Pledge of Allegiance was done. Selectman Devine asked the Board to review the minutes of Monday, December 21, 2015. Motion by Selectman Tombarello to accept the minutes of Monday, December 21, 2015 as written. Seconded by Selectman Treanor. In Favor, Selectman Tombarello, Selectman Devine, Selectman Goldman, Selectman Treanor and Selectwoman Buco. Motion passes unanimously. PUBLIC COMMENT Lynne said the Budget Committee s Public Hearing is Tuesday, January 12 th at 6pm and the snow date is Wednesday, January 13 th at 6pm and a continuance date of January 19 th if needed. Lynne said this is a meeting that they will review the warrant articles and make [1] January 4, 2016

Lynne also listed all of the open positions on the ballot this year and said that the filling period is from Jan 20 29 th and the office will be open from 3-5pm on the 29 th. Motion by Selectman Tombarello to go into non-public session under RSA 91A:3II (b) hiring Seconded by Selectwoman Buco Roll Call, Selectman Tombarello yes, Selectman Devine yes, Selectman Goldman yes, Selectman Treanor yes and Selectwoman Buco yes. Motion passes unanimously Motion by Selectman Tombarello to hire Nathan Tallow to tape meetings for the Cable Board in the amount of 12.00 pending Criminal Background check. Seconded by Terry. In Favor, Selectman Tombarello, Selectman Devine, Selectman Goldman, Selectman Treanor and Selectwoman Buco. Motion passes unanimously Further discussion on 2016 Proposed Warrant Articles Lynne said they have received all of the expected Warrant Articles except for Petitioned Warrant Articles. Paula handed additional information to the Board in regards to the Library Warrant Articles. Lynne said the final number for Warrant Article 2 will be coming once the budgt is finalized. Special Article A Highway Block Grant for $156,639.00 Motion by Selectman Tombarello for the BOS to recommend this article. Seconded by Selectman Goldman Special Article B OHD Trust Fund for $7,000.00 Motion by Selectwoman Buco for the BOS to recommend this article. [2] January 4, 2016

Selectman Tombarello asked about the cost of $6,000.00, and Tina Owens said this is for the utilities during that time and the salary for 2 staff people. Diana True, Tina Owens, Peter Stock, Adriane Scora from the library came to the table for this discussion. Selectman Tombarello feels it is not necessary to open an additional day and needs to be sold on this as a taxpayer. Tina Owens said she has been in the business for over 30 years [3] January 4, 2016

She said the average amount of daily traffic is 200 plus a day. Tina said they have added programs as well which drives the traffic up. Tina said the request to being open on Fridays is the second most request only to additional more supplies in the library. She said the Library Trustees have been going back and forth on this themselves and would like to ask the public for their input. Pete Stock said there are several surrounding libraries that are also open on Fridays. Selectman Tombarello asked if Article H doesn t pass, why is Article I null and void? He said if you are looking for a full time position, why not go 40 hours instead of 35. Tina Owens said 35 hours at the Library is full time and the Library Director is full time at 35 hours as well. Tina said it made the most sense for the Assistance Director to take this position the way the hours are allocated and part time vs full time staff. Lynne asked if the Library Director can be moved to 5 additional hours as the benefits are already being paid and Pete Stock said that was a discussion of the Trustees and they feel the Director has enough hours and responsibility so they feel the Assistant Director is the best person for this position. Selectman Goldman asked if the library would be open for 6 hours, and H passes and I doesn t pass would this still be possible, and Diana True said yes, the Director will adjust her hours so she will be available on Friday s. Diana True said the Director or the Assistant Director are always at the library and they feel the Assistant s position should be a full time position. Selectman Goldman said both articles total an additional $25,000.00 and it seems they need both of the articles to pass to do what they want to accomplish. Tina Owens agreed. Adrianne Scora said if they are open on Friday s this would allow for additional programming during this time as well. The hours they are looking at are 2-8pm. Selectman Goldman said he would be in favor of voting for Article H and not Article I. Selectman Tombarello compares this article to the paving article at the Town Hall that didn t pass for the past few years so the BOS decided not to put it on the ballot again this year. Selectman Tomabrello also feels that the residents look at the BOS recommendations and he feels badly voting against this article but he needs to be true to himself. Tina Owens said the Library Trustees could have worked this amount into their budget and cut other areas, but that is not how they wanted to do this. They want to bring it to a warrant article to get the public s opinion. Selectwoman Buco feels the library does a great job with the programs but feels the $25,000.00 is a large increase but feels it should be open at a lower cost. Selectman Devine doesn t understand why the library is closed on Friday s instead of another day. Tina Owens clarifies that the additional day cost is $5,800.00 and not the $25,000.00 that is being discussed. Paul Godin from SSATP is present for this discussion. Paul said the original article amount last year was $2,500.00 but was reduced to $1,000.00 at Deliberative Session because this was not an expendable trust fund. Selectman Tombarello asked why the additional fund is needed. Paul said last year there was a lot of support from the BOS and the Budget Committee and with 5 years of fundraising they raised $6,000.00. They are looking to purchase a vehicle eventually and they may not need that amount of money every year. Selectman Goldman said he is afraid that once a vehicle is purchased then there will be upkeep and maintenance as well for years to come. Paul said he wouldn t be comfortable purchasing a vehicle for less than $15,000.00 as they need a dependable vehicle. He also said there was talk in the beginning about this not costing the town money and he also feels that no one expected them to drive as many people as they do. Selectman Treanor asked if they are looking for a handicapped vehicle and Paul said not handicapped but they are looking at a minivan because it is easier for seniors to get in and out of. Selectman Devine suggested looking into Federal Grants for this purpose. In Favor Selectman Tombarello yes, Selectwoman Buco yes, Selectman Devine yes, Selectman Goldman yes and Selectman Treanor yes. The BOS recommend this article 5-0-0 The Board will now number the articles in the order they would like to go on the ballot. Lynne reminded the Board of the 10% rule which is the total amount of changes cannot exceed 10% of the total budget. Selectman Goldman suggested to number the articles as follows: Warrant Article 1 and 2 will stay as such with Article G becoming Article 3, Article F becoming Article 4, Article A becoming Article 5, Article C becoming Article 6, Article B becoming Article 7, Article C becoming Article 8, Article E becoming Article 9, Article J becoming Article 10, Article H becoming Article 11 and Article I becoming Article 12. Selectman Goldman said he suggested this order because of the dollar amount being largest to smallest and also the articles with the least of discussion being placed first. The consensus of the Board is okay with this order. The Board also decided which Selectman is going to read which articles. It is as follows: Selectwoman Buco will read Articles 3, 4 and 5. Selectman Goldman will read Articles 6, 8 and 9. Selectman Tombarello will read Articles 7, 10 and 11. Selectman Devine will read Articles 2 and 12. [5] January 4, 2016

Lynne said she has not heard from either party on the 2 tax deeded properties. Lynne said if they are deeded and there is anyone living in them then the Town becomes the landlords and they have to follow the eviction laws. She said the recommendation from the attorney is because the arrangements were not met, the last portion of the tax deeding process needs to be redone and send a final letter to both parties. Lynne explains the process and said a notice to quit will given, which is a 7 day notice and if they don t leave they will be taken to court which could take a few more weeks and if they still don t leave then they will be served by the Sheriff s Department. Lynne said due to this process they may need to help the family with the Community Assistance program. The Board agrees that both properties will be deeded and the final notice will be sent regular and certified mail. CORRESPONDENCE Selectman Devine referred to the memo from the TRSB treasurer. Lynne states the Town of Sandown does not have a Facebook page and whatever is being said is not on behalf of the Town. LIAISON REPORT Selectman Tombarello hired new person to tape additional meetings, he also said there will be a Warrant Article from the SSATP and the toilets in the police station are working now. He said Chief Gordon received a bill and feels he shouldn t pay for it and Lynne said the contractor agreed it is not the Town s responsibility. Selectwoman Buco library here for warrant article discussion, and the Budget Committee s Public Hearing is next Tuesday evening at 6pm. She said there were 784 visitors at the dump day after Christmas and the staff there did an outstanding job during that time. Selectman Devine - Fire dept. is meeting tomorrow evening. Selectman Goldman Code Enforcement is good right now and nothing to report on the Conservation Commission. Selectman Treanor meeting with planning and rec this week and next.
