REGULAR CITY COUNCIL MEETING CITY OF BALCH SPRINGS JUNE 12, 2017 7:00 PM MINUTES Identification of a quorum. Present: Absent: Councilmember Moon Councilmember Shelby Councilmember Rushing Councilmember Hill Mayor Gorwood Councilmember Adams (Arrived at: 7:07pm) (Place 4-Vacant) A quorum was present and Mayor Gorwood called the meeting to order at 7:00PM. Pledge to the US Flag and the Texas Flag was led by Mayor Steven Gorwood. City Secretary: June 15th - Public Meeting by STAR Transit regarding East-West Route in Balch Springs at 6pm at the Balch Springs Civic Center, 12400 Elam Road. July 1st - 4th of July Celebration at the Balch Springs Recreation Center, 4372 Shepherd Ln, 5:00pm -9:30pm. July 27th - Hickory Tree Road Extension Ribbon Cutting at 9:00am. Presentation(s): Presentation of the Scholarship awards for the 2017. Mayor Gorwood and City Council presented the following students with a scholarship for 2017: Keyara Taylor; Texas A&M University, Abigail Jeronimo; Dallas Baptist University and Elizabeth Greer; Ranger College. 1
Presentation by Texas Book Festival Grant for the Balch Springs Library. Ms. Gallion stated that the Balch Springs Library was awarded a Texas Book Festival Grant in amount of $2,500. Ms. Gallion stated that these grant funds will purchase books and audio books materials for the library. Citizen Comments. Flood and Drainage Committee - Jason Singletary Councilmember Hill moved to appoint Jason Singletary to the Flood and Drainage Committee. Mayor Pro Tem Adams seconds the motion. Consideration and action regarding approval of a resolution for an agreement of cooperation for the Community Development Block Grant (CDBG) program with Dallas County, for continuation of CDBG projects programs for the next three fiscal years in the City of Balch Springs. Consideration and action to remove Kelly Johnson from the Animal Advisory Board and appoint Vanessa Forsythe, Animal Control Officer and Councilmember Tartisha Hill to the Animal Advisory Board. Mayor Pro Tem Adams moved to remove Kelly Johnson from the Animal Advisory Board and appoint Vanessa Forsythe, Animal Control Officer and Councilmember Tartisha Hill to the Animal Advisory Board. Councilmember Shelby seconds the motion. Voting for this motion were Councilmember Moon, Councilmember Shelby, 4. Consideration and action regarding approval to purchase one (1) 2017 Toyota Tacoma SR from Sport City Toyota for $22,853.00, for the Metering Services Department. Councilmember Rushing moved to approve the purchase one (1) 2017 Toyota Tacoma SR from Sport City Toyota for $22,853.00, for the Metering Services Department. Mayor Pro Tem Adams seconds the motion. Voting for this motion were Councilmember Moon, Councilmember Shelby, Councilmember Rushing, Mayor Pro Tem Adams and Councilmember Hill. Motion NOTICE OF EXECUTIVE SESSION 5. Council to hold Executive Session under Sections 551.071 (Advice of Attorney) and 551.074 (Personnel) with regard to a matter that is the duty of the attorney to consult with Council and falls under the attorney-client privilege or with regard to a matter that involves litigation or contemplated litigation or claims, of the Texas Government Code: 3
Council convened into closed at 7:36PM A. Discussion regarding appointment, employment, evaluation, reassignment and duties of the Police Chief, Fire Chief, City Manager and City Secretary. 6. Take action, if any, on matters discussed in Executive Session. Council reconvened into open session at 8:32PM Councilmember Moon moved to offer the City Secretary a 2 year contract, with an increase of $5,000 effective October 1, 2017. Councilmember Shelby seconds the motion. Voting for this motion were Councilmember Moon, Councilmember Shelby, Councilmember Moon moved to offer the Fire Chief a 2 year contract, with a cost of living raise and that the maximum of sick time is 1080 to be paid a pond termination effective October 1, 2017. Councilmember Shelby seconds the motion. Voting for this motion were Councilmember Moon, Councilmember Shelby, Mayor Pro Tem Adams and Councilmember Hill. Voting in opposition was Councilmember Rushing. Motion passed. (4-1) Councilmember Moon moved to offer the Police Chief a 2 year contract, with no salary increase effective October 1, 2017. Councilmember Rushing seconds the motion. Voting for this motion were Councilmember Moon, Councilmember Shelby, Councilmember Moon moved to offer the City Manager a 2 year contract, with no salary increase effective October 1, 2017. Councilmember Rushing seconds the motion. Councilmember Hill moved to amend the motion to offer the City Manager a 2- year contract, with a cost of living raise beginning October 1, 2017. Mayor Pro Tem Adams seconds the amendment. Voting for the amend motion were Mayor Pro Tem Adams and Councilmember Hill. Voting in opposition were Councilmember Moon, Councilmember Rushing and Councilmember Shelby. Motion failed (2-3) Voting for the main motion were Councilmember Moon, Councilmember Shelby and Councilmember Rushing. Voting in opposition were Mayor Pro Tem Adams and Councilmember Hill. Motion passed. (3-2) Councilmember Moon moved to extend all the current employment contracts for the Police Chief, Fire Chief, City Manager and City Secretary until October 1, 2017. Councilmember Hill seconds the motion. Voting for this motion were Councilmember Moon, Councilmember Shelby, Councilmember Rushing, Mayor Pro Tem Adams and Councilmember Hill. Motion 7.
