 10,000 litre plastic tanks, and 3,253 cartons of plumpy nut to West Darfur in response to the escalating humanitarian crisis. In North Darfur UNICEF transported supplies, including jerry cans and soap, to Shangil Tobay, as well as 200 jerry cans to Um Baru. Blanket distribution in Zamzam camp covered an additional 1,266 vulnerable people of which 881 are children under the age of five, 198 are pregnant women and 187 are lactating mothers. This follows a previous distribution of 2,000 blankets for newly displaced people in Zamzam. Three primary healthcare (PHC) kits were supplied to Zamzam camp for newly displaced people and other health supplies, including IMCI & PHC kits, were delivered to Nertiti in Central Darfur. In Blue Nile State, where there is ongoing conflict, 155 recreation kits and 400 Arabic student kits were supplied, whilst 50 recreation kits and 100 Arabic student kits were delivered to White Nile State to support the South Sudanese refugee response. 6
