Ulvi Sakarya - Member of the Board BOARD OF DIRECTORS M. Arif Parmaksız - President of the Board of Directors M. Arif Parmaksız was born in Nevşehir, Turkey in 1953. He finished his primary and high school education in Nevşehir. In 1971 he went to Germany for a year to attend a business management course. From 1976 to 1979 he worked in Nevşehir Province Directorate of Public as a surveyor. In 1979 he started working as construction contractor. From 1989 to 1996 he served as Head of the Sports Club of Nevşehir. From 1994 to 1999 he has been the Chairman of Nevşehir Commodity Exchange. Ulvi Sakarya was born in 1976, in Polatlı. He finished elementary and high school in Polatlı. He graduated from İnönü University with a Business Administration degree. Starting his working career in insurance sector, Sakarya is also involved in insurance sector and also involved in private school administration, advertisement, agriculture, press and journalism sectors. He became a young respectable businessman in Polatlı because of his activities at many sectors and being open to improve himself. In 2009 he became a Member of the Executive Board of Polatlı Chamber of Commerce and in 2013 he was selected as the President of the Board of Polatlı Chamber of Commerce. Sakarya is also Member of the Council of TOBB Chambers of Commerce and Chairman of the Board of Polatlı Chamber of Commerce Organised Industrial Zone. Sakarya knows English. Sakarya is married and father of three. Şaban Ünlü - Member of the Board Ünlü was born in 1953 in Kayseri. Being the president of the Board of Kayseri Commodity Exchange since 2005, he has been also the Chairman of Board of Ünlü Meat Slaughterhouse for 43 years, which was founded by his father in 1928. Married and father of three. He has been holding office as Chairman of the Board of Directors in Nevşehir Chamber of Commerce and Industry since 1999. In addition, he is the chairman of the Board of Customs and Tourism Enterprises Co. Inc. and also he was once a member of the Board of Union and Chambers and Commodity Exchanges of Turkey. Married and father of four children. Salih Bezci - Vice President of the Board of Directors Salih Bezci was born in 1955. After completing his primary and high school education in Ankara, he went on his education in Ankara Academy of Architecture and Engineering, majoring in architecture. He graduated in 1979 and he has been doing construction contracting, which has been family business for 50 years and he started doing this job when still a university student. Since 1980, Bezci has prepared the architectural projects of many major shopping centers and housings. He also took part in some of these projects as investor and/or project coordinator. Salih Bezci has been in the list of highest tax payers of Ankara for 15 years as the investor and project owner of Sütçüoğlu Office Building, Trade Centers of Çapar, Altuntop, Etlik, Ucar and Murat, City Mall of Ulus, Galleria, Armada and major housing projects as Besa Karina, Karina Plaza, Besa Nova in Ankara. Salih Bezci attaches great importance to social responsibility projects. He has built the Durali Bezci Primary School in Yenimahalle, Ankara in the name of his father and also has built the Ayşe Bezci Vocational High School for Tourism and Hotel Management in Kızılırmak, Ankara. Bezci has been the Vice-President in Ankara Chamber of Commerce for 12 years and was elected the 18th President in March, 2011. Bezci is married and father of three children. Cihan Kilerci - Member of the Board Cihan Kilerci was born in 1970 in Ağrı, Turkey. Kilerci began working at Kilerci International Shipping Co. in 1988, and between the years 1992 and 1993, he worked as the Germany Branch Manager while between the years 1995 and 2000, he was in charge of management of transportation, construction and commercial investments at Kilerci Group in Russia, Kazakhstan and Kyrgyzstan. At present, he continues to conduct as the Vice President of the Board at Kilerci International Shipping. After the completion of the construction investments in Northern Iraq, he went on carrying out the presently ongoing commercial and international projects. Beginning from 2009 up to present, he has been carrying out the duty of İstanbul of Chamber of Commerce Councilor, delegate of TOBB, various committee and General Assembly memberships. Placing importance on association and club memberships, Kilerci is the member of UND, YENSIAD, BSK, BIGIAD, UTIKAD, BBSK and Bahçelievler Safety Services Association of Development and Support as well as MUSIAD Logistics Sector Board. He speaks English, German and Russian languages. He is married with two children. Ömür Gebeş - General Manager Ömür Gebeş was born in İstanbul in 1976. After his primary and high school education in İstanbul, he moved to USA to study. He was graduated from Department of Management at Kennesaw State University, and specialised in finance. He started his carrier as a financial analyst at UPS logistics in Atlanta. In 2001, he turned back to Turkey permanently and started to work at Petrol Ofisi A.Ş. as a Field Manager. He continued his career in Petrol Ofisi A.Ş. as Investment Specialist, Retail Sales Coordinator and Regional Director respectively. He took significant roles at major projects with his high-level administrative experiences at sales, distribution and investment on oil sector. Since 2009 Ömür Gebeş has been the General Manager of Gümrük ve Turizm İşletmeleri Tic. A.Ş. He is also a board member of GSMİT (Duty Free Store Operators and Suppliers Association in Turkey). Ömür Gebeş speaks English fluently, he is married and father of two children. 05

TURKEY IS CHANGING Being the first and only implementer of the modernization of the land border gates based on the Build-Operate-Transfer model in Turkey and in the world, GTI is continuing its projects with the other border gates in Turkey and the world. Incorporated with only 10 people, Customs and Tourism Enterprises Co. Inc. (GTI) was established in the partnership of the Union of Chambers and Commodity Exchanges of Turkey and 137 Chambers and Commodity Exchanges in 2005. Continuing modernizing border gates with its young and dynamic employees, all of whom possess visions and whose number is more than 200, GTI started its operations with modernizing of Habur Border Gate. Then, it completed the reconstruction and renovation of Cilvegözü, Sarp, Hamzabeyli, Kapıkule and Nusaybin Border Gates respectively. GTI continues its efforts at full speed for modernization operations of other border gates of Turkey. 07

Representative model from Turkey to the world BUILD OPERATE TRANSFER Build All the facilities at the modernized border gates, all kinds of infrastructure and upper structure applications are reconstructed with the advanced technological equipment. In other words, the whole border gate is reconstructed from top to bottom. The cost of financing this construction is met by GTI without using state sources. Besides, all the operational procedures at the border gates such as maintenance, heating, cooling, lighting and cleaning are conducted by GTI and these operational expenditures are also met by GTI during this process. Through Build Operate Transfer model, our land border gates are being totally renewed according to the necessities of time without placing any financial burden to public and it provides additional tax income to public as well. 09

LIMITLESS INVESTMENT IN THE GATES The renewal of the border gates that are our country s first contact points with the world is an indicator of integration with modern world and economic progress. GTI, with its $ 270 million investment within the scope of the modernization of border gates up to now, constructed the administrative and commercial buildings at the gates, as well as the commercial and social spaces, entrance-exit control units, searching hangars, contraband storerooms, checkpoints, weighing scales, parking lots for TIRs and equipped the gates with the latest modern technology such as X-Ray vehicle scanning, card entrance, closed circuit camera and security systems. 11

High Transition Speed INCREASING PRODUCTIVITY GTI, which creates extra tax income for public in addition to undertaking high financial burden of projects, contributes to the development of foreign trade as well by increasing the productivity at border gates. After the modernization of border gates, waiting periods that used to last for hours were reduced to minutes and tailbacks that used to extend for kilometers were prevented by accelerating the vehicle and passenger transition periods. We are at the service of 6 million vehicles and over 17 million passengers. New border gates, which serve ceaselessly for 24 hours, are equipped with social places that will meet all kinds of needs of transiting passengers with commercial areas such as restaurants, clothing, cosmetics, souvenir shops as well as gas stations, banks, insurance agents and duty - free shops. Setur, Petrol Ofisi, Umat are just a few of the privileged trademarks which we collaborate with at border gates. In addition, we created job opportunities for over 500 firms and over 1500 people, thanks to increasing commercial activities at border gates. 13

ADVANCED TECHNOLOGY AT BORDER GATES The land border gates have been made more secure with the prevention of smuggling and illegal activities thanks to using advanced technology. CCTV Systems CCTV screening and digital recording systems became indispensable parts of security, protection and business applications at our border gates, which were modernized according to the latest developments in technology. Thanks to moveable and fixed cameras that can be remotely managed, it is possible to get the image of desired areas in more detail. On average, at each of our border gates, there are 35 Speed Dom moveable and 80 fixed camera whose number changes according to the size of area. Electronic Weighing Scales The weighing of the vehicles transiting through our border gates with the intention of transportation is made carefully. Weighing information such as licence plate, date and weight is recorded in a log file after being transformed into a special format in order to enable tracking, security and check. Content of all log files created at all gates is instantly processed into the database of host server and stored there for reporting and checking. Thanks to a developed algorithm, printed bills of weighing checks cannot be copied. X-Ray Devices TIRs, which make entrances into and exits from the country, are screened down to the last detail without making any physical search by means of X Rays thanks to X Ray Devices. After passing through image processing, the materials in TIRs, which are put subject to screening, are examined by educated operators and can be distinguished organically and inorganically. Thus, goods which were placed in the secret parts of the vehicle such as gold, historical artifacts, drugs, guns etc. can be detected easily. It is now easier to do physical examination of TIRs related part in case of detection of sensitive items. Licence Plate Reading System Licence plates, which are read while both entering and exiting, are sent to the border gate software, by which tracking is enabled within the area. Furthermore, the vehicles that make entrance and exits are automatically tracked. By using POS software, we aimed at detecting the vehicles which have entered into the area illicitly and preventing potential illegal activities that may happen within the area. 15

MODERN SILK ROAD Silk Road, which was the mother lode of trade for many years, came to the fore due to progressive expansion of Asian trade with the whole world. Revitalization of the Historical Silk Road project has gained importance in terms of land transportation. China s increasing trade volume with Europe and USA and density at harbours brought up the importance of land transportation to the current agenda once again. Though routes of Historical Silk Road that outstretch between China and Europe has recently gained importance, the progress has been insufficient as a One of these problems is the lack of modernization and standardization at the border gates along the route which will increase the speed and productivity. Kapıkule serves 1.550.000 total vehicles annually with 5.000.000 passengers and 500.000 TIRs. Kapıkule Border Gate is located on an area of 333.000 m² and its total construction area is 41.240 m². There is an area of 1.800 m² for administrative building at Hamzabeyli Border Gate and 2.000 m² for commercial building. Bank, restaurants and dutyfree shops operate in commercial building. It annually serves 1.200.000 vehicles in total with 300.000 TIRs and 6.500.000 passengers. It is situated on an area of 36.000 m 2. It has 3.000 m 2 for commercial building and 2.700 m 2 for checkpoints, 4 for entrance and 4 for exit. It serves both passengers and TIRs. Bank, restaurants and duty-free shop operate in commercial building. Before Modernization 23

There are 24 checkpoints at Habur Border Gate with 12 for entrance and 12 for exit and there are 2 X-Ray devices, a luggage X-Ray, a commercial building of 3.500 m² area and an administrative building of 6.000 m². In addition, a post office (PTT), banks, restaurants and duty-free shop operate in commercial building. It serves on an area of 320.000 m² with its closed circuit screening systems, card entrance and automation systems. Moreover, a higher standard living space has been provided for customs staff members thanks to Habur Customs lodging which were constructed in Silopi.
