PUBUC SAFETY COMMITTEE BOARD ACTION REQUEST June 1, 2016 DATE AGENDA ITEM NUMBER AGENDA ITEM TOWNSHIP MANAGER Police 2016 Sergeants Test None RECOMMENDED BOARD ACTION Motion to authorize up to $25,000 from Contingency Funds to cover the cost of the 2016 Sergeant's Test. COMMENTS Chief Kelly and Lt. Hochwind are in the DROP and will retire effective April 1, 2017. In addition, Deputy Chief Livingood is in the DROP and will retire effective February 1, 2018. With approval of the Board of Commissioners and the Civil Service Commission, an examination process for the position of Sergeant will take place during the month of October 2016. However, the funding for this examination process must be allocated from the Contingency Fund which was decided during the 2016 budgetary process. Costs for the written and oral examinations will be held to $25,000.00 or less. Final costs will be determined by the actual number of officers who take the written and oral portions of the test. The Civil Service Eligibility List will be certified for one year with the option to extend the list for an additional one year period.

TOWNSHIP OF ABINGTON MONTGOMERY COUNTY, PENNSYLVANIA ORDINANCE NO. 2119 AN ORDINANCE AMENDING CHAPTER 156 - "VEHICLES AND TRAFFIC," ARTICLE II - "TRAFFIC REGULATIONS" SECTION 14 - "STOP INTERSECTIONS" ARTICLE III- "PARKING REGULATIONS" SECTION 25- "PARKING PROHIBITED AT ALL TIMES; NO PARKING BETWEEN SIGNS; NO PARKING HERE TO CORNER; PARKING PROHIBITED EXCEPT CERTAIN HOURS; NO STOPPING OR STANDING" WHEREAS, the Township of Abington is a Township of the First Class, duly organized and existing pursuant to the applicable laws of the Commonwealth of Pennsylvania; and WHEREAS, pursuant to section 1502.44 of the First Class Township Code of the Commonwealth of Pennsylvania, 53 P.S. 56544, the Board of Commissioners has the authority to enact and amend provisions of the Abington Township Code ("Code") at any time it deems necessary for the health, safety, morals, general welfare, cleanliness, beauty, convenience and comfort of the Township and the inhabitants thereof; and WHEREAS, pursuant to section 1502.10 of the First Class Township Code of the Commonwealth of Pennsylvania, 53 P.S. 56510, the Board of Commissioners has the authority to take all needful means for securing the safety of persons or property within the Township; and WHEREAS, pursuant to section 1502.49 of the First Class Township Code of the Commonwealth of Pennsylvania, 53 P.S. 56549, the Board of Commissioners has the authority to regulate parking; and WHEREAS, the Board of Commissioners of the Township of Abington has determined that Chapter 156- "Vehicles and Traffic," Article II- "Traffic Regulations," Section 14 "Stop Intersections" and Article III - "Parking Regulations," and Section 25 "Parking Prohibited At

All Times; No Parking Between Signs; No Parking Here To Comer; Parking Prohibited Except Certain Hours; No Stopping Or Standing" should be amended for the health, safety, morals, general welfare, cleanliness, beauty, convenience and comfort of the Township and the inhabitants thereof. NOW, THEREFORE, the Board of Commissioners of the Township of Abington does hereby ENACT and ORDAIN as follows: 1. Chapter 156 - "Vehicles and Traffic," Article II - "Traffic Regulations," Section 14 - "Stop Intersections," shall be amended to add the following restrictions: Stop Sign On Direction of Travel At Intersection Of Rockwell Road Both Rubicam A venue 2. Chapter 156 - "Vehicles and Traffic," Article III, "Parking Regulations," Section 25 - "Parking Prohibited At All Times; No Parking Between Signs; No Parking Here To Comer; Parking Prohibited Except Certain Hours," shall be amended to add the following restrictions: Name of Highway Hamilton A venue Side South Location from 2210 Hamilton A venue to the railroad bridge 3. All other ordinances, portions of ordinances, or any section of the Code inconsistent with this Ordinance are hereby repealed.

TOWNSHIP OF ABINGTON MONTGOMERY COUNTY, PENNSYLVANIA ORDINANCE NO. 2120 AN ORDINANCE AMENDING CHAPTER 156 - "VEHICLES AND TRAFFIC," ARTICLE II - "TRAFFIC REGULATIONS" SECTION 9 - "ONE-WAY HIGHWAYS ESTABLISHED" SECTION 9.1 - "DO-NOT-ENTER SIGNS" SECTION 14 - "STOP INTERSECTIONS," AND ARTICLE IU- "PARKING REGULATIONS" SECTION 25 - "PARKING PROHIBITED AT ALL TIMES; NO PARKING BETWEEN SIGNS; NO PARKING HERE TO CORNER; PARKING PROHIBITED EXCEPT CERTAIN HOURS; NO STOPPING OR STANDING" SECTION 28 - "SPECIAL PURPOSE PARKING ZONES" WHEREAS, the Township of Abington is a Township of the First Class, duly organized and existing pursuant to the applicable laws of the Commonwealth of Pennsylvania; and WHEREAS, pursuant to section 1502.44 of the First Class Township Code of the Commonwealth of Pennsylvania, 53 P.S. 56544, the Board of Commissioners has the authority to enact and amend provisions of the Abington Township Code ("Code") at any time it deems necessary for the health, safety, morals, general welfare, cleanliness, beauty, convenience and comfort of the Township and the inhabitants thereof; and WHEREAS, pursuant to section 1502.10 of the First Class Township Code of the Commonwealth of Pennsylvania, 53 P.S. 56510, the Board of Commissioners has the authority to take all needful means for securing the safety of persons or property within the Township; and WHEREAS, pursuant to section 1502.49 of the First Class Township Code of the Commonwealth of Pennsylvania, 53 P.S. 56549, the Board of Commissioners has the authority to regulate parking; and WHEREAS, the Board of Commissioners of the Township of Abington has determined that Chapter 156 - "Vehicles and Traffic," Article II- "Traffic Regulations," Sections 9 "One-

Way Highways Established," Section 9.1 "Do-Not-Enter Signs," and 14 "Stop Intersections," and Article III - "Parking Regulations," Sections 25 "Parking Prohibited At All Times; No Parking Between Signs; No Parking Here To Comer; Parking Prohibited Except Certain Hours; No Stopping Or Standing" and 28 "Special Purpose Parking Zones," should be amended for the health, safety, morals, general welfare, cleanliness, beauty, convenience and comfort of the Township and the inhabitants thereof. NOW, THEREFORE, the Board of Commissioners of the Township of Abington does hereby ENACT and ORDAIN as follows: 1. Chapter 156 - "Vehicles and Traffic," Article II - "Traffic Regulations," Section 9 - "One-Way Highways Established," shall be amended to add the following restriction: Name of Highway Direction Of Travel Limits Hilltop Road East From the west side of the driveway for the Jenkintown Day Nursery driveway to the intersection with Baeder Road. 2. Chapter 156- "Vehicles and Traffic," Article II- "Traffic Regulations," Section 9.1 - "Do-Not-Enter Signs," shall be amended to add the following restriction: Name of Highway Location; Hours Hilltop Road On the north and south side of Hilltop Road, two feet west of the driveway to Jenkintown Day Nursery.

3. Chapter 156 - "Vehicles and Traffic," Article II - "Traffic Regulations," Section 14 - "Stop Intersections," shall be amended to add the following restrictions: Stop Sign On Direction of Travel At Intersection Of Bishop A venue North Grisdale A venue Clarke Road South Grisdale A venue Zachery A venue South Grisdale A venue 4. Chapter 156- "Vehicles and Traffic," Article III, "Parking Regulations," Section 25 - "Parking Prohibited At All Times; No Parking Between Signs; No Parking Here To Corner; Parking Prohibited Except Certain Hours," shall be amended to add the following restrictions: Name of Highway Montgomery A venue Old Welsh Road Side North North Location 30 feet west of the intersection of Cedar Road Between the entrance (east) and exit (west) of the parking lot of Overlook School 5. Chapter 156 - "Vehicles and Traffic," Article III, "Parking Regulations," Section 28 - "Special Purpose Parking Zones," shall be amended to add the following restriction: Name of Highway Avondale A venue Authorized Purpose of Vehicle Handicapped Parking Location In front of 2422 Avondale A venue

6. All other ordinances, portions of ordinances, or any section of the Code inconsistent with this Ordinance are hereby repealed. 7.
