THE CORPORATION OF THE TOWNSHIP OF EMO REGULAR COUNCIL MINUTES April 5, 2016 Minutes of the Regular meeting of the Council of the Corporation of the Township of Emo held on Tuesday, April 5, 2016 at 6:00 p.m. Present: Mayor Jack Siemens; Councillors Anthony Leek, Michael Loney and Lori Ann Shortreed; CAO/Clerk-Treasurer Bridget Foster. Absent: Scott Kinnear. Declaration of Pecuniary Interest and the General Nature Thereof: None. RESOLUTIONS: 1. Shortreed - Loney: BE IT RESOLVED that we hereby approve the Regular Council Meeting agenda for Tuesday, April 5, 2016. 2. Leek - Loney: BE IT RESOLVED that the March 22, 2016 Regular Council Meeting Minutes, be adopted as circulated. 3. Shortreed - Leek: BE IT RESOLVED that we hereby accept written report from Peter McQuaker, Public Works Superintendent and Ed Bullied, Deputy Public Works Superintendent (from March 23, 2016 to April 5, 2016), as submitted. 4. Leek - Shortreed: BE IT RESOLVED that we hereby award Tender No. 2016-02, Sale of 1994 Ford Dump Truck, to Emo Sales & Service in the amount of $17,515.00, including HST. 5. Kaemingh & Sons Ltd. 7. Leek - Loney: BE IT RESOLVED that we hereby authorize the payment of bills on file in Municipal General to April 5, 2016. 8. Shortreed - Leek: BE IT RESOLVED that we hereby approve the invoices for the following Township of Emo Boards/Committees to April 5, 2016: Emo-LaVallee Community Centre Emo Recreation Council Emo Cemetery Emo Parks Emo Toy Library/Resource Centre 9. Shortreed - Loney: BE IT RESOLVED that we hereby agree to accept donation from Makkinga Contracting & Equipment Rentals, in lieu of access to water and sewer in Meadowlands of Emo subdivision. 10. Shortreed - Leek: BE IT RESOLVED that we hereby agree to remit payment to S. Burnett & Associates Ltd. in the amount of $780.06 including HST, being payment for Engineering Services to March 3, 2016. 11. Leek - Loney: BE IT RESOLVED that we hereby accept Rainy River District Social Services Administration Board s 2016 levy in the amount of $287,654.20, to be paid monthly in the amount of $23,971.18; and further to accept 2015 refund in the amount of $30,532.17.

12. Shortreed - Leek: BE IT RESOLVED that we hereby agree to send Bridget Foster to AMCTO s Municipal Freedom of Information & Protection of Privacy Act workshop and Zone 9 meeting scheduled April 25-27 in Thunder Bay. All related expenses to be paid by the Township of Emo. 13. Shortreed - Loney: BE IT RESOLVED that we hereby agree to send Bridget Foster to Emergency Management Ontario s Amethyst Sector meeting scheduled April 13, 2016 in Thunder Bay. All related expenses to be paid by the Township of Emo. 14. Leek - Loney: BE IT RESOLVED that we hereby agree to send April Simmons/Sara MCormick to Best Start Resource Centre s Positive Discipline How to Support Parents & Their Children workshop scheduled May 3, 2016 in Dryden. All related expenses to be paid by the Emo Toy Library/Resource Centre. 15. Loney Shortreed: BE IT RESOLVED that we hereby approve General Financial Statement to February 29, 2016, as submitted. 16. Leek Loney: BE IT RESOLVED that the Township of Emo hereby supports the Township of Montague and the Municipality of Bluewater to request that the Minister of Health and Long Term Care reinstate incentives for physicians to practice in rural areas of Ontario, and that the Minister return to the table with Ontario s doctors and work together through mediation-arbitration to reach a fair deal that protects the quality, patient-focused care Ontario families deserve. 17. Loney Shortreed: BE IT RESOLVED that we hereby nominate Wilma Wielinga for Township of Emo s 2016 Senior of the Year.

18. Leek Shortreed: BE IT RESOLVED that we hereby agree to go in-camera at 7:42 p.m. for the following reasons: Security of property; Personal matters regarding an identifiable individual, including employees; Proposed or pending acquisitions or disposition of real property; Labour relations and employee negotiations; Litigation or potential litigation, including matter before administrative tribunals affecting the municipality or local board; Advice subject to a solicitor-client privilege, including communications necessary for that purpose; Any matter with respect to which a council, local board or committee or other body may hold a closed meeting under any other statute; Consideration of a request under the Municipal Freedom of Information and Protection of Privacy Act. 19. Loney - Leek: BE IT RESOLVED that we hereby agree to come out of in-camera session at 7:56 p.m. 20. Shortreed - Leek: BE IT RESOLVED that we hereby appoint Donna Bohler to the Canada 150 Committee, effective April 5, 2016; and further to nominate Amy Welsh to the Cemetery/Parks Committee, effective April 5, 2016. 21. Leek - Shortreed: BE IT RESOLVED that we hereby adjourn to meet again on Monday, April 18, 2016 at 6:00 p.m. Errors or Omissions from March 22, 2016 Regular Council Meeting Minutes: None. Business arising from March 22, 2016 Regular Council Meeting Minutes: None. Add-on: 1. Request from John Makkinga to make a donation to the Township of Emo, in lieu of accessing water and sewer on property located at SW ¼ Section 32, Parts 1 to 5.

Peter McQuaker, Public Works Superintendent, attended the meeting to provide an update, as follows: Street sweeping has been completed in Emo; Snowplow attachments have been removed from all municipal equipment; Grader was repaired in Thunder Bay and transported back to Emo. The source of the problem was not what was expected; therefore, the cost to repair was substantially less than expected. Ed Bullied, Water and Sewer Operator, attended the meeting to provide an update, as follows: Sewage dumping station has been relocated to lift station at Echo Lake Estates Subdivision; Rick Hallam, Deputy Chief Building Official, has been working quite a bit in Emo on various large building currently under construction. Results of Tender 2015-02 for sale of 1994 Ford L9000 dump truck, as follows: 1. Emo Sales and Service $17,515.00, HST included; 2. Len Wilson $15,000.75, HST included; 3. M.L. Judson Trucking Ltd. $ 7,345.00, HST included; 4. T.J. Kaemingh & Sons Ltd. $ 8,983.50, HST included; 5. Ron Krulicki $ 7,500.00, HST included. Council requested the scheduling of road tour be tabled to the next regular Council meeting. Discussion was held regarding the request for a farmers market in Emo. The Township of Emo does not have municipal property that would be a suitable location for this; however, a few suggestions were made for possible locations. Council requested a letter be forwarded, indicating a few possible suggestions and invite the Committee to attend a Council meeting if they would like to further discuss this endeavour. The meeting adjourned at 8:06 p.m.
