Dated: 20.11.2012 To (Closing date 3.00PM on 10 th December, 2012) Subject:- Rate Contract for Printing of Letter Head/ D.O. Letter Heads, Visiting cards, file cover, slip pads and other stationery items for the Ministry of Environment & Forests. Sealed tenders are invited for entering into a rate contract with this Ministry for Printing of Letter Heads, D.O. Letter Heads, Visiting cards, file cover, slip pads and other stationery items as per samples (available with Section Officer, GA Section, MOEF) for the Ministry of Environment & Forests, Paryavaran Bhavan, CGO Complex, Lodhi Road, New Delhi, as per terms and conditions detailed out in the following paragraphs, form interested firms having requisite experience. A. Qualifying Criteria: Only registered and bonafied firms having adequate experience of at least two years in the relevant field of supply of printed Letter Heads, D.O. Letter Heads, Visiting cards, file cover, slip pads and other stationery items to Government Ministries/ Departments /Government Organizations /PSUs /Corporate Sector etc and with a minimum annual turnover of Rs. 15,00,000/-(Rupees fifteen lakhs only) during the last two years may submit bids. He bidder should furnish to this Ministry (i) proof of experience, (ii) turnover certificate and ITR for last two financial years; (iii) Service Tax
registration certificate and (iv) documentary evidence of ownership of the printing press duly authorized by MCD/NDMC as a commercial establishment. A firm having any legal suit/criminal case pending against its proprietor or any of its Directors (in the case of Private Ltd. Company) or having been earlier convicted on grounds of moral turpitude or for violation of laws in force shall no be eligible. B. Material and equipments: The Department shall provide the Bench Mark quality/brand of the material to be used, wherever necessary. C. Settlement of Disputes: In the matter of any disputes between the parties regarding the terms and conditions of the supply of material(printed) and execution thereof, the matter shall be referred to an Arbitrator(s) as may be decided by the Secretary (E&F) for arbitration under the Arbitration & Conciliation Act, 1986. The firm/supplier shall not question the decision of the arbitrator(s) on ground that the Arbitrator(s) is/are government servant(s). The decision of the Arbitrator(s) shall be final and binding on the parties. 2. The brief terms and conditions shall be as follows:- (a) The defective printing material, if found will be replaced by the supplier. However, in case of defective supply of printed material on moral than 3 occasions the contract will be cancelled and security deposit will be forfeited. (b) The earnest money of Rs.10,000/- (Rupees ten thousand only) through a demand draft on any scheduled bank in Delhi/New Delhi drawn in favors of Pay and Accounts Officer, Ministry of Environment & Forests, Government of India, New Delhi must accompany the Bid document. Tenders received without earnest money will not be considered. (c) TDS and other taxes as applicable will be deducted form each bill. The documents as per the prevailing laws shall be submitted in time like sale tax, PF, ESI etc. (d) The security deposit of Rs.1,00,000/-(Rupees one lakh only) will be deposited by successful bidders within 15 days of award of the contract.
(e) The ordered printed material has to be supplied in time as per the specifications. Any deviation will be considered as breach of contract and will be dealt accordingly. (f) The MOEF has all the right to reject/accept any/ all the tender(s) without assigning any reason. (g) Tender application without complete documents/ information shall not be considered. (h) No negotiation will be undertaken with any bidder except lowest qualified bidder. (i) Failure by the contractor/ firm to comply with any statutory requirements and terms of agreement during the period of contract shall result in termination of contract and subsequent disqualification for participation in any future tender in the Ministry. The security deposit will also be forfeited. D. Tendering Process: The bidder may submit all requisite documents mentioned in the qualifying criteria and the price bid in the prescribed proforma in a sealed cover addressed to the undersigned and drop the sealed cover in the tender box kept in the GA Section by 3.00PM on 10 th December, 2012. The sealed envelop should be super scribed as Tender for printed stationery. Incomplete bid document will be rejected. The bids will be opened at 4.00 PM on 10.12.2012 in room No.707, Paryavaran Bhavan, CGO Complex, Lodhi Road, New Delhi. If, for any reason, the bids are not opened on 10.12.2012, the date of opening of the bids shall be intimated to the bidders by telephone and registered post. Bidders are advised to mention their office telephone number and cellphone number on the envelop. Financial Bids submitted in any other format will be summarily rejected. Late submission of tenders will not be accepted. Ministry of Environment & Forests reserves the right to reject any or all quotations. E. The bid should be valid for a period of ninety days from the date of opening of the bids. F. The period of rate contract shall be one year initially extendable by one more year subject to satisfactory performance by the successful bidder and subject to mutual consent.
G. All rates should be quoted exclusive of Service Tax/VAT. NOTE: The tenderer should sing and stamp each page of this tender document as a token of having read and understood the terms and conditions herein and submit the same along with the bid. No photograph of this tender document would be accepted.
