The Public Announcement was read and the Pledge of Allegiance recited. In accordance with the provisions of the New Jersey Open Public Meetings Law, the notice of this Regular Meeting held Wednesday, November 28, 2018 has met the requirements of the law by being published in The Record as part of the Annual Notice, posted on the bulletin board of the lobby in the Borough Hall and a copy filed in the office of the Borough Clerk. Council President Vicki Frankel wished to announce Mayor Tomasko was inducted into the New Jersey League of Municipalities Mayors Hall of Fame on November 14, 2018 during the 103 rd Annual League Conference. The Mayor was inducted at the Gold Level in recognition of his 20 years of mayoral service. Attended Governors Shared Services Symposium in Madison, NJ information available. Attended State Senator Sweeney s Path to Progress symposium at Bergen Community College focused on economies of pension, health benefits and merging school districts report available. The passing of two long time Alpine residents is noted: Joe Donegan and Alex Yuelys Mary Ellen Snow will be honored by the Junior League of Bergen County Saturday December 1, 2018 at their annual Festival of Trees fundraiser hosed at Alpine Country Club from 7pm 11 pm. They Mayor plans to attend. Details are available. REPORTS OF THE STANDING COMMITTEES Administration Department No report. Building Department Councilman Halbreich reported 49 scheduled inspections, 5 tree permits, 1 soil moving application, and 4 zoning review applications. Balance of report is on file. Department of Public Works Councilman Frankel advised the report is on file. Mayor Tomasko noted the early winter storm delayed leaf pickup. Fire Department Councilwoman Gerstein advised statistics are available for review. Resolution #183:11 2018: Approval of Firefighter Samuel L. Messer for membership as a firefighter in the Alpine Fire Department was previously adopted on June 27, 2018; and WHEREAS, reaffirmation of approval is necessary to process his application with the N.J. State Firemen s Association; NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Alpine to approve the application for Samuel L. Messer for Membership as a Firefighter in the Alpine Volunteer Fire Department. Police Department Councilwoman Frankel reported 20 summonses were issued in October, 4 motor vehicle accidents with 1 injury. The rest of the report is on file. Resolution #184:11 2018: Accepting the Reports of the Standing Committees November 28, 2018 to accept the reports of the Standing Committees. Vote: Ayes: V. Frankel, Cacouris, Gerstein, Halbreich A. Frankel, Shadek MOTION APPROVED BOARD OF EDUCATION LIAISON S REPORT Councilman Shadek reported the Winter Concert will be Thursday, December 13 at 7 PM As noted on the school website Alpine School is ranked 1 st in Bergen County and 5 th in NJ for middle schools. BOROUGH ATTORNEY S REPORT No report. BOROUGH ENGINEER S REPORT Mr. Frenzel advised despite several delays due to weather Litchfield Way paving was finally completed. Council praised the work. UNFINISHED BUSINESS - none NEW BUSINESS CONSENT AGENDA RESOLUTIONS Resolutions #185:11 2018 - #190:11 2018 Councilmen Cacouris and Shadek recuse from Items 1a & 1b as they were absent. Regarding appointments Mayor Tomasko noted 8 interviews were conducted based on qualified resumes received. Councilman Halbreich concurred they are recommending two great candidates as noted in the resolutions. 1. At this meeting of the Mayor and Council of the Borough of Alpine held on Wednesday, November 28, 2018 WHEREAS, the Borough of Alpine advertised for bids for a curbside recycling contract in the Star Ledger and The Record on October 30, 2018 and posted same on the Borough website from October 30, 2018 November 15, 2018 and WHEREAS, bids were opened November 15, 2018 at 10 AM at the Borough Hall, 100 Church Street, Alpine, NJ 07620 and the Borough of Alpine received one bid: Company / City, State Buldo Carting, Inc. River Vale, NJ Option 1: 62,400/yr 187,200 3 yr Option 2: 85,800/yr 255,000 3 yr WHEREAS, the bid(s) were reviewed by the Borough Attorney; and WHEREAS, Buldo Carting, Inc. of River Vale, NJ as sole bidder is the lowest responsible bidder for the curbside recycling contract. NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Alpine that a contract be awarded to: Buldo Carting, Inc. of River Vale, NJ for Option 1 being $62,400 per year for 3 years at a total contract price of $187,200 with an option to renew for two (2) additional one (1) year periods to commence January 1, 2019 in accordance with the terms of the bid specifications and Borough ordinances. BE IT FURTHER RESOLVED, that the Chief Financial Officer has certified, in accordance with N.J.A.C. 5:30 14.5 that sufficient legally appropriated funds will be available for this purpose subject to appropriation of adequate funds as may be required in the Temporary Budget and Adopted Municipal Budget for the years as cited in the contract. BE IT FURTHER RESOLVED, that the Mayor and Borough Clerk are authorized to execute a contract in a form as approved by the Borough Attorney. 4. Resolution #188:11 2018: Appointment Fire Protection Subcode Official / Inspector State of New Jersey held on November 28, 2018 WHEREAS, the current Fire Protection Subcode Official has tendered his resignation effective December 31, 2018; WHEREAS, funds for the position of Fire Protection Sub Code Official are provided by Ordinance, NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Council hereby appoint Michael Sartori to a four-year term as Fire Protection Subcode Official and Inspector for the Borough of Alpine pursuant to Section 52:27D-126 and 126.1 of the Uniform Construction Code Act at an annual salary of $19,000.00 (inclusive of Plumbing Subcode Official and Inspector) effective January 1, 2019, and BE IT FURTHER RESOLVED, that this appointment is subject to approval by the Department of Community Affairs and that a copy of this resolution is to be forwarded to the NJ Department of Community Affairs, Division of Codes and Standards, Office of Regulatory Affairs PO Box 818, Trenton, NJ 08625-0818 for that purpose.

WHEREAS, the current Fire Official/Inspector has tendered his resignation effective December 31, 2018; WHEREAS, funds for the position of Fire Official are provided by Ordinance, and WHEREAS, the Chief of the Alpine Fire Department has recommended Peter J. DeVries NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Council hereby appoint Peter J. DeVries to a two-year term as Fire Official for the Borough of Alpine pursuant to Section 52:27D- 192 et seq. of the Uniform Fire Safety Act and Borough Code Chapter 119 Fire Prevention at an annual salary of $3,650 effective January 1, 2019, and BE IT FURTHER RESOLVED, that this appointment is subject to approval by the Department of Community Affairs and that a copy of this resolution is to be forwarded to the NJS Division of Fire Safety, P.O. Box 809, Trenton, NJ 08625 for that purpose. 6. Resolution #190:11 2018: Appointment Plumbing Subcode Official / Inspector State of New Jersey held on November 28, 2018 WHEREAS, the current Plumbing Subcode Official has tendered his resignation effective December 31, 2018; WHEREAS, funds for the position of Plumbing Sub Code Official are provided by Ordinance, NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Council hereby appoint Michael Sartori to a four-year term as Plumbing Subcode Official and Plumbing Inspector for the Borough of Alpine pursuant to Section 52:27D-126 of the Uniform Construction Code Act at a prorated annual salary of $19,000.00 (inclusive of Fire Protection Subcode Official / Inspector) effective January 1, 2019, and BE IT FURTHER RESOLVED, that this appointment is subject to approval by the Department of Community Affairs and that a copy of this resolution is to be forwarded to the NJ Department of Community Affairs, Division of Codes and Standards, Office of Regulatory Affairs PO Box 818, Trenton, NJ 08625-0818 for that purpose. End of Consent Agenda Governing Body Acknowledgment of State Best Practices Inventory The Best Practices Inventory was certified by the Chief Administrative and Chief Financial Officers and submitted November 9, 2018, prior to the November 12, 2018 deadline. The Mayor met with Borough Officials on November 6 th to review the BPI questions and responses. This year s inventory reflected an expanded focus with a total of 61 questions, an increase from last year which was 25. At the time of submission there were 54 yes, not applicable or prospective responses. This score should result in no penalty or withholding of Property Tax relief (CMPTRA) and Energy Tax Receipts (ETR) based on the rubric provided in Local Finance Notice 2018-26. The entire report with questions and answers is available for review.

Attorney Huntington also reviewed the letter. Resolution #191:11 2018: Letter to United Methodist Church OFFERED BY: Councilman Halbreich SECONDED BY: Councilman Cacouris State of New Jersey held on November 28, 2018 Authorizing the Municipal Clerk to send a letter to the administration of the United Methodist Church expressing the governing body s unanimous hope that the Alpine Community Church, our town s only religious edifice and most significant historic structure, will continue to be used as a House of Worship, its highest and best use.
