CITY OF MONONA Regular Council Meeting January 23, 2012 The Monona, Iowa, City Council met in regular session Monday, January 23, 2012 at 6:00 P.M. at the City Hall. Mayor Passmore presided with Feudner, Martin, Havlicek, Meyer present. Guests Present: Robert Penrod (PeopleService), Joe Dotzler (Library Board), Jim Middendorf (Library Board), Crystal Thurn (Library Board), Mike Donahue (Police Officer), Jym Montgomery, Randee Blietz, Gordon Tustin (The Outlook), Rachel Gull (The Tribune). 1) Approve Consent Agenda Moved by Martin, seconded by Feudner, to approve consent agenda as listed. Carried Unanimously. Meeting Agenda Council Minutes from January 9 th Treasurer/ Budgetary Reports - December Library Report - December Garden View Report - December Little Bulldog Childcare Report - December Utility Billing Reconciliation December/January Liquor License Renewal (Goof Fellas Bar & Grill) 2) Hearing of Delegations None 3) Adopt Resolution Appointing Randee Blietz to Fill Council Vacancy Letters of Interest were received from Jym Montgomery and Randee Blietz requesting an appointment to the city council to fill the position recently vacated by Becky Kruse. Council member Feudner suggested that since both candidates were on the ballot and received votes at the municipal election last November that the candidate with the most votes be appointed. After brief discussion, it was moved by Meyer, seconded by Martin, to Adopt Resolution No. 2012-04 Appointing Randee Blietz to Fill the Council Vacancy. Roll Call Vote: Ayes - Four, Nays - None. Resolution was adopted. Ms. Blietz will take Oath of Office at next council meeting. 4) Proposed FY2013 Library Budget Library board member Joe Dotzler stated that the Library board is requesting an increase in the annual city contribution from $22,054 in prior years to $26,514 for FY2013. It was noted that the Library Fund has not had an increase in revenue from the city since 2005. Mayor Passmore stated that the council would consider the proposed appropriation as part of the General Fund Budget process during the coming weeks. 1
5) PeopleService Monthly Report December Water/Wastewater Reports were reviewed with operator Robert Penrod of PeopleService. Water Operations: Received safe bacteria report for December Altronex made adjustments to PLC at Well No. 3 for old tower alarm Northway Well & Pump installed new 75 H.P. motor, rebuilt pump and new electrical cable as well as replaced leaking check valve and added a discharge Delivered 25 disconnects Wastewater Operations: Impeller on South RAS pump was cleaned PeopleService Safety committee inspected water & wastewater plants 510 South Main sewer checked w/ no back-ups noted in manholes Talked w/ school engineers regarding water/sewer utilities adjacent to proposed building addition New sewer line was installed by property owner s contractor using underground directional boring technique from house at 21044 125 th St. to manhole at East Spruce St. and South Egbert (property will subsequently be annexed into the city) Received letter from DNR commending the city for going ahead with improvements at the Wastewater Treatment Plant (WWTP) although they want a plan of action for addressing lift station capacities and drain collection system Performed required monthly maintenance on water/wastewater systems 6) Police Report Police Officer Mike Donahue distributed police reports and data that were generated through new records system. Mr. Donahue explained the features of the system and how it would greatly reduce amount time needed to prepare required reports. Mike also talked about how the M.P.D. has led NE Iowa drug investigations and his desire to attend Drug Recognition Expert (DRE) Training if selected. Officer Byron Hook would be reporting to work in early February following a 14-month deployment in Afghanistan. 7) Adopt Resolution Approving Annexation of Residential Property Aaron and Jennelle Schroeder previously submitted written request asking that their property at 21044 125 th Street be annexed into the Monona city limits. Notice of Application was sent to Clayton County Board of Supervisors and published in official city newspaper as required per Iowa Code Section 368.7(2). Moved by Feudner, seconded by Havlicek, to Adopt Resolution No. 2012-02 Approving Annexation of Schroeder s residential property. Roll Call Vote: Ayes - Four, Nays - None. Resolution was adopted. Annexation will be completed upon acknowledgement from Iowa Secretary of State that the resolution, legal description and site map had been received and when said documents have been recorded with the Clayton County Recorder. 2
8) Adopt Resolution Approving Tax Compliance Procedures City bond counsel John Danos provided recent IRS Tax Compliance Procedures related to the city s tax exempt bonds as well as an appropriate resolution adopting said document. It was recommended by Mr. Danos that council adopt the resolution to ensure regulatory compliance. Moved by Martin, seconded by Meyer, to Adopt Resolution No. 2012-03 Approving Tax Compliance Procedures Relating to Tax-Exempt Bonds. Roll Call Vote: Ayes - Four, Nays - None. Resolution was adopted. 9) Consider Participation in 2013 NE Iowa Regional Housing Trust Fund (NEIRHTF) Grant Program NEIRHTF assists individuals, community organizations, non-profit and for-profit developers in rehabilitation, repair, and creation of projects that improve the condition of, or contribute to the development of both rental and owner-occupied affordable housing in Allamakee, Clayton, Howard and Winneshiek Counties. Families can receive funding up to $10,000 for roof projects and up to $5,000 for all other rehab projects. In 2011 city of Monona contributed $5,000 towards two (2) local NEIRHTF projects that totaled $16,550. Administrator Canton stated there were adequate funds in the Internal Loan Fund to make the appropriation in 2013. Moved by Feudner, seconded by Martin, to pledge a contribution of $5,000 for the 2013 NEIRHTF Rehab Program. Carried Unanimously. 10) Garden View Assisted Living Facility City administrator Canton confirmed with city bond counsel John Danos that the only provision or requirement related to potential sale of Garden View Assisted Living Facility (GV) is that the city would need to retire any outstanding USDA Debt as part of the real estate sales transaction. Essentially, the city would have to pay off the remaining balance of the USDA Direct Loan as it is not assumable or transferrable to a potential buyer. After comments and discussion it was decided to investigate marketing the facility to obtain the best price. 11) City Council Budget Workshop Slated for January 31 st Tuesday, January 31 st at 5:30 P.M. was confirmed as the meeting date to conduct a City Council Budget Workshop for FY2013. Meeting notice would be posted as required. Mayor/Council/Clerk Notes: Mayor Passmore indicated that the next Monona Chamber & Economic Development (MCED) meeting would be held Thursday, February 9 th at 7:00 A.M. at the MCED office. The annual meeting would be held first with the regular monthly meeting to follow. Regular monthly meetings would continue to be held on the second Thursday of each month at 7:00 A.M. Dan Havlicek agreed to serve on the MCED Board as a voting council representative along with Mayor Passmore. Administrator Canton agreed to continue to attend MCED meetings, however, in an ex officio capacity with no voting authority. James Feudner and Andy Meyer agreed to serve on the Streets Committee. 3
James Feudner and Dan Havlicek agreed to join the Mayor on the Police Committee. New council member Randee Blietz agreed to serve on the Family Aquatic Center. (FAC) Committee. At conclusion of meeting, council member Martin thanked Jym Montgomery for his interest and willingness to serve on the council even though he was not appointed. Mayor Passmore declared meeting adjourned at 6:55 P.M. The next regular council meeting will be held Monday, February 6, 2012 at 6:00 P.M. at City Hall. Daniel A.
