Senate Leader The Senate: Recalls that the President C-in-C had signified the withholding of his assent on the following Bills pursuant to section 58(4) of the Constitution of the Federal Republic of Nigeria 1999 (as amended): i. The National Transport Commission (NTC) Bill, 2019; and ii. The Institute of Chartered Biochemists and Molecular Biologists of Nigeria. Notes that the rational for withholding the assent borders on the observation of Mr. President on some clauses in the Bills; Relying on order 88(b)(c) of the Senate Rule, Accordingly resolves to: Refer the Bills to the respective Conference Committees to look into Mr. President C-in-C observation and report back to the Senate. 2. The Demise of Alhaji Shehu Usman Aliyu Shagari. Sponsor: Sen. Ibrahim Abdullahi Danbaba (Sokoto South) Co-Sponsors: Sen. Aliyu Magatarda Wamakko (Sokoto North) Sen. Kabiru Marafa (Zamfara Central) Sen. Tijjani Yahaya (Zamfara North). The Senate: Notes with deep grief the death of Alhaji Shehu Usman Aliyu Shagari on Friday, 28 th December, 2018 at the National Hospital, Abuja after a brief illness. He was the First Executive President of the Federal Republic of Nigeria following his election to the office in 1979; Notes also that Alhaji Shehu Shagari was born on 25 th February, 1925 in Shagari Town in the present Sokoto State, the seat of the Caliphate. He started his education in a Quaranic school at a very early age in Shagari

He attended Yabo Elementary School from 1931-1935; Sokoto Middle School from 1936-1940, Barewa College Zaria from 1940-1944; and Teacher Training College, Zaria from 1945-1952; Further notes that Shehu Shagari began his public service career in 1953 as a Science Teacher at Sokoto Middle School which lasted till 1958. He was also a member of the Federal Scholarship Board from 1954-1958; Observes that he joined politics in 1951 when he became the Secretary of the Northern People s Congress in Sokoto, a position he held until 1956. In 1954, Shehu Shagari was elected into his first public office as a member of the Federal House of Representative for Sokoto West. In 1958 he was appointed as Parliamentary Secretary to the Prime Minister, Sir Abubakar Tafawa Balewa and also served as the Federal Minister for Commerce and Industry in the same year; Observes also that Shehu Shagari served in many other ministries as Federal Minister including, Ministry for Economic Development from 1958-1960; Ministry of Pensions from 1960-1962; Ministry of Internal Affairs from 1962-1965; Ministry of Works from 1965 until the first military coup in January, 1966. In 1967 he was appointed as the Secretary for Sokoto Province Education Development Fund and between 1968-1969 he served as Commissioner for Establishments for North Western State Government; Further observes that following the Nigerian Civil war, Shagari was appointed by the military Head of State, General Yakubu Gowon as the Federal Commissioner for Economic Development, Rehabilitation and Reconstruction from 1970-1971. From 1971-1975 he served as the Minister of Finance. During his tenure as Minister of Finance, Shagari was also a Governor for the World Bank and a member of the International Monetary Fund (IMF) committee of twenty; Aware that Shehu Shagari was sworn-in as the President, Federal Republic of Nigeria on 1 st October, 1979 following his election to that office on the platform of the National Party of Nigeria (NPN), a political party which he was a founding member; Notes that Shagari promoted national unity in the country and executed many projects in agricultural sector under his Government s Green Revolution Programme; in Housing under the Government s Housing and Shelter Programme; in industrial development by massive investment in the Ajaokuta Steel Rolling Mill; in the promotion of workers welfare and massive infrastructural Development of the new Federal Capital Territory, Abuja; Aware that Shagari s Government was overthrown in a military coup on 31 st December, 1983, thereby terminating the 2 nd Republic Democratic rule barely after four years. He remained apolitical after he was dethroned from office; Notes also that Shehu Shagari was a recipient of several awards and titles including, the traditional title of Turakin Sokoto bestowed on him in 1962 by the Sultan of Sokoto, his eminence Sir Abubakar Saddiq III; the honourary doctorate degree awarded to him in 1995 by Usman Danfodio University, Sokoto for his scholarship and politics; and the Grand Commander of the Order of the Federal Republic (GCFR); Further notes that despite the numerous public offices he held, during his life time, including the office of the President, Shagari returned to his home town in 1986 and lived in the very traditional house where he was born up until 1996 when the Federal Government provided him with a house in Sokoto, the State Capital, after realizing that he had no other house of his own; Convinced that Shehu Shagari had a distinguished unblemished public service record spanning over a period of 30 years; that he was forthright, a nation builder, a distinguished statesman that contributed greatly to the growth and development of democracy in Nigeria; Further notes that Shagari s death is a grave loss not only to his immediate family, to my constituents in Sokoto South Senatorial district, to the people of Sokoto State, but also to the entire Nigerian people,

172 Thursday, 17 th January, 2019 70 Accordingly resolves to: i. Observe a minute silence in his honour1; ii. iii. Send a high powered delegation of this hallowed Chamber to condole with the family of the deceased as well as the people and Government of Sokoto State; and Urge the Federal Government of Nigeria to immortalize Alhaji Shehu Usman Aliyu Shagari by naming a National Monument after him. PRESENTATION AND CONSIDERATION OF REPORTS 1. Report of the Committee on INEC Screening of Elder Monday Udo Tom for Confirmation of Appointment as Resident Electoral Commissioner Sen. Suleiman Nazif (Bauchi North) -That the Senate do receive and consider the report of the Committee on INEC on the Screening of Elder Monday Udo Tom for Confirmation of Appointment as Resident Electoral Commissioner. 2. Report of the Committee on Works Screening of Engr. Chidi Kennedy Izuwah as Director-General (ICRC) Sen. Kabiru Gaya (Kano South) -That the Senate do receive the report of the Committee on Works on the Screening of Engr. Chidi Kennedy Izuwah as Director-General of the Infrastructure Concession Regulatory Commission (ICRC). 3. Report of the Committee on Diaspora and Non-Governmental Organizations Sen. Rose O. Oko (Cross River North) - That the Senate do receive and consider the report of the Committee on Diaspora and Non-Governmental Organizations on the Confirmation of the Nomination of Honourable Abike Dabiri- Erewa for Appointment as Chairman/ Chief Executive Officer of Nigerian Diaspora Commission. 4.
