Carroll County Fiscal Court Minutes August 30, 2013 The regular meeting of the Carroll County Fiscal Court was held on August 30, 2013. Members present were Judge/Executive Harold Shorty Tomlinson, Magistrate Floyd Bowling, Magistrate Dean Miller and Magistrate Mark Bates. Judge Tomlinson called the meeting to order at 9:00 a.m., observing a moment of silence for our servicemen and women overseas and those less fortunate. Approve Minutes Magistrate Bates made a motion to approve the Minutes of the August 13 meeting. Magistrate Bowling 2 nd. All in favor. Motion carries. Budget Transfers Magistrate Bowling made a motion to approve the attached budget transfers. Magistrate Miller 2 nd. All in favor. Motion carries. Invoice Approval Magistrate Miller made a motion to approve the attached invoices. Magistrate Bowling 2 nd. All in favor. Motion carries. Financial Statement The financial statement was received by all court members. Governor s Mansion 100 th Anniversary In celebration of the 100 th anniversary of the KY Governor s Mansion, non profit organizations are asked if they would be interested in making a contribution which will purchase chairs that will be displayed throughout the mansion. State Property Transfer Judge Tomlinson will be signing the deed on the new county road garage today at 11 a.m. Certify Tax Rates Magistrate Miller made a motion to certify the attached tax rates. Magistrate Bates 2 nd. All in favor. Motion carries. Project Updates Locust Bridge on Hwy 36 has now reopened. Work continuing on offices inside the courthouse. Magistrate Bowling made a motion to approve roof work to be completed on the remaining section of the courthouse roof. Magistrate Miller 2 nd. All in favor. Motion carries. Judge Tomlinson will be conducting a walk through on the Park to Park Trail at 1 pm today. Buffalo Creek Bridge is now complete and open to normal traffic now. Streetscape Project still has issues to address with sections of sidewalk and some shrubs. Local Issues Conference/NADO Judge Tomlinson updated the court on the Local Issues Conference and the NADO conference he recently attended. College Update The architectural firm EOP Architects from Lexington has been selected for the project.
Surplus Property Magistrate Miller made a motion to declare the attached lists from the Clerk, Sheriff and Road Departments as surplus property. Magistrate Mates 2 nd. All in favor. Motion carries. Sheriff Excess Fees The Sheriff turned over excess fees to the court in the amount of $3,164.71. County Road Report All roads that had been scheduled for resurfacing this year have been completed. Patching continues at this time. Striping is needed for a section of roadway between Kroger and Earl Floyd Ford. State Road Report Mowing is unsatisfactory on state roads again this year. Rural Secondary Roads are not yet complete. County Judge Comments The closeout on the Defibrillator Grant has been received. Business Expo will be held at General Butler State Resort Park on September 25 from 1 7 p.m. NKADD Annual meeting will be held at KY Speedway on September 26 at 11:30 a.m. The recent town hall meeting with Congressman Massie was very informative and well attended. Bob Yoder will represent Carroll County on the Workforce Development Board. Executive Session Magistrate Bates made a motion to enter into executive session for the purpose of discussing possible litigation. Magistrate Bowling 2 nd. All in favor. Motion carries.
