(Staff person: Mike Podegracz, City Manager) Recommended Action: It is recommended that the City Council hear the San Bernardino Public Employee Association s (SBPEA) appeal of the Employee Relations Officer s (ERO) written determination as well as all responses to same, and render a final decision as to whether to sever the three classifications (Accountant, Purchasing Analyst, and Office Assistant) from the General Unit, currently represented by the SBPEA, and transfer them to the Non-Represented Unit. Staff Report - SBPEA Unit Modification Attachment A - SBPEA Attachment B - ERO's response and supporting exhibits The Hesperia Water District will recess and reconvene following the City Council meeting. 7. Consideration of a Display Advertising Program. (Staff person: Kelly Malloy, Community Relations & Media Coordinator) Recommended Action: It is recommended that the City Council adopt Resolution 2011-056, the Display Advertising Program. (Staff person: Steven J. Lantsberger, Deputy Director Economic Development) Recommended Action: It is recommended that the City Council award a construction contract for the Neighborhood Stabilization Program rehabilitation of five homes to the lowest responsive/responsible bidder, KNC Construction, Inc., in the amount of $359,985.00; approve a 10% contingency in the amount of $35,999.00 for a total contract amount of $395,984.00; and authorize the City Manager to execute the contract. (Staff person: Mike Podegracz, City Manager) Recommended Action: It is recommended that the City Council hear the San Bernardino Public Employee Association s (SBPEA) appeal of the Employee Relations Officer s (ERO) written determination as well as all responses to same, and render a final decision as to whether to sever the three classifications
