ROLL CALL Present: Excused: Cross, Derezinski, Engle, Hughes, Mahoney, Nash, Sabo, Scolnik, Wilkins None APPROVAL OF MINUTES Moved by Hughes, seconded by Cross, to approve the minutes of the November 21, 2013, Transportation meeting. INFORMATIONAL ITEMS Moved by Sabo, seconded by Nash, to accept and place on file the Informational Items. PRESENTATION Information on the new transit center downtown was presented by Mr. Steve English, Project Manager with URS. The project is in the preliminary stages and as more information is available, it will be brought to the Transportation Committee. Also attending the meeting were Jonathan Fahling, Project Architect with URS, and Cheryl Marion, Construction Manager with Fishbeck, Thompson, Carr & Huber, Inc. The target date for substantial completion is the end of September 2014. Alternate sites are being reviewed for buses during construction. PUBLIC COMMENT (on an agenda item) Page 1 of 3

Transportation Committee January 23, 2014 ACTION ITEMS TR14/01-01 Approval of a Contract between the County and Prein & Newhof for Professional Engineering Services Related to the Design and Bidding a New Consolidated Rental Car Service Facility Airport recommends, moved by Derezinski, seconded by Hughes, to approve a contract between Prein & Newhof and the County, in the amount of $20,000, to provide professional engineering services related to the design and bidding of a new consolidated Rental Car Service Facility at the Airport, to be funded entirely by accrued Customer Facility Charge funds. TR14/01-02 Approval of an Airport Access Agreement between the County and Paradigm Jet Management, Inc. Airport recommends, moved by Sabo, seconded by Mahoney, to approve an Airport Access Agreement between the County and Paradigm Jet Management, Inc., providing annual revenue to the Airport in the amount of $31,687.08 per year. OLD BUSINESS Commissioner Derezinski asked if the success of the Laughlin, Nevada charters is raising interest in getting charters to Florida. Marty Piette said that is the hope and we are working to get charters to other destinations. Commissioner Sabo asked if when flights are cancelled at the Airport if we are still paying for contracted services. Marty Piette said that the only possibility would be for ARFF services, but we are to notify Norton Shores not to staff the fire station if we know in advance that the flight is cancelled. Commissioner Wilkins asked Marty Piette to explain the passenger numbers on the December operations report. Marty Piette pointed out that although passenger numbers for December were nearly flat, 12 inbound United flights were cancelled because of severe winter weather. Because of the unprecedented number of cancellations, passenger numbers would have been down about 10-12% without the charter flight to Riverside Resort in Laughlin, NV, which carries 159 passengers. Commissioner Sabo stated that he had an acquaintance whose flight to Muskegon was cancelled but was able to be rerouted to Grand Rapids. Commissioner Sabo asked if that was caused by our weather. Marty Piette stated that in most cases, weather cancellations originate because of weather in Chicago, not in Muskegon, and that because Muskegon is served by one of the smallest capacity aircraft in the industry (50-seat CRJ), we tend to see the first cancellations when weather impacts Chicago. ROLL CALL Present: Excused: Cross, Engle, Hughes, Mahoney, Nash, Sabo, Scolnik, Wilkins Derezinski APPROVAL OF MINUTES Moved by Cross, seconded by Mahoney, to approve the minutes of the January 23, 2014, Transportation meeting. PRESENTATION An update on the new downtown transit center was presented by Mr. Steve English, Project Manager with URS. A new layout #10 was presented and discussion ensued. Jonathan Seyferth, Downtown Muskegon Now, and Michael Franczek, City of Muskegon, both support this new design and layout. As they become available, updates on the project will be brought to the Transportation Committee for information and discussion. Transportation Committee February 20, 2014 ACTION ITEMS TR14/02-03 Approval of Transit FY2015 Application for State Assistance Transit recommends, moved by Mahoney, seconded by Hughes, to approve the Muskegon Area Transit System s FY2015 application for $1,617,622 in state operating and capital assistance, to authorize the Resolution of Intent to apply for financial assistance, to name the County Administrator as the Transportation Coordinator, and to publish the public notice. MOTION CARRIED OLD BUSINESS NEW BUSINESS Commissioner Engle presented the Board with a three-year winter season comparison report from the Muskegon County Road Commission. This included a comparison of brine, salt, and sand usage for this season and the two previous seasons. Usage this season far exceeds previous years. Commissioner Engle also mentioned that the Muskegon County Fair Board is seeking sponsors for various events at the County Fair, which will be held July 21-26, 2014. Commissioner Hughes asked if the Convention & Visitors Bureau would have staff and/or information at the new Transit center. Bob Lukens said visitor information will be on display at the center. PRESENTATION Bob Lukens, Community Development Director, gave an update on the new downtown transit center. Progress is moving forward. The design of the building will include greater visibility of buses for passengers, along with added efficiencies and amenities. Input and suggestions have been received by staff and passengers regarding the new center. Discussions are in progress to locate a temporary transit center for 6-10 months to allow quicker construction of the new center. Two options will be brought to a committee meeting in a few weeks for review and discussion. INFORMATIONAL ITEMS Moved by Nash, seconded by Sabo, to accept and place on file the Informational Items. Transportation Committee March 20, 2014 PUBLIC COMMENT (on an agenda item) Ratan Khatri, President of West Michigan Flying Club, encouraged approval of agenda item TR14/03-05, amendment to their current lease agreement. Mr. Khatri gave the audience history of the Club and current activities at the Club. ACTION ITEMS TR14/03-04 Authorization of FY2014 Federal Transit Operating and Capital Applications Transit recommends, moved by Hughes, seconded by Sabo, to authorize the Muskegon Area Transit System to publish the public notice regarding Federal Operating and Capital applications and to authorize staff to execute the electronic grant applications if there is no request for public hearing. TR14/03-05 Approval of Amendment to Agreement for Lease Between the County of Muskegon and the West Michigan Flying Club, Inc. Airport recommends, moved by Scolnik, seconded by Mahoney, to approve an Amendment extending the West Michigan Flying Club s lease for land at the Airport for an additional 10-year term. TR14/03-06 Approval to Design and Bid Taxilane for Aerovision International Airport recommends, moved by Hughes, seconded by Mahoney, to approve the Airport s Engineer, Prein & Newhof, to design and bid a project to construct an access taxilane at the Airport for Aerovision International, in accordance with an Access Agreement approved by the Board of Commissioners in July 2013. TR14/03-07 Authorization to Purchase One Small Bus from Hoekstra Transportation through the State of Michigan MIDEAL Contract Transit recommends, moved by Cross, seconded by Derezinski, to authorize MATS to purchase one (1) small bus from Hoekstra Transportation through the State of Michigan MIDEAL contract for a price not to exceed $100,000, with grant funding to cover 100% of the cost of the purchase. PRESENTATIONS Bob Lukens acknowledged and thanked the Airport maintenance staff for the hard work and long hours spent to keep the airport cleared of snow and open during this harsh winter. Jim Koens gave a site plan update on the new downtown transit center. Progress continues to move forward. More updates will be brought to the Transportation Committee as they are available. Transportation Committee April 17, 2014 ACTION ITEMS TR14/04-08 Approval of 2014 Trolley Route Schedule Transit recommends, moved by Nash, seconded by Cross, to approve operation of a 2014 Trolley Route Program as proposed. TR14/04-09 Approval to Execute Federal and State Grant Offers for FY2014 Capital Improvement Projects Airport recommends, moved by Hughes, seconded by Cross, to approve authorizing the Chair to execute, upon receipt, Federal and State Grant Offers, providing funding for the Airport s FY2014 capital improvement projects, and further authorize the Clerk to execute any necessary resolutions for said Grant Offers. TR14/04-10 Approval to Award Terminal and General Aviation Ramp Rehabilitation Project to Kamminga & Roodvoets, Inc. Airport recommends, moved by Sabo, seconded by Mahoney, to approve awarding the Terminal and General Aviation Ramp Rehabilitation Project to the lowest of 5 bidders, Kamminga & Roodvoets, Inc., in the amount of $1,925,322.10, with the County s 2.5% share of the project to be $48,133.05, and further authorize the Chair to execute a construction contract with Kamminga & Roodvoets, Inc., upon receipt from MDOT Aeronautics. TR14/04-11 Approval to Execute Amendment No. 4 to Prein & Newhof Contract for Construction Phase Engineering Services for Terminal and General Aviation Ramp Rehabilitation Project Airport recommends, moved by Nash, seconded by Cross, to approve, and authorize the Chair to sign, Amendment No. 4, in the amount of $176,000, to a contract dated January 27, 2009, between the County and Prein & Newhof, contingent upon receipt of FY2014 Federal and State Grant Offers, the intent of which is to cover the construction phase engineering services of the second and third phases of an Airport Apron Expansion and Rehabilitation Project, with the County s 2.5% share of the Amendment to be $4,400. TR14/04-12 Approval to Award Aerovision International Taxilane Construction Project to Accurate Excavators Airport recommends, moved by Hughes, seconded by Mahoney, to approve awarding the Aerovision International Taxilane Construction Project to the lowest of four bidders, Accurate Excavators, in the amount of $67,968.50, and further authorize the Chair to execute a construction contract with Accurate Excavators, with Aerovision responsible for 100% of the project cost. Transportation Committee April 17, 2014 TR14/04-13 Approval to Execute Contract with Prein & Newhof for Construction Phase Engineering Services for Aerovision International Taxilane Project Airport recommends, moved by Nash, seconded by Cross, to approve a contract between the County and the Airport s Engineer, Prein & Newhof, in the amount of $8,500 to cover construction phase engineering services related to the construction of a Taxilane between the Airport and Aerovision International, with Aerovision responsible for 100% of the costs. The first couple of trips carried over 30 people to the fairgrounds. They are also in the process of designing a rural route for implementation in the fall. This is a privately funded flight honoring World War II veterans by taking them, with no charge, to Washington D.C. to visit the World War II Memorial and other monuments. This is a day trip for the veterans and will conclude at the Airport with a Hero s Welcome Reception at Executive Air Transport. Transit Systems Manager Jim Koens noted that he recently attended the annual meeting of the Michigan Public Transit Association. At the meeting, the Michigan Department of Transportation recognized the efforts of several transit agencies in providing service to their communities. A plaque was presented to the Muskegon County Board of Commissioners in recognition of 40 years of partnership with MDOT in providing public transportation services. Bob Lukens, Community Development Director, and Jim Koens, Transit Manager, explained the program and gave details. This is a six-month pilot program from November 3, 2014, through May 1, 2015, and consists of four new rural bus routes to White Lake, Montague, Holton, and Ravenna. Intentions are to continue the routes after this period. Changes will be made to the routes, if needed, to improve routes and ridership. The grant received for this pilot program states the program needs to begin in Q1 of FY2015. Discussion ensued.
