ALLIANT 2 UNRESTRICTED GWAC Amendment # 8 (October 03, 2016) to Solicitation # QTA0016JCA0003 2 SUMMARY OF CHANGES This SF-30 Amendment # 8 contains new notifications of RFP changes and officially enacts changes within this document incorporating them into Solicitation # QTA0016JCA0003. SECTION L - AMENDMENTS 1. Section L.3 PROPOSAL SUBMISSION INSTRUCTIONS is amended to delete the second to the last paragraph of this section as written in SF-30 Amendment # 7 (see below), and to replace the second to the last paragraph of this section as written below. This purpose of this specific change is to allow for redacted proposal documents under conditions contained in this amendment. DELETE THE FOLLOWING PARAGRAPH FROM SF-30 AMENDMENT # 7 REDACTED PROPOSAL DOCUMENTS ARE UNACCEPTABLE: Redacted proposal submission documents to support PSC and/or LET for Relevant Experience, including Statements of Work or Performance Work Statements issued by Federal or Non-Federal Entities, and all other supporting proposal documents are not acceptable. Offerors may mark pages containing sensitive or proprietary information with an appropriate legend in the header or footer. The Offeror may submit password protected documents with the condition that the GSA GWAC PCO has access, instructions/passwords provided to enable proposal review. Be advised that the Offeror bears the risk that password protected documents will not be accepted if the Government is unable to access the information contained therein. Offerors are therefore cautioned to thoroughly test any password-protected documents for accessibility. REPLACE THE DELETED PARAGRAPH WITH THE BELOW PARAGRAPH REDACTED PROPOSAL DOCUMENTS: Redacted proposal submission documents to support PSC and/or LET for Relevant Experience, including Statements of Work, Performance Work Statements, Past Performance Assessments, and all other supporting proposal documents such as funding documents to evidence required dollar thresholds issued by Federal or Non- Federal Entities are discouraged. However, an Offeror may submit redacted documentation with the understanding that it does so at the risk of not receiving credit for the redacted submission if the Government source selection team cannot sufficiently understand and / or verify the information submitted.

Section L.4.1 Proposal Format is amended to delete the date October 7, 2016 and replace with within the first paragraph at the end of the section noted below: ++ If an Offeror wishes to supplement an already-submitted proposal package with additional information, or if an Offeror wishes to supplement an alreadycreated proposal package with additional information (because of the subsequent amended extensions) by or before the proposal due date of October 7, 2016,, the Offeror may follow either of the two options below... (No further changes in Section L.4.1) ADDITIONAL INFORMATION The Offer deadline is extended until Thursday,, 4:00 p.m. PST. Acknowledgement of this amendment on this SF-30 is not required until the time of Offeror s submission. Block 13 A, B, C, D, and E on Page 1 of the SF 30 do not apply.
