Minutes of the Town of Olds Regular Council Meeting held on Monday, May 12, 2014 at 1 p.m. in the Council Chambers, Olds Town Office. PRESENT ELECTED OFFICIALS: In the Chair Mayor J. ADOPTION OF PREVIOUS MINUTES 4A) Regular Council Meeting Minutes. Moved by Councillor Bearchell, that the minutes from the April 28, 2014 Regular Council meeting be adopted. Motion Carried 14-119 4. PRESENTATION AND DELEGATIONS 5. BUSINESS ARISING OUT OF MINUTES 6. BYLAWS 6A) Bylaw 2014-03 Land Use Amendment. Chairman Dahl declared the Public Hearing for Land Use Amendment Bylaw No. 2014-03 open at 1:03 p.m. Chairman Dahl asked Municipal Planning Intern, Kari Idland to explain the purpose and affect of the proposed bylaw. Municipal Planning Intern, Kari Idland provided that the Town received an application for a redesignation of lands to facilitate development of a multi-unit dwelling. The subject property is a corner lot with an area of 557 m 2 (6000 sq. ft.), with a frontage measuring 15.24 m (50 ft.) and depth of 36.57 m (120 ft.). The site is relatively flat with many mature trees along the north and west property lines. The current development is a Single Detached Dwelling.
Page 2 of 5 Chairman Dahl explained that presentations before Council shall be brief and to the point and limited to five (5) minutes; Council shall not allow cross examination of persons giving information and it will not be necessary for the persons giving information to verify his or her qualifications; Council may ask questions of the speakers after each presentation for clarification purposes; no debating or questions from the floor will be allowed and no written or verbal submissions will be received by Council after the Public Hearing is closed. Chairman Dahl called for a first time for those in support of the proposed Bylaw to come Heather and Jensen Baker came forward; property owners and applicants for the redesignation; spoke in support of their application. Councillor Harper provided comment: property is within the Uptowne Olds Redevelopment Plan, there is a commercial and a residential requirement; asking Council to make changes after a two year process has been completed. Municipal Planning Intern, Kari Idland provided comment on the size of the property and the ability to provide parking; and commented on the vision of mixed use. Councillor Harper commented that she doesn t understand where mixed use residential and commercial does not meet the needs for parking; there is a major commercial development across the street; the area redevelopment plan is to have commercial and residential uses, the proposal identifies a residential use. Mayor Dahl commented that all the drawings provided are preliminary; Municipal Planning Intern Idland Kari Idland advised that the application is for re-designation not the actual development.
Page 3 of 5 Mayor Dahl read from the applicant proposal letter: rent controlled and funded potentially by both federal and provincial government grants, these six units will help fill the affordable housing gap ; parcel solely for residential use. Intern Planner Kari Idland read a portion of the last paragraph of the request for decision speaking to higher density residential. Chairman Dahl declared the Public Hearing for Bylaw 2013-14 closed at 1:15 p.m. Moved by Councillor Durieux, that second reading be given to Bylaw 2014-03. Motion Defeated 14-120 6B) Bylaw 2014-11 Land Use Amendment. Moved by Councillor Bearchell, that first reading be given to Bylaw 2014-11. Motion Carried 14-121 Moved by Councillor Bennett, that a public hearing be held on June 9, at 1:00 pm in Council Chambers. Motion Carried 14-122 6C) Bylaw 2014-10 Water and Wastewater. Moved Councillor Bennett, to amend Water and Wastewater Bylaw 2014-10 section 9.03 d) and e) by deleting the words to be fitted with a tap aerator. Motion Carried 14-123 Moved by Councillor Bearchell, that Water and Wastewater Bylaw 2014-10 be given first reading, as amended. Motion Carried 14-124 Moved by Councillor Harper, that Water and Wastewater Bylaw 2014-10 be given second reading. Motion Carried 14-125 Moved by Councillor Overwater, that Council gives unanimous consent for presentation of the third reading of Water and Wastewater Bylaw 2014-10. Motion Carried 14-126 Moved by Councillor Durieux, that Water and Wastewater Bylaw 2014-10 be given third and final reading. Motion Carried 14-127 7. UNFINISHED BUSINESS 8. NEW BUSINESS 8A) Proclamation: Seniors Week. Moved by Councillor Durieux, that June 2 to 8, 2014 be proclaimed as Seniors Week in the Town of Olds. Motion Carried 14-128

Moved by Councillor Overwater, that a donation of $250 to the Olds and District Evergreen Centre toward hosting a 25 th Anniversary of the Evergreen Hall celebration dinner, to be held June 7 th, 2014, be approved. Motion Carried 14-129 9. REPORTS FROM COUNCIL and Minutes from Boards, Commission and various Authorities. 9A) Reports from Council. Councillor Walsh entered the Council Chambers at 1:42 p.m. Councillor Durieux provided an update from the Fire Committee meeting. Mayor Dahl provided an update from the economic development elected officials course, in that Council has a Service Plan, including an education component to bring back three ideas as action items; what was the purpose of attending a conference or convention; ideas from the elected officials course will be complied and brought to council for an additional conversation. Councillor Walsh provided a regional economic development update. Moved by Councillor Bearchell, that the reports from Elected Officials for the period ending May 12, 2014 be received for information. Motion Carried 14-130 10. FINANCIAL REPORT 10A) Financial Update to April 30, 2014. Moved by Councillor Durieux, that the financial report for the four month period January 1 st, 2014 to April 30, 2014 be accepted for information. Motion Carried 14-131 11. ACCOUNTS PAYABLE 12.
