The Taraval District was not immune and the number of reported auto burglaries in the district increased 10% to 1,783 in 2017. A review of auto burglary statistics revealed that property was left in plainview 70% of the time. Items of significant value were left in vehicles 90% of the time. As a part of a pilot program, both Taraval Station and Mission Station designated property crime liaison officers to address auto burglaries, bicycle thefts, residential burglaries and other property crimes. At the end of June 2018, the reported amount of auto burglaries in the Taraval District dropped 26%. Beginning January 1, 2019, all ten district stations will assign property crime liaison officers in their districts. Central Station will work with our community partners, participate in Park Smart and Lock/ Take/Hide and will conduct pro-active enforcement. Please remember to and remind others, especially tourists to Park Smart. Take all of your valuables with you, including wallets, passports, cell phones, tablets, laptops and cameras. Auto burglaries happen in seconds and it is difficult apprehending subjects that are involved. Happy New Year! A physical altercation ensued. During the fight, the suspect pulled out a knife and slashed the victim. The victim was able to kick the suspect away. Officers responded and detained a suspect matching the description. Arrest made. The suspect was going through his bag in the MUNI shelter. The victim asked the suspect to move somewhere else. The suspect got upset and pushed the victim to the ground. The suspect straddled the victim and punched him in the face repeatedly with an object. A Federal Reserve Officer nearby ran to the victim s aid and detained the suspect. Arrest made. The victim was waking up subjects sleeping on Jessie Street when the unknown suspect refused. The suspect then got up and swung at the victim with a needle in his hand. A witness was able to pull the victim away from the suspect. The suspect then fled the scene.

When security tried to remove them from the store, one of the suspects pepper sprayed security in the face. The suspects then fled the scene. An unknown suspect punched the victim in the head multiple times as the victim walked by. The suspect then fled the scene. The victim left her cell phone in a bathroom stall and immediately returned to retrieve it. When the suspect stepped out of the stall, the victim did not find her phone. The victim confronted the suspect and the suspect denied having the phone. The victim saw her cell phone on the suspect and reached for it. The suspect then pulled out a knife and stabbed at the victim. A security guard was able to separate the victim and suspect. Arrest made. An unknown suspect was sleeping in a booth inside the restaurant. The victim woke the suspect and asked him to leave. As the victim walked away, the suspect struck the victim in the head causing him to fall to the ground. The suspect then kicked and punched the victim multiple times. The suspect then fled the scene. The victim was asked to leave the store when an unknown suspect jabbed his cane at the victim s neck and pushed him out of the store. The suspect also swung the cane hitting the victim s wrist. The suspect then fled the scene. An unknown suspect entered the store and grabbed belts. The suspect then swung the belts at the victim. The victim grabbed the belts from the suspect and he punched the victim in the face. The suspect then fled the scene. The victim confronted the suspect. The suspect pushed the victim out of the way and fled the scene. An unknown suspect entered the store and stole merchandise. The suspects pulled out a knife from his pocket as he walked out of the store pass security. Fearing for his safety, the security did not make an attempt to stop the suspect. Four unknown suspects entered the store and stole merchandise. The victim followed the suspects outside and grabbed one of the suspects. The other suspects returned and assisted with the suspect s escape by punching the victim multiple times. The suspects then fled the scene in a vehicle. Three unknown suspects approached the victim and grabbed her cell phone from her hands with force which caused her to fall to the ground. The suspects then fled the scene. Three unknown suspects entered the store and stole merchandise. The victim confronted the suspects. One of the suspects grabbed a metal pole and ran towards the victim. The victim ran behind the counter to call the police as the suspects fled the scene. The victim recognized the unknown suspect from prior thefts as he entered the store. The victim told the suspect to leave. The suspect then pulled out a knife and threatened to stab the victim. The suspect grabbed merchandise and fled the scene. An unknown suspect stole the victim s cell phone that was charging. The victim grabbed the suspect in an attempt to stop him from leaving. The suspect pushed the victim to the ground and fled the scene. An unknown suspect bumped into the victim from behind and stole his cell phone from his hands. The suspect then fled the scene.

The suspect approached the victim and grabbed her cell phone. The victim held on to her cell phone and was able to retain her cell phone. The suspect then fled the scene. Officers responded and detained a suspect matching the suspect s description. Arrest made. The suspect entered the store and stole merchandise. When confronted by security outside the store, a struggle ensued and the suspect kicked security in an attempt to flee. Security was able to detain the suspect without further incident. Arrest made. The suspect entered the store and stole merchandise. The suspect was confronted by security outside the store. A struggle ensued over the merchandise. Officers arrived and tried to detain the suspect. The suspect resisted and tried to kick the officers. The officers eventually was able to take the suspect into custody. Arrest made. The suspect entered the store and stole merchandise. The victim confronted the suspect outside of the store. The suspect dropped one of the items and as the victim picked it up, the suspect struck the victim in the neck with a bottle. The suspect then fled the scene. Officers were able to locate the suspect from the description provided. Arrest made. An unknown suspect entered the store and stole merchandise. The victim followed the suspect out of the store and grabbed the basket of merchandise. A struggle ensued and the victim dropped his pepper spray. The suspect picked up the pepper spray and threatened to spray the victim. The victim backed away and the suspect fled the scene. An unknown suspect followed the victim into her apartment building and pointed a gun at her. The suspect pushed the victim to the ground and hit her several times in the head with the gun. The suspect pulled the victim s purse from her and fled the scene. The two suspects entered the store and stole merchandise. The victim followed the suspects out of the store and was pushed in the chest. The victim flagged down an officer who then took the suspects into custody. Arrest made. An unknown suspect pushed the victim to the ground and stole his property. The three suspects entered the store and stole merchandise. The victim grabbed one of the suspects bag and the merchandise fell to the ground. As the victim picked up the items, the suspects punched and kicked the victim multiple times. Arrest made. The victim met the suspect at a bar and invited her to his hotel room. The victim then asked the suspect to leave, but the suspect struck the victim in the head and stole the victim s laptop bag. Officers detained a suspect vandalizing a vehicle which belonged to the victim. The victim identified the suspect detained was the suspect who robbed him. Arrest made. Five unknown suspects entered the store and stole merchandise. The victim attempted to stop the suspects at the door. The suspects threw empty soda cans him. The suspects then pushed pass the victim and fled the scene.

The witness refused to let the suspect use his phone. The suspect then turned to the victim and grabbed her purse. The victim held on to the purse. The suspect reached into the purse and took the victim s cell phone. The suspect then fled the scene. An unknown suspect grabbed the victim from behind and pointed a knife at him. 9 Page 9 Incidents of Note Burglary, Other Building, Unlawful Entry; Malicious Mischief, Adult Suspect; Violation of Stay Away Order - Arrest Made 12/18/18 12:15pm Powell St/Francisco St On 12/17/18, an officer responded to a business on the 100 BLK of Jefferson regarding a prior burglary incident. Officers were told that on 12/11/18, the business electronic control systems had a major failure. Upon reviewing surveillance footage, a known suspect was seen entering the business through an unlocked front door. The suspect then accessed the rear staircases that is not used for general public. The suspect entered the electrical room. Approximately 10 minutes later, the suspect exited the building. Although the surveillance footage does not capture the inside of the electrical room, but the time the suspect entered the electrical room was only moments before the system failure occurred. The suspect also has an active stay away order to stay away from the area of the business. On 12/18/18, the officer was on patrol and observed the suspect riding a bicycle on Powell Street near Bay Street. The officer told the suspect to stop and the suspect complied. The officer took the suspect into custody. The suspect was booked at County Jail for burglary, vandalism and violation of a stay away order. Burglary, Vehicle; Stolen Property, Possession with Knowledge, Receiving; Conspiracy - Arrest Made 12/18/18 1:55pm Chestnut St/Hyde St On 12/18/18, Central plainclothes officers conducted a vehicle burglary abatement operation in the area of Chestnut Street and Hyde Street. The officers observed Suspect #1 break the window of a vehicle and removed a bag from the vehicle. Suspect #1 got into the rear seat of a vehicle and Suspect #2 drove away. The officers followed the vehicle onto the freeway. With the assistance of patrol officers from Central Station and Northern Station, the vehicle was stopped and the two suspects were taken into custody. Officers located additional stolen property that were stolen from two other vehicles earlier the same day. The suspects were booked at County Jail for burglary, possession of stolen property, possession of burglary tools and conspiracy.

10 Page 10 Burglary Forcible Entry, Possession of Burglary Tools, Probation Violation- Arrest Made 12/24/18 3:04am 1000 BLK of Sacramento St On 12/24/18, Central Officers responded to an apartment parking garage on the 1000 BLK of Sacramento St on a report of a burglary. Officers searched the structure and located a suspect hiding under a car on the 4th floor. Officers took the suspect into custody without incident. After reviewing the surveillance camera, three suspects are seen entering the parking structure after one suspect breaks out the window. Officers searched the area for the other two suspects, but did not locate them. The suspect was arrested and booked at the County Jail for burglary, possession of burglary tools, and probation violation. Vehicle Burglary, Attempted Stolen Vehicle, Threat or Force to Resist Executive Officer - Arrest Made 12/25/18 12:25pm 1100 BLK of Hyde St On 12/25/18, a victim flagged down Central Foot Beat Officers and pointed out a suspect who broke into the victim s vehicle. Officers ordered the suspect to stop, but the suspect refused to listen to orders. The suspect responded by reaching into his pocket for a folding knife. Officers reacted quickly and was successful in placing the suspect under arrest. Officer s searched the suspect s bag and located the victim s property inside. The victim also pointed out that his vehicle ignition had been tampered with. The suspect was booked at the County Jail for vehicle burglary, attempted vehicle theft, possession of stolen property, and resisting an officer with force.

11 Page 11 Each month features one of its officers in an effort to learn more about the men and women who police our neighborhood. This month, we interviewed Officer Juan Lara, a 1-year member of. Officer Lara was born in San Francisco. He graduated from Fairfield High School in Fairfield, CA and went on to attend college at Columbia College of Missouri where he received his Associate s Degree in Criminal Justice. Officer Lara joined the San Francisco Police Department in May 2013. After graduating from the Police Academy, he was assigned to Northern Station for field training. After completing field training, he was assigned to Mission Station for probation. After probation, he was assigned to Bayview Station. In June 2018, he took his transfer to come work at Central Station. Officer Lara is a patrol officer and can be seen patrolling throughout the Central District. Officer Lara is a Field Training Officer and is Crisis Intervention Trained. Officer Lara s favorite thing about the Central District is the young and eager officers and the variety of people that are in the district.

16 Page 16 Definition of Suspicious Activity Suspicious activity is any observed behavior that could indicate a crime-related incident has been committed, or about to be committed. Unusual items or situations: A vehicle is parked in an odd location, a package/luggage is unattended, a window/door is open that is usually closed, or other out-of-the-ordinary situations occur. Examples of Suspicious Activity: An individual peering into vehicles to locate any valuables left unattended. An individual trying door handles to vehicles, and/or residences to gain access to the vehicle and/ or residence. An individual checking front doors of residences to locate any unattended packages, or individuals following delivery trucks to see where the truck is dropping off packages.

17 Page 17 Definition of Community Policing Community policing, or community-oriented policing, is a strategy of policing that focuses on police building ties and working closely with members of the communities. Homeless Outreach and Outreach to Drug Users: Central Station officers coordinate with city agencies to provide outreach and assistance to rehabilitate those who are dependent on illegal drugs and outreach to homeless individuals to connect them with resources and support. Foot Patrols: Central Station have beat officers assigned to Union Square, Fisherman s Wharf, Chinatown, North Beach and Market/Drumm area. Monthly Police Community Relations Meetings: Community Meetings are held continuously. Officers also attend meetings with merchants groups, business groups, development authorities and others. Concerns are voiced and addressed through problem solving. Email Updates: Central Station sends out newsletter updates to residents in the District that alerts residents of crime trends, upcoming community events, crime prevention tips, and information on how to contact officers at the District Station.
