Hitchcock Independent School District Regular Meeting February 15, 2011 The Hitchcock Independent School District Board of Trustees met at a Regular meeting on Tuesday, February 15, 2011, held at the Hitchcock ISD Boardroom/Conference Facility located at 8004 North Railroad, Hitchcock, Texas. President Dianne James called the meeting to order at 7:00 PM. After discussion, a motion was made by Estelle Holmes and seconded by Shirley Price to approve the monthly Financial Report, Check Register, and Investment Report for month ending January 31, 2011 as presented and as recommended by the administration. Members abstained: Monica Cantrell, Estelle Holmes, Pat Turner, Ted Robinson, Tom Ivey, Shirley Price Dianne James Item G: Request for Proposals: Athletic Equipment, Apparel, and Supplies A discussion was held requesting that the color of the items being ordered be specified in the bid proposal. After discussion, a motion was made by Estelle Holmes and seconded by Shirley Price to approve the Request for Proposal: Athletic Equipment, Apparel, and Supplies as presented and as recommended by the administration. Item N: Make-up day for Friday, February 4, 2011 After discussion, a motion was made by Estelle Holmes and seconded by Monica Cantrell to approve March 14, 2011 as the make-up day for February 4, 2011 as specified in the 2010-2011 school calendar. Members opposed: Dianne James, Monica Cantrell, Estelle Holmes, Pat Turner, Tom Ivey, Shirley Price Ted Robinson Motion carried with the majority in favor. Reports/Information from the Superintendent Action The following reports were presented to the Board for their review and information: 1. Kids First Head Start Board Liaison Report Verbal report by Ms. James. 2. Superintendent s Monthly Goals Report 011-006 TASB 2011 Media Honor Roll A motion was made by Monica Cantrell and seconded by Estelle Holmes to nominate T. J. Aulds, Galveston County Daily News, for the TASB 2011 Media Honor Roll. [see attached] Discussion/Possible Action 011-007 Awning at Hitchcock Primary School Scott Brady presented two options for the construction of an awning at Hitchcock Primary School. Option 1 Aluminum canopy, 32 x 20, $20,000 Option 2 Aluminum canopy, brick columns, $28,000 - $32,000 Minutes 02/15/2011 7

After discussion, a motion was made by Monica Cantrell and seconded by Estelle Holmes directing Joiner Partnership to move forward with the bids for Option 1, if under $20,000. 011-008 New High School Scott Brady presented the plans for the new high school construction. Comments: 1. No band hall at the new school a. Look at switches in the new gym at the current high school 2. Looks functional and appealing 3. Troubled about building a new high school, should not be building anything new at this time, not time to do this project, not a good situation a. Likes design of the new high school b. Will still have maintenance costs at Crosby Middle School c. Need to look at budget cuts from the state d. Want more technology involved e. Does not make sense to build a high school better sense to build a middle school f. Do something else for lighting in the gyms g. Share energy management with architects 4. Look at possibly moving curriculum to middle school (old high school) a. Look for creative uses of vacant space b. Would like a band hall at the new school c. Sharing space still in same area, not going across town No action. 011-009 Corporal punishment Discussion: Recommend bringing back corporal punishing and revising our board policy a. Present former policy and current policy for input to: i. Principals and Directors ii. Parent meetings iii. District Advisory Committee iv. Campus Improvement Committee b. iii. Video A motion was made by Monica Cantrell and seconded by Estelle Holmes to move forward with reinstating corporal punishment in Hitchcock ISD pending working out the details. Closed Session Dianne James, President, called the members of the Board of Trustees into Closed Session at 9:55 PM for the purposes permitted as authorized by the Texas Open Meetings Act, Texas Government Code: 551.074 Personnel: Discuss proposed Chapter 21 contract renewals for administrators and directors, and Non-Chapter 21 contracts for administrators and directors One-Year Term Contracts Multi-Year Term Contracts Non-Chapter 21 Contracts Reconvene from Closed Session The members of the Board of Trustees reconvened from Closed Session at 10:37 PM for action, if any, from Closed Session.
