Behavioral Health Department: 1. Consider adopting a Resolution delegating the Behavioral Health Director authority to act on the County s behalf regarding the Agreement with California Health Facilities Financing Authority to establish a crisis residential treatment facility in Kings County. [Reso 16-008] 2. Consider authorizing out of state travel for Katie Arnst, Behavioral Health Program Manager to attend the American Association Suicidology Annual Conference in Chicago, Illinois from March 30 to April 2, 2016. C. County Counsel: 1. Consider renewing the Resolution declaring a local emergency due to drought conditions in Kings County. [Reso 12-009.53] 2. Consider approving the Agreement with Java Solar, LLC for indemnification and reimbursement for extraordinary costs. [Reso 16-006] D. Health Department: 1. Consider authorizing the Chairman to sign the amendment with the California Department of Public Health, Office of AIDS for reimbursement of costs associated with administration of the Housing Opportunities for Persons with AIDS Program (HOPWA) in Kings County. [Agmt 13-127.1] 2. Consider authorizing the Chairman to sign the Contract amendment with the California Department of Public Health, Office of Aids and authorizing the Clerk of the Board to sign the budget appropriation and transfer form (4/5 vote required). [Agmt 13-094.3] E. Human Services Agency: Consider authorizing the Chairman to sign the Contracts with the Kings/Tulare Area Agency on Aging and the Kings County Commission on Aging for senior services in FY 2015/2016. F. Public Works Department: 1. Consider approving the Kings County Farm Bureau s request for complete closure of Burris Park on September 24, 2016 for the Taste of the Valley fundraiser event. 2. Consider adopting a Resolution authorizing the Public Works Director to sign and execute the San Joaquin Valley Air Pollution Control District Alternative Fuel Vehicle Purchase Grant Application and related documents. ITEM PULLED BY DEPARTMENT G. Sheriff s Office: 1. Consider authorizing Sheriff Dave Robinson to sign a Memorandum of Understanding and Court Security Plan with the Superior Court of California for Court Security Services. 2. Consider accepting the donation of $50,000 from Myers Well Drilling, Inc. for the Canine and Air Support Units. 3. Consider authorizing the out of state travel for Commander Rick Bradford, Sergeant Loren Bettencourt, Senior Deputy Eric Johnson, Deputy Wayne Brabant and Deputy Miguel Cortez to travel to Reno, Nevada on March 13-18, 2016 to attend the 2016 National Interdiction Conference. H. Administration: Consider adopting the County Public facilities five year impact fee report for the period of 2009/2010 through 2014/2015 and find that it is consistent with the requirements of Government Code Section 66001(d). Human Resources Department Greg Borboa/Henie Ring Consider approving the revised job specification for the First 5 Program Officer, an adjustment upward of 5 salary ranges (approximately 5%) for the First 5 Program Officer classification from Range 213.0 ($5004-$6108) to range 218 ($5259-$6484) effective February 1, 2016 and adjusting the salary of incumbent First 5 Program Officer (S. Waite) in accordance with Personnel Rule 13071, Salary Range Adjustment effective February 1, 2016. ACTION: APPROVED AS PRESENTED (JN/CP/RV/RF/DV-Aye) D. Public Works Department Kevin McAlister/Dominic Tyburski Consider adopting and waiving the second reading of Ordinance No. 660.1, which amends the County Code of Ordinances Chapter 23 Vehicles, Article Traffic Speed Limits III, Sections 23-52 through 23-57. [Ord. 660.1] ACTION: APPROVED AS PRESENTED (RF/CP/JN/RV/DV-Aye) E. Sheriff s Office David Robinson/Robert Thayer Consider authorizing the rehire of Jerry Costner as a Retired Annuitant and waive the 30 day waiting period pursuant to CalPERS guidelines to assist with court security. ACTION: APPROVED AS PRESENTED (RF/RV/JN/CP/DV-Aye) F. Administration Larry Spikes/Rebecca Campbell 1. Consider approving and adopting the State and Federal Legislative Platform and general guidelines/policies documents for calendar year 2016. ACTION: APPROVED AS AMENDED (JN/RF/RV/CP/DV-Aye) 2. Consider selecting an Ordinance to place a measure on the June 2016 ballot to impose a ¼ cent public safety transactions and use tax, approving and waiving the first reading of the selected Ordinance and authorizing the Chairman to execute a Memorandum of Understanding with the cities granting them a portion of the potential tax revenue for use by their police and fire departments. Supervisor Pedersen stated that he attended the San Joaquin Valley Water Infrastructure Joint Powers Authority meeting and it was discussed among the Supervisors. Supervisor Valle stated that he met with Mel Sanders from the Kings County National Association for the Advancement of Colored People on February 2, 2016, attended a Board of Supervisors Meeting Automation Committee meeting, attended a Corcoran Preschool tour, held an informational meeting with 60 attendees on February 6, 2016 and stated that he called and congratulated Joey Perez on his one year anniversary today on KMJ Live. Supervisor Fagundes stated that he attended the Fire Department badge pinning and Andy Mattos leaving County party on February 5, 2016. Supervisor Neves stated that he attended the First 5 Children & Families Commission on February 2, 2016, administered the oath of office to the Fire Department pin recipients on February 5, 2016, attended the services for Don Warkentin and was a proctor for the Lemoore High School Academic Decathlon on February 6, 2016 and played bingo at Kings Nursing facility on February 7, 2016. Supervisor Verboon thanked Supervisor Pedersen for attending the JPA meeting and stated that he attended the Fire Department badge pinning and Andy Mattos party on February 6, 2016 and the Rotary Crab Feed on February 7, 2016. Board Correspondence: None Upcoming Events: CAO, Larry Spikes stated that the new Superior Court facility dedication will take place today at 11:30 a.m. and is by invitation only and stated that the Black History month event will be at Civic park on February 27, 2016. Information on Future Agenda Items: CAO, Larry Spikes stated that the following items would be on a future agenda: 2 nd reading for the Ordinance on ¼ cent safety sales tax on June ballot, employee of the quarter, additional space for the Human Services Agency and the County will host the City/County Coordinating meeting on February 10, 2016.
