Saipan Local Law No. \8-11 o SAIPAN AND NORTHERN ISLANDS LEGISLATIVE DELEGATION Tbird Senatorial District Eigbteentb Northern Marianas Commonwealth Legislature SECOND REGULAR SESSION, 2013 HOUSE LOCAL BILL NO. 18-30 A LOCAL BILL FOR AN ACT FOR THE THIRD SENATORIAL DISTRICT To rename the newly merged "Haiguas Lane" and "Niyok Drive" located in the village of Chalan Kanoa to the "Tun Ben Kappon Road" in honor of th e Late Tun Ben Kappon and his contributions to Precinct 2 and the people of the Commonwealth. BE IT ENACTED BY THE THIRD SE ATORIAL DISTRICT DELEGATION PURSUANT TO CHAPTER 4, DIVISION 1, TITLE 1 OF THE COMMONWEALm CODE: 1 Section 1. Findings. The Third Senatorial District Delegation finds it fitting to 2 rename the newly merged "Haiguas Lane" and "Niyok Drive" located in the village of Chalan 3 Kanoa to the "Tun Ben Kappon Road" in honor of the Late Tun Ben Kappon and his 4 contributions to Precinct 2 and to the people of the Commonwealth. 5 Section 2. Street Naming. The newly merged "Haiguas Lane" and "Niyok Drive" 6 located in the village of Chalan Kanoa is hereby renamed the "Tun Ben Kappon Road" in 7 honor of the Late Tun Ben Kappon and his contributions to Precinct 2 and to the people of the 8 Commonwealth. 9 Section 3. Administering Authority. The Mayor of Saipan is authorized to 10 administer the provisions of this Act. 11 Section 4. Severability. If any provisions of this Act or the application of any such 12 provision to any person or circumstance should be held invalid by a court of competent 13 jurisdictio the remainder of this Act or the application of its provisions to persons or 14 circumstances other than those to which it is held invalid shall not be affected thereby.

Thi s Act and any repealer contained herein shall not be 2 construed as affecting any existing right acquired under contract or acquired under statutes I 3 repealed or under any rule, regulation, or order adopted under the statutes. Repealers contained 4 in this Act shall not affect any proceeding instituted under or pursuant to prior law. The 5 enactment of the Act shall not have the effect of terminating, or in any way modifying, any 6 liability, civil or criminal, which shall already be in existence on the date this Act becomes 7 effective. 8 Seetion 6. Effective Date. This Aet shall take effect upon its approval by the 9, or its becoming law without such approval.
