TOWN OF COLORADO CITY MEETING NOTICE Notice is hereby given to the members of the Town of Colorado City Planning Commission and to the general public that the Planning Commission will hold a meeting open to the public on Monday, January 7, 2019 at 5:00 p.m. at the Colorado City Town Hall located at 25 South Central Street, Colorado City, Arizona. Town of Colorado City PLANNING COMMISSION MEETING STAFF SUMMARY REPORT January 7, 2019 5:00 p.m. 3. Minutes of Prior Meetings Presented are the minutes of the prior meeting(s) that need to be reviewed and approved by the Commission(s) RECOMMENDATION Motion to approve the minutes of the December 3, 2018 meeting. 4. Public Comment The chairperson of the meeting should outline the rules of comment and the time limit imposed according to the following guidelines: (The Chair may want to invite those wishing to speak to agenda items 5 & 6 Zoning Ordinance and Zoning Map to wait and make their comments during the discussion on those items.) Anyone from the public is invited to make a comment at this time. Please step up to the podium and state your name for the record. There is a standard time limit of three minutes per person. Although we welcome and invite your comments, no discussion or response from the Commission is required and individuals should not expect any. According to State Statutes the only action that may be taken as a result of public comment will be limited to directing staff to study the matter or scheduling the matter for further consideration and decision at a later date. 5. Zoning Ordinance Update Staff Presenter: Vance Barlow, Town Manager Staff has begun the process of going through and replacing the Utah cites with Arizona cites, etc. it is quite an extensive process and will take some time. I have included in the packet the tables of permitted uses in the various proposed zones for review and also quick reference while working on the map. 6. Zoning Map Work Session The Planning Commission will begin work on the proposed zones for the Town of Colorado City in a work session setting. Large maps will be available for the Commissioners to begin tracing on and Google Earth will be up so Commissioners can zoom in and view current uses, etc. A map of the proposed zoning that was done by Mr. Peterson is included in the packet as it may be of some help on some areas. Copies of the General Plan will also be available and are currently available on the web site www.tocc.us it is recommended that the commissioners review the land use maps prior to the meeting. RECOMMENDATION No formal action is required at this time. Item is for discussion and input only 6. Informational Summaries The proposed Bees Market, at the Central Street and AZ 389 intersection is progressing and we anticipate some site plans and beginning the near future we do not have a time line yet. we have looked at some proposed layout and concepts for the Pioneer Court Trailer Park area and are waiting some concept drawings in the near future. There is some zoning impacts with what the land owner wants to do. We have also been approached about some ½ acre lots in the area of Mohave Ave and Hammon Street we hope to have some more detail in the near future, this will also impact the zoning map. Town of Colorado City Planning Commission Minutes 25 South Central Street, Colorado City, Arizona Monday, December 3, 2018 Call to Order The meeting was called to order at 5:00 p.m. by Commissioner Stanley Jessop. Roll Call Commissioners present: Stanley Jessop, Charles Hammon, and Aaron LaCorti. Commissioner Charles Bradshaw excused. Staff Present: Vance Barlow and Louise Stubbs Minutes of Prior Meeting Minutes of November 5, 2018 were presented and considered. Motion by Aaron LaCorti to approve the November 5, 2018 minutes with corrections made. Charles Hammon seconded it. Roll call vote: Stanley Jessop Charles Hammon Aaron LaCorti y y y PUBLIC COMMENTS None ZONING ORDINANCE UPDATE Commissioner Charles Hammon gave an overview of the process that had taken place in Hildale and noted a few minor errors that needed to be corrected in the Colorado City version. He noted that the Hildale City council approved the land use ordinance. He said that many residents of Hildale felt they were overburdened with regulations, when really, they are just not accustomed to it as they have never had them before. It is important to include the public as we go, as these regulations do affect their property. It was noted that the moratorium has been lifted in Hildale. There was some discussion as to how to approach this for Colorado City, if we want to take it line by line, or we could consider adopting most of the document as it is written and pick certain topics to focus on. It was noted that Hildale City generally set aside the General Plan. The General Plan is what guides the decisions we make today on land use applications. There was discussion on the impact of the zones and the desire to protect as much as possible current land uses while considering the long-term vison and development of the Town. The recommendation was to begin working on the map. The consensus was to have a map printed for the January meeting and have a work session to work on the mapping of the proposed zones. It was noted that all approved zones may not be on the initial map but having the zones defined will allow them to be added as the need develops. INFORMATIONAL SUMMARIES Town Manager Vance Barlow reported that himself, Mayor Allred, and Commissioners Jessop, Hammon, and LaCorti attended the APA conference in Flagstaff and received some very good information and made some good contacts. Vance also reported that he and Andrew Barlow had attended a manufactured housing symposium in Scottsdale and it was very informative. The next regular meeting is scheduled for Monday, January 7, 2019.
