Cathy Mulhall and Dan Chambers offered suggestions for communication with department heads on budget information, preparations, and projections for the 2001 budget process. Several meetings will be set for this purpose. Line item for Court Security Officer Steve Worden to be moved to patrol position while on medical leave. 2. Joe Fields will be placed in Criminal Justice line item to replace Steve Worden. 3. Board authorizes filling vacant corrections position. Board reconvenes for Chelan County Department of Corrections Discussion and action. DISCUSSION County Administrator Cathy Mulhall and Chief Deputy Auditor Dan Chambers spoke with various parties within Chelan County and outside of the county and received support regarding a Chelan County Department of Corrections. Possible areas of concern were addressed: Increase in calls to Commissioner s Office with questions, complaints Inmate worker program/supervision. Sheriff Brickert agreed that the inmate worker program would continue under the Sheriff s Department supervision while outside of facility and under DOC when in facility. Training and Acredidation Civil Service protection The possible areas of concern appear to be resolvable. Douglas County and the City of Wenatchee are also supportive. Chelan County is not in favor of booking restrictions. Yakima County Department of Corrections total budget went up but the cost per prisoner went down. True Partnership and management issues will be the focus not cost. Collective Bargaining Agreements will be honored. Custody Staff will no longer have Civil Service Protection. Sheriff will be able to focus on patrol and public safety. ACTION Board adopt Resolution No. 2001-91 creating the Chelan County Department of Corrections effective July 1, 2001. Board adopt Resolution No. 2001-92 appointing Dick Winn as Interim Department of Corrections Director effective immediately. Consensus of the Board for Chief Jerry Baltzell to receive compensation through the month of July. Formal resolution to be followed on Monday, July 2, 2001.
