City Council Meeting City Hall Paullina, Iowa January 3, 2017 A regular meeting was called to order this date by Mayor Justin Stamer. Roll call was answered by Council Members Charles Harper, Justin Fisher, Dennis Werkmeister, John Ihle and Jay Jones; Superintendent of Utilities Shawn Strubbe, City Clerk Sandy Fritz, Chief of Police Nathan Bremer. Also present Laurie Struve, Amanda Tull, Brian Fisch, Dorothy Harper, Brent Noteboom, Taylor Murphy and Tisha Halverson. Werkmeister moved and Ihle seconded the motion to approve Kelly Top as a member of the Paullina Ambulance Service. Motion carried by all ayes. Werkmeister moved and Ihle seconded the motion to make the following appointments to the City of Paullina: Fire Chief Brent Noteboom, Treasurer Johnene Altman, Ambulance President Amanda Tull, Airport Manger Brian Fisch, Newspaper The Paullina Times. Motion carried by all ayes. Werkmeister moved and Harper seconded the motion to appoint Tisha Halverson as the City Attorney for the City of Paullina and to approve the contract but remove the retainer fee from the contract. Motion carried by all ayes. DEPOSITORIES Werkmeister moved and Ihle seconded the motion to approve the following depositories for the City of Paullina for 2017: Iowa State Bank $2.5 million, Security State 3 million and Saving Bank Primghar $2 million. Motion carried by all ayes. CERTIFICATE #7 FINAL GODBERSEN- SMITH Fisher moved and Ihle seconded the motion to approve Certificate of Payment #7 Final for $32,783 to Godbersen- Smith. COUNCIL PROCEEDINGS, JANUARY 3, 2017 Page 4 EVALUATION GODBERSEN- SMITH PRIMORIS AEVENIA CHANGE ORDER TRANFER LIQUOR LICENSE WEST LOT The Iowa DOT Contractor Evaluation prepared by DGR was reviewed. Council members will submit comments to City Clerk Fritz by January 5, 2017 to be included in the evaluation. The Council reviewed the change order request from Primoris Aevenia. No action will be taken until a full explanation and accounting is presented by Primoris Aevenia. Werkmeister moved and Fisher seconded the motion to approve the transfer of premise for JW s Liquor License from 121 E Broadway to 117 N Main Street effective January 13, 2017. Motion carried by all ayes. At 8:50 p.m., Werkmeister moved to go into Closed Session to discuss a real estate transaction pertaining to the West Lot Property and Harper seconded the motion. Motion carried by all ayes. At 9:00 p.m. Werkmeister moved and Harper seconded the motion to end the closed session. Motion carried by all ayes. No action was taken. FY 2017-2018 BUDGET ADJOURNMENT Various ideas and projects were discussed to include in the 2017-2018 Budget. The time being 9:46 p.m. Ihle moved and Harper seconded the motion to adjourn.
