DECREE OF THE PRESIDENT OF UKRAINE 532/2013 On the Strategy for the state youth policy development for the period up to 2020 With a view to create the appropriate conditions for attracting young people to socio-economic, political, intellectual and other social processes, I hereby decree: 1. To approve as being added the Strategy for the state youth policy development for the period up to 2020. 2. This Decree shall enter into force from the date of its publication. General provisions One of the public authorities priority tasks on ensuring development of the economy, advancing the open society, integration of Ukraine into the world community is perceived to be enhancement of activities within the main directions of the state youth policy realization and ensuring productive cooperation with the young. Within the last 20 years the legislative base has been formed to address the issues of social formation and development of young people, the central and local executive power bodies have been established to ensure formation and realization of the state youth policy, a network of youth organizations and institutions has been set up, the state and regional youth programs have been developed, their realization ensured, a mechanism has been introduced to support a youth movement and different categories of the young, etc. However, the following youth problems have been of high priority: ensuring affordable education; ensuring employment; deterioration of physical and mental health; providing housing; 1

an insufficient level of proficiency in the languages that are widespread in the EU countries, etc. The problems of the state youth policy realization are perceived to be as follows: an imperfection of legal regulation; a low level of rationale of the process of the state youth policy realization; a low level of cooperation between the central and local executive power bodies and youth NGOs; an imprecise definition of the rights and duties of young people and other stakeholders that are involved in the process of the state youth policy realization. The Strategy for the state youth policy development for the period up to 2020 (hereinafter the Strategy) defines the principles, aim and tasks directed at promoting further development of proper organizational, socio-economic, political and legislative conditions for social formation and development of young people. 2. The main principles, aim and tasks of the Strategy The Strategy is based on the following principles: prioritization of youth problems and initiatives directed at the topical youth problems solving; involving youth NGOs in the process of decision-making on the youth issues carried out by the central and local executive power bodies; transparency and openness of informational. The aim of the Strategy is perceived to be implementation of the comprehensive, consistent and mutually agreed activities by the public authorities, local government bodies and NGOs, which represent the interests of young people, in the process of the state youth policy formation and realization, creation of socio-economic, political, organizational and legislative conditions for promoting education, employment, initiatives, creativity and innovative activity of the young. The tasks of the Strategy are perceived to be as follows: consolidation of efforts directed at creation of favourable conditions for intellectual, moral and physical development of the young generation, realization of its educational and creative potential; ensuring participation of young people in the process of the state youth policy formation and realization; increasing the effectiveness of the state youth policy realization at the national, regional and local levels; increasing the competitiveness of young people on the labour market. 3. The priorities of the state youth policy realization The priorities of the state youth policy realization are perceived to be as follows: 1) provision of the affordable education through: 2

ensuring its continuity; satisfaction of personal and social needs; formation of a government order according to the demands of the labour market; establishment of cooperation between the employers and the educational institutions in organizing traineeship for young students, signing contracts on first employment for the graduates; establishment of cooperation between the employers and the educational institutions in development of curricula, traineeship and apprenticeship programs, involving the employers in the process of the academic activity planning; 2) formation of a healthy lifestyle among young people through: motivation to lead a healthy lifestyle; development of physical culture and sport; organizing all-ukrainian, cross-regional and regional sport competitions and tournaments; implementation of programs directed at engaging young people in physical culture and sport activities; 3) ensuring youth employment on the labour market through: encouraging the employers to provide young graduates with the first workplace; increasing the level of competitiveness among young people; introduction of extracurricular activities within the educational institutions syllabi on launching a business and acquiring the entrepreneurial skills; implementation of activities directed at promoting youth employment, particularly among socially vulnerable groups; promoting youth entrepreneurship and investigating the support mechanisms to enable its development; introduction of an attestation system for validation of informal education results among young people; promoting occupational guidance for the 8-11-form students of the comprehensive secondary educational institutions; 4) providing dwelling for young people through: granting cheap long-term credits for construction (reconstruction) or purchasing the lodging at the cost of the budget funds; cheap mortgage housing credits at the cost of the own and outside financial resources of the State fund for promoting the youth residential construction for the period of up to 30 years, the young families with children being relieved from credit interest payment; 3

partial compensation for interest on credit provided for construction (reconstruction) or purchasing the dwelling; providing state support from the state budget funds for construction or purchasing the dwelling within 30% of its cost; 5) mainstreaming participation of young people in social and political life through: involvement of young people in the state youth policy formation and realization; involvement of the young in the activity of the public authorities and local government bodies; ensuring youth participation in a civil society development; 6) promoting Ukrainian youth integration into the European youth community through: involvement of young people and youth NGOs into implementation of international programs through the central and local executive power bodies; promoting and popularization of learning the EU countries languages; development of youth projects and concluding international agreements; providing support for the talented young people for their education abroad; expanding the international youth cooperation; promoting integration of youth NGOs into the corresponding international organizations, facilitation of cooperation between the NGOs and Ukrainian expatriate community. 4. Stages of the Strategy realization The Strategy realization is being implemented in three stages. For the first stage (2013-2015) it is envisaged: to improve the regulatory and legal framework in order to support implementation of the state youth policy, in particular, drafting the proposals on amending the laws of Ukraine On promoting social formation and development of young people in Ukraine, On social work with children and the young, On the youth and child NGOs and other regulatory legal acts; to develop and approve an action plan on providing support for the young for the period of 2016-2020; to draft proposals on modifying the laws on decreasing the youth age limit up to 28 years; to develop and approve regional programs for the state youth policy realization. The second stage (2016-2018) envisages ensuring active participation of young people and youth NGOs in social life and increasing the volume of financing allocated for the youth programs realization from the state and local budget funds. For the third stage (2019-2020) it is envisaged: 4

to create conditions for providing the youth with the necessary social services in the field of education, vocational training, employment, lodging, etc; to transfer functions on the state youth policy realization to the local government bodies and youth NGOs. 5. Ways of the Strategy realization The Strategy realization is being carried out by way of duly drafting and approval of the corresponding regulatory and legal acts on social formation and development of the young. Coordination of activities performed by central and local executive power bodies on the Strategy realization is being implemented by the central executive power body that ensures formation and realization of the state policy in the youth sector and in the sphere of sport and physical culture. The Strategy is being realized with active participation of the youth NGOs. 6. The results of the Strategy realization and evaluation of its effectiveness The Strategy realization shall promote creation of favourable conditions for social formation and development of young people, improving their position and promoting active participation in social life. The expected results of the Strategy realization are perceived to be as follows: creating favourable conditions for obtaining high-quality education by young people, improving the system of lifelong education, providing support for the gifted and talented young people; promoting a healthy lifestyle; creating favourable conditions for youth employment, increasing labour motivation, improving the system of vocational training and retraining; improving housing conditions for young people and young families; mainstreaming youth participation in the state youth policy formation and realization; increasing the number of youth NGOs and the volume of the youth programs financing; integration of Ukrainian youth into the European youth community; enhancing youth participation in social life.
