Request by Councilmember Mirisch for City Council Review of the Planning Commission s Decision Approving Modifications to a Previously Approved Mixed-Use Project on the Property Located at 9200 Wilshire Boulevard On October 12, 2017, the Planning Commission approved modifications to Vesting Tentative Tract Map No. 63078 and modifications to a Planned Development to allow construction of a mixed-use project on the property located at 9200 Wilshire Boulevard. Councilmember Mirisch has requested that this item be placed on the agenda for possible call up. Assistant Director of Community Development/City Planner Ryan Gohlich presented a historical background then compared the original September 2007 approved project plan to the current modified plan, which was conditionally approved by the Planning Commission (PC). 1. Thomas White PC Chair Lori Greene Gordon spoke on behalf of the PC and expressed her support for the final decision. Councilmember Mirisch spoke on his reasons for requesting for the item to be included on the agenda and read his response to letters written by Ms. Magali Bergher and Ms. Allyson Wittner. City Attorney Laurence Wiener spoke on the existing entitlements and explained the call up guidelines. Council agreed to not order a review of the PC s decision. 2. Request to Approve Use of The Wallis and Costs for a January 21, 2018 Gospel Concert The North Homeowners Association and the Municipal League of Beverly Hills have requested City sponsorship for a gospel concert in coordination with the Faithful Central Bible Church to mark the 25th anniversary of a similar concert that was held following the 1992 riots. Public Information Manager Therese Kosterman presented the request and played a video clip of the original concert. She pointed out that the free concert will commemorate the 25th anniversary of the original event. Former Beverly Hills Mayor Robert Tanenbaum spoke on the original concert which he co produced. He spoke on the financial impacts and indicated that outreach for financial support has not been done. 1. Thomas White, Municipal League of Beverly Hills Councilmember Friedman, Councilmember Mirisch and Vice Mayor Gold expressed their concerns regarding the fiscal impact. Councilmember Friedman suggested finding cc-
Page 3 of 5 sponsorships and for preference to be given to residents. City Clerk Byron Pope spoke on the discussions with the Wallis regarding production requirements. Council unanimously approved the item. 3. Architectural Commission Interview Panel Report Transmits the interview panel s appointment recommendation for the Architectural Commission. Assistant City Clerk Lourdes Sy-Rodriguez presented the recommendation of the Architectural Commission (AC) Interview Panel composed of Councilmember Friedman, Councilmember Wunderlich, AC Chair Michelle Kaye and Vice Chair Sheri Hirschfeld to appoint James Matson. Ad Hoc Liaisons Councilmember Friedman and Councilmember Wunderlich each spoke in support of the decision. Council unanimously approved the request. 4. Request from Luxe Rodeo Drive Hotel for Continuation of Expanded Valet Parking Services to January 2018 and Waiver of Permit and Other Associated Fees Staff seeks City Council direction regarding the parameters of any expanded valet parking services and waiver of fees. Assistant Director of Public Works/Parking and Operations Chad Lynn provided a brief background and presented statistics from the expansion of the valet parking services during the summer Businesses Open Later Days (BOLD) program. He spoke on the financial impacts and presented staff recommendations. President at Brand Enhance Parking & Hospitality (Valet Operator) Bobby Kuhns, spoke on the financial impacts to their operations. Luxe Hotel Rodeo Drive Regional General Manager Adam Sydenham spoke on the Luxe Hotel s reasons for supporting the expansion. Council unanimously approved the recommendation to extend the expanded valet operations through January 2, 2018 for the City s holiday BOLD program. 5. Community Choice Aggregation Staff will provide responses to the City Council s questions from the June 29, 2017, Study Session and seeks direction from the City Council as to whether to join the Los Angeles Community Choice Clean Energy (LACCE) County-wide CCA. Director of Public Works Shana Epstein provided an update on the Public Works Commission s (PWC) and PWC Liaison Committee s discussions on joining Los Angeles Community Choice Energy (LACCE). She introduced Environmental Compliance and Sustainability Programs Manager Josette Descalzo who discussed the risks and benefits of joining LACCE, responded to Council s questions and concerns from the June 29, 2017 study session meeting, then spoke on the next steps. 1. Page 4 of 5 PWC Chair Jeff Wolfe spoke on the PWC s guiding principle during the decision process. PWC Ad Hoc Liaisons Councilmember Wunderlich and Vice Mayor Gold each spoke on their final votes. LACCE Chief Sustainablity Officer Gary Gero and LACCE Interim Director Bill Carnahan each responded to Council questions. Council approved the recommendation to join the LACCE. B ADDITIONAL ITEMS TO CONSIDER (TIME PERMITTING) None C - INFORMATION 6. Amendment to the Beverly Hills Chamber of Commerce and Civic Association s Work Plan for Outreach for Holiday B.O.LD. Programming This item is to inform Council that staff will execute an amendment for the Chamber of Commerce s FY 2017-18 work plan and funding agreement for $7,850 for outreach for Beverly Hills Open Later Days (B.O.L.D.) holiday programming. 7. Holiday Lighting Ceremony and Decor Update An update is provided on the Holiday Lighting Ceremony as well as holiday decor. 8. Treasurer s Report for Quarter Ended September 30, 2017 This is the Quarterly Treasurer s Report on the City s Investment Report. 9. Beverly Hills Municipal League Room Rental A room rental fee waiver for the Beverly Hills Municipal League under the City Manager s authority to waive fees up to $1,000. 10. Music Mends Minds New AdultlSenior Adult Program Information on the tn-efforts of the City, the Beverly Hills Rotary Club and Music Mends Minds to provide a new class offering.
