PHL:ER:ENGG:ATR2:HK2:2016 10/11/2016 TENDER NOTICE FOR HOUSEKEEPING OF HANGAR ATR-II, GUWAHATI OPEN TENDER NOTICE NO: PHL:ER:ENGG:ATR2:HK2:2016 dated 10/11/2016 1. MINIMUM QUALIFYING CRITERIA: 1.1.The tenderer should have experience of providing housekeeping services during the last three years. 1.2.The contract value of the Contracts during the last three years should not be less than ` 5.00 lakhs per annum. 1.3.The tenderer should have BCAS clearance for providing services inside the Airport. 2. INSTRUCTIONS TO TENDERERS 2.1 PLACE OF OPERATIONS: ATR-II HANGAR, LGBI GUWAHATI AIRPORT, GUWAHATI. 2.1.1. The word "Company Premises" means the area designated for the purpose within the Pawan Hans Limited Area including the open and covered area and any extension thereof. Any extension of this area shall be duly notified by the Company. 2.1.2. The word "User Buildings" means area designated for the purpose, owned and/or possessed by Pawan Hans, including covered area/open area and any extension thereof in and outside the premises of Pawan Hans Ltd. 2.2 Documents may be downloaded from the Pawan Hans website www.pawanhans.co.in. No tender document will be sent by post. The downloaded tender document has to be submitted along with DD for ` 500/- drawn in favour of Pawan Hans Ltd. along with bid towards tender fee. 2.3 Tenders will have to be deposited at Pawan Hans Limited, Ground Floor, Manoramaloy, VIP Airport Road, Guwahati - 781015 up to 1300 hrs on 30/11/2016 and "Technical Bids" (Envelope No.1) will be opened on the same date at 1500 hrs. 3. SCOPE OF WORK: 3.1. Housekeeping services in the ATR-II Hangar, LGBI Airport, Guwahati. The Approximate area to be cleaned is 3172sqm. DAILY TASKS Sweeping of Hangar floor, Apron Area and adjoining areas Cleaning of Toilets, spraying of room freshners (Mopping every hour during working
hours) Sweeping and mopping of Office rooms using disinfectant (phenol, etc) In case of oil/fuel/grease spill, such spill to be immediately cleaned. All scrap, debris and garbage to be removed from the work area at frequent and regular intervals. Cleaning of fire fighting equipment and area Dusting of exposed surfaces like tables, chairs, computers, etc. Cleaning of all ground support equipment. DISPOSAL of Garbage on a Day to Day basis, from the PHL Hangar premises as per AAI Norms. Cleaning of dustbins WEEKLY TASKS Washing of Hangar floor with water and disinfectant Dusting of fans, windows, doors Removal of cobwebs in rooms and Hangar ONE PERSON SHALL BE AVAILABLE AT ALL WORKING HOURS FOR HOUSEKEEPING AS AND WHEN REQUIRED. The contractor shall provide liquid soap, disinfectant, toilet cleaner, room freshner, etc in addition to all equipment required to execute the contract as per requirement. 3.2.Lumpsum rate shall be quoted for per square metre of construction. 4. The Tenderer is required to quote rates as per Annexure-II. If there is any variation between the rates quoted in the figures and in words, only the lower of the two rates quoted either in figures or in words shall be considered as correct and valid. 5. Incomplete, conditional and time bar tenders shall be out rightly rejected. 6. SUBMISSION OF TENDER (TWO BID SYSTEM) : The Tender shall be submitted in "Two Separate Sealed Envelopes" at the address mentioned above up to 1300 hrs. on 30/11/2016. The Tenderer while submitting Tenders shall submit the documents in one sealed envelope as below: 6.1.Technical Bid: The first envelope should be clearly marked as "Envelope No. 1". It shall contain the following documents and information as under: 6.1.1. Tender document with EMD and Tender Fee: Complete Tender Document duly signed by the Tenderer on all pages with covering letter & a Demand Draft of `16,500/- towards EMD and a separate Demand Draft of ` 500/- towards Tender Fee drawn on any Nationalized/Scheduled Bank in favour of Pawan Hans Ltd., payable in Guwahati. 6.1.2. Self attested copies of original documents defining the constitution or legal status/registration.
6.1.3. Details of experience and past performance of the Tenderer in respect of works of similar nature within the past three years. 6.1.4. Relevant information supported by documentary evidence regarding the minimum qualifying criteria as stipulated in "Tender Notice" at Sr. No. 1 on page no. 1. 6.1.5. The Tenderer shall not offer or submit any counter conditions. Any counter offer shall disqualify the Tender forthwith. 6.2.Financial Bid: The Second Envelop properly sealed and clearly marked as "Envelope 2" shall contain only Annexure-II given in Tender Document, i.e. Schedule of Rates for providing Housekeeping Services wherein Contractor has to quote price for his offer. 7. Opening of the Tenders: On the date and time specified in the Tender Notice following procedure will be adopted for opening of the tender. Envelope No.1: The common sealed cover containing Envelopes 1 and 2 will be opened. The names of successful Tenderers of Envelope No.1 shall be announced within two weeks of opening of Envelope No.1. The Envelope No.2 of all the Tenderers shall be kept aside. The Tenderer who fails at the stage of opening of Envelope No.1 may collect their Envelope No. 2 from the Company within10 days of the announcement. Envelope No.2 : The Envelope No. 2 of qualified bidders only shall be opened on the date so fixed for which pre-intimation will be given. Any effort by the Tenderer to influence Pawan Hans in the process of examination, clarification, evaluation and comparison of Tenders and decision concerning award of contract may result in the rejection of the Tenderer's Tender. 8. To assist in the examination, evaluation and comparison of Tenders the Employer may ask any Tenderer, individually for clarification of his Tender. The request for clarification and the response shall be in writing, but no change in price or substance of the Tender shall be sought, offered or permitted or the Tenderer be permitted to withdraw his Tender before the expiry of the Tender validation period. 9. The tenders determined to be responsive will be checked by the Employer for any arithmetical errors in computation and summations as under: 10. The Employer will notify the successful Tenderer in writing that his Tender has been accepted. The notification of award will constitute the formation of contract. 11. GENERAL TERMS & CONDITIONS : 11.1. Period of Contract : The contract undertaken shall be for a maximum period of 2 years initially and the same can be further extended by 1 more year depending upon our need and performance of the contractor. 11.2. Working Hours: Scheduling of tasks to be completed shall be done in consultation with HOD (Engg&Mats), Eastern Region, Guwahati. Normal working hours are from 0730 hrs to
1700 hrs. The agency is to ensure that no personnel is detailed for more than one shift a day. Reserve shall be catered for and utilized to provide services on all the 7 days of the week, in addition to fill in long leave and other casual leave, unforeseen vacancies/absentees. 11.3. The Contractor shall change the personnel on demand within 24 hours if they commit acts like: i. Sleeping on duty. ii. Negligent performance on duty. iii. Disobedience and dishonesty. iv. Indulging in illegal activities which may jeopardize the interests of Company/Govt. v. Any other misconduct. 11.4. The contractor shall arrange for all necessary passes to enter the Airport. 11.5. The contractor shall provide the Names and contact numbers of key Personnel proposed for Administration and execution of the Contract, both on and off site. 11.6. Self attested copy of PAN Card. 11.7. Over-writing in the Tender Document is not permitted. Interpolations, alterations, deletions or additions, if any shall be duly authenticated by the signatures of the Tenderer. The signatures shall be of the same person who has signed the Tender Form. 11.8. Term of Payment: No advance payment. Payment of bills/invoices will be made within 30 days of receipt of original bills in duplicate at our office after verification of measurements. As per the instructions of CVC parties are hereby intimated that they should provide required information to facilitate e-payment comprises of Bank Name, Bank Address, Bank Code, Branch Code, RTGS, IDCS, MICR Code, PAN, TAN & TIN Numbers & Party s Current Account Number. 11.9. Income Tax Recovery: Income Tax will be levied as per prevalent rules. 12. EARNEST MONEY DEPOSIT : 12.1. Earnest Money as stipulated in the tender notice shall accompany each tender. The earnest money shall be in the form of Demand Drafts in favour of "Pawan Hans Limited from any Nationalized/Scheduled Bank payable at Guwahati. 12.2. The earnest money shall remain deposited with Pawan Hans Ltd. for a period of at least 90 days from the date of opening of the tender. If the validity of the offer is extended, the earnest money duly extended shall also be furnished failing which the offer, after the expiry of the aforesaid period, shall not be considered. 12.3. No interest shall be payable on the earnest money. 12.4. The earnest money deposited is liable to be forfeited if the tenderer withdraws or amends, impairs or derogates from the tender, any condition in any respect within the period of validity of his offer. 12.5. The earnest money of the successful tenderer may be returned after the security deposit, as required, is deposited and formal agreement duly signed by the tenderer is received by Pawan Hans Ltd. The earnest money can also be adjusted against the security deposit if the contractor so desires. The earnest money of the unsuccessful
tenderer will be refunded after the tender is finalized. 12.6. If the successful tenderer fails to furnish the security deposit as required, then the earnest money shall be liable to be forfeited by Pawan Hans Ltd. 12.7. Any tender offer not accompanied with the earnest money shall not be considered. 13. Liquidity Damages Clause (LDC): Delay in providing services/absenteeism will attract a Penalty of 0.5% per week subject to a maximum of 10% for undelivered services/absenteeism. 14. SECURITY DEPOSIT: Performance Security Deposit @ 10% of the Bid value by way of Demand Draft, Fixed deposit receipt or Bank Guarantee of any Commercial Bank /scheduled bank in favour of Pawan Hans Ltd payable at Guwahati should be submitted within 21 days by the successful tenderer on awarding the contract failing which the contract shall stand terminated.. 15. A Pre-Bid Meeting A pre-bid meeting shall be held with the participant agencies so as to know their scope of work as well as queries, if any before submission of tenders/offers. The same shall be held on 25/11/2016 at 1100 hrs. at Pawan Hans Limited, Ground Floor, Manoramaloy, VIP Airport Road, Guwahati - 781015. 16. Jurisdiction : The agreement including all matters connected with the Contract shall be governed by Indian Law both substantive and procedural for the time being in force and shall be subject to the exclusive jurisdiction of Indian Courts in Guwahati. 17. Arbitration : In case of any dispute arising out of interpretation of specifications or any terms and conditions including special conditions of contract or arising during the execution of the work/contract, shall be referred to a sole arbitrator for adjudication through arbitration. The arbitration shall be conducted in accordance with the provisions of Arbitration & Conciliation Act, 1996 or any statutory modification or re-enactment thereof and the rules made thereunder and for the time being in force shall apply to the arbitration proceedings. The Chairman cum Managing Director, Pawan Hans Ltd. shall preferably nominate the arbitrator.
