The Preble County Governing Board held a Regular Meeting on Wednesday, June 28, 2017 at 5:30 p.m. at the Preble County Educational Service Center, 597 Hillcrest Dr., Eaton, Ohio 45320. Mr. Johnston, Vice President called the meeting to order at 6:05 p.m. Mrs. Crabtree Present Mr. Green Present Mr. Johnston Present Mrs. Lykins - Absent Mrs. Schaar Absent Pledge of Allegiance Invocation by Mr. Johnston #42-17 Agenda and/or Addendum Agenda Approved. It was moved by Mr. Green and seconded by Mrs. Crabtree that the Preble County Governing Board approve the June 28, 2017 Regular Board Meeting Agenda and the Addendum Agenda. Mr. Green Aye #43-17 Minutes Approved It was moved by Mr. Green and seconded by Mrs. Crabtree that the Preble County Governing Board approve the Minutes of the May 24, 2017 Regular Meeting and the May 24, 2017 Records Commission Meeting. 2

MINUTES OF THE PREBLE COUNTY GOVERNING BOARD #45-17 2017-2018 Budget It was moved by Mrs. Crabtree and seconded by Mr. Green that the Preble County Governing Board approve the following 2017-2018 Budget: 2017-2018 General Fund budget at fund level in amount of $4,467,401 2017-2018 Other Fund budget at fund level in amount of $179,493.62 Total budget of $4,646,894.62 Buy down Health Insurance to 25% 3% salary increase with one step on the salary scale Salary schedules as presented Mr. Green Aye Mr. Johnston Aye #46-17 Recommendation of Transfers It was moved by Mrs. Crabtree and seconded by Mr. Johnston that the Preble County Governing Board approve the following Transfers: 1. Transfer one hundred thirty dollars ($130.00) from the Unclaimed Funds (022-0000) to the General Fund (001-0000) per ORC 9.39 as this amount has been in the Unclaimed Funds for a period of five years. 2. Transfer three thousand sixteen and 97/100 dollars ($3,016.97) from the PCESC Unreimbursed Medical Plan (022-9012) to the General Fund per ORC 5704.14 (D) as the activity in this fund has terminated for which this special fund existed. 4

Debby Barnett Preschool Supervisor #47-17 Items A E Approved ADOPTION OF CONSENT CALENDAR NEW BUSINESS Action by the Governing Board in Adoption of Consent Calendar at this point of the agenda means that Items A through E are adopted by one single motion unless a member of the Board or the Superintendent requests that any such item be removed from the Consent Calendar and voted on separately. Upon the recommendation of Mr. Mike Gray, Superintendent, it was moved by Mrs. Crabtree and seconded by Mr. Green that the Preble County Governing Board approve Items A through E as follows: 5

A. Accept the following resignation: Katie Jones Educational Aide (Preschool) effective the end of the 2016-2017 contract year. Christine Peterson Intervention Specialist (ED) effective the end of the 2016-2017 contract year. Jennifer Thomas Speech and Language Pathologist effective the end of the 2016-2017 contract year. Elizabeth Trapp Intervention Specialist (ED) effective the end of the 2016-2017 contract year. Stacy Wentzell Intervention Specialist (MD) effective the end of the 2016-2017 contract year. B. Employ the following: Joanna Conley as Bus Driver for a One (1) Year period of time, that year being the 2017-2018 school year, for 189 days per school year; Brent Short, Special Education Supervisor/Principal, for a One (1) Year period of time, that year being the 2017-2018 school year for 223 days, for a salary equal to Supervisor index on the current adopted and effective uniform salary schedule for Certificated Employees of the Preble County Educational Service Center. This contract is also contingent upon the employee continuing to maintain proper certification. Benefits shall include pick-up of State Teachers Retirement System, 5 days Vacation and 5 Paid Holidays. Mileage and all other fringe benefits shall be paid in accordance with current adopted and effective Preble County Educational Service Center policy. This contract is subject to reduction, suspension, or termination should finances for this program not be available. Angel Day as School Bus Aide/Substitute Bus Driver, for a One (1) Year period of time, that year being the 2017-2018 school years, for 189 days per school year; as per Adopted School Calendar, for a salary equal to Appropriate Placement on the appropriate current adopted and effective uniform salary schedule for Certificated or Classified Employees of the Preble County Educational Service Center. This contract is also contingent upon the employee continuing to maintain proper certification and background check. Mileage and all other fringe benefits shall be paid in accordance with current adopted and effective Preble County Educational Service Center policy. Specific assignment shall be made by the Superintendent. This contract is subject to reduction, suspension, or termination should finances for this program not be available. C. Approve the following Personal Service Contracts: 6

Alan Copeland, Attendance Officer, beginning August 1, 2017 until August 13, 2017 for up to 9 days, at his per-diem daily rate of pay ($130.85) for each day worked. Laura Cottingim agrees to be the Enrichment Program Coordinator for the 2017-2018 school year for an in consideration of the sum of Four Thousand Eight Hundred Sixty Four Dollars ($4,864). Brent Short, Special Education Supervisor/Principal, beginning July 1, 2017 until July 31, 2017 for up to 15 days, at his per-diem daily rate of pay for each day worked. D. Approve the following: 1. Designate the ESC Superintendent as Purchasing Agent for the Fiscal Year starting July 1, 2017 and ending June 30, 2018. 2. Establish a Petty Cash Fund for the Fiscal Year starting July 1, 2017 and ending June 30, 2018 not to exceed $200.00. Said Petty Cash Fund is to be located at the station of the Treasurer of the Preble County Educational Service Center, 597 Hillcrest Drive, Eaton, Ohio. The Petty Cash Fund is to be used to reimburse employees for purchases not to exceed $25.00. The Treasurer of the Preble County Educational Service Center shall be designated custodian of said Petty Cash Fund and shall be responsible for the same. 3. Authorize the Treasurer of the Preble County Educational Service Center to invest Governing Board funds as they become available during the Fiscal Year starting July 1, 2017 and ending June 30, 2018. E. Approve the following Professional Meeting Requests: Shawn Hoff CPI Renewal, October 10-11, 2017, Dayton, Ohio.
