District No. 15 Regular Meeting September 19, 2017 The regular meeting of the Board of Education of Clinton Community Unit School District No. 15 of the counties of DeWitt, Macon and Logan, State of Illinois, was held at 6:30pm, September 19, 2017, at the Clinton Junior High School, 701 Illini Drive, Clinton, Illinois. It was moved by Blythe, seconded by Rogers, to open the public hearing on the FY 2018 Budget. The President put the motion to a vote and the and the following roll call was taken: Motion carried PUBLIC HEARING FY 2018 BUDGET It was moved by Blythe, seconded by Conner, to adjourn the public ADJOURN PUBLIC hearing. GUESTS, VISITORS & PUBLIC PARTICIPATION It was moved by Ritter, seconded by Conner, to approve the consent CONSENT AGENDA which includes: A. Approve the minutes of the August 15th meeting open and closed session. B. Financial Information Imprest Fund, Petty Cash Report, Treasurer s Report, Investment Summary, Insurance Pool Report, Transportation Report, Activity Fund Report, Cafeteria Report and Bills. C. Accept the resignation of Elizabeth Cunningham as CES Aide. D. Approve the employment of Elizabeth Riley as 2nd/3rd grade resource teacher at CES. E. Approve as non-essential equipment old high jump mats and tv/vcr s mounted at CHS. F. Approve the employment of Rennie Cluver as 8th grad boys basketball coach for 2017-18. G. Approve Alyssa Osterbuhr as a non-paid volunteer for high school cheerleading. H. Approve the annual FFA trip to the National Convention October 24-27. I. Approve Kameron Bell as a volunteer assistant for boys high school basketball. 10
J. Approve employment of Julie Hott as a district bus driver. K. Accept the resignation of Gary Jones as district bus driver. L. Accept the resignation of Marsha Froese as kitchen manager at Douglas effective September 30, 2017. M. Accept the resignation of Keith Bueltmann as special education teacher as CJHS effective August 22, 2017. N. Approve the maternity leave request for Megan Conrad beginning on or around December 18, 2017 for six weeks. O. Accept the resignation of Peggy Sympson as district crossing guard. P. Approve the district ESSA Plan to move forward with continued Title I for remedial help for grades 1 5. The President put the motion to a vote and the following roll call was taken: It was moved by Conner, seconded by Hammer, to approve the APPROVE 2017/2018 2017/2018 budget including the additional instructional aides and BUDGET&ADDITIONS work on the baseball field. Last spring ISBE did a thorough review of our PreK programs. They PRESCHOOL REVIEW examined documents and all reporting criteria as well as observed the program in action. Superintendent Nettles was pleased and honored to make commendation for Principal Beth Wickenhauser and the PreK staff for their hard work and dedication to meeting the standards set by the state to a high degree of merit. They received the Gold Circle of Quality rating, which is the top rating awarded by the state for this. Superintendent Nettles also wanted to again commend them for stepping up to meet their obligation to the kids and families of our community. Legislation is now in place for the Evidence Based Funding Model to NEW SCHOOL be our method of distributing general state aid and some special FUNDING education expenses to districts. There will still be some quarterly categorical grants for other special education expenses and transportation not in this formula. At the present time, funds are flowing to districts based upon last year s amounts until such time as ISBE can get all of the new calculations completed. Once that happens the payments will be adjusted to compensate for the new amounts. We have received our first three payments and are now on schedule. The other payments are yet to be calculated and any distributed. Based upon last year and this year so far, the state owes CUSD 15 $442,338. The total is getting lower. Tony Smith is visited our district on Monday the 18th. STATE SUPERINTENDENT VISIT. CEO (Creating Entrepreneurial Opportunities) is now known as CENTRAL ILLINOIS Central Illinois CEO. Our group has a steering committee, and we CEO are getting things in place to drive forward to establish a board and investors. We will be meeting regularly until we have a board in place and investments coming in. Then the board will take over and employ a facilitator to help them run the program. 12
It was moved by Blythe, seconded by Conner, to enter into executive EXECUTIVE SESSION session for the purpose of discussing the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the school district 5 ILCS 120/2 (c)(1). The President put the motion to a vote and the following roll call was taken: The Board entered into closed session at 7:00pm and returned at 7:44pm. It was moved by Blythe, seconded by Conner, to close the executive CLOSE OF session.
