GENERAL INFORMATION The Regional Council appoints: I. A Regional Disciplinary Committee. II. The Disciplinary Committee is an independent committee, and has full authority on all disciplinary cases in the Lac St-Louis region. 1 Composition I. Every year, the Regional Executive Committee appoints a Chairperson. II. The Chairperson shall submit, for approval by the Regional Executive Committee, a list of potential candidates to form the three (3) person Committee. III. The hearing may be heard before two (2) members of the Committee provided the concerned parties have given their written authorization. 2 Jurisdiction The Disciplinary Committee shall have full jurisdiction in the following cases: I. Violations and/or expulsions occurring during a competition under the Association s jurisdiction and which were duly reported by officials. II. An individual or group s inappropriate words and/or actions which may be damaging to the game s good reputation, whether reported by the Region, a league, or club or tournament officials. III. A club s failure to provide a safe environment for players and officials. IV. This authority is in force during and following games involving players, coaches, parents/spectators and/or any member of Lac St-Louis RSA. 3 Exceptions The Regional Disciplinary Committee will refer the following cases to the Provincial Disciplinary Committee (at the Q.S.F.): I. Misconduct involving any alleged physical abuse and threatening verbal or physical behaviour towards officials, players, coaches or spectators. II. Misconduct involving individuals or organizations that the Regional Disciplinary Committee believes should be reported to the Provincial Disciplinary Committee. 4 Notice of hearings I. A disciplinary hearing shall be held for every duly reported expulsion from a game. A player may be expulsed after getting two yellow cards in one game or after getting one red card. Page 3 sur 21

A member of the coaching staff may be ejected without first getting a card (must be reported on official game sheet). II. An emergency hearing will be held for serious misconduct or serious rule violations reported before, during or after a match involving players, coaches, club members, teams or spectators. (Examples: police intervention, fight involving multiple players, coaches and/or spectators, and/or referees, on or off the playing field). Persons and organizations whose presence is deemed necessary by the Disciplinary Committee will receive a written notice by email from discipline@soccerlsl.qc.ca 48 hours before the hearing. The Committee may sanction (with no possibility of appeal) a concerned party or parties who fail to appear at a hearing after receiving a Notice of hearing. The decision shall be rendered in writing no later than 5 business days following the hearing. 5 Disciplinary hearings I. During the summer season, (May to October) hearings will be held at the Region s offices after the Regional Administrator has sent the Notice of hearing. II. During the winter season (November to April), hearings will be held at the Region s offices after the Regional Administrator has sent the Notice of hearing. III. Hearings will begin at 7 p.m., according to the schedule. IV. Hearings will be held in both official languages. V. The concerned person(s) will have the opportunity to read the referees report before the hearing begins. VI. Hearings shall be public. However, the Committee Chairperson reserves the right to call for closed proceedings. VII. Hearings will begin with a reading of the accusations and of the official s report. If the latter is present, he/she will have the opportunity to comment on the report. No sanction shall be imposed if the official fails to submit a report before the deadline. VIII. The accused and/or their representatives and witnesses will have the opportunity to testify and be cross-examined by the Committee. IX. Taking into account the report and the facts presented, the Committee will make its decision in accordance with the Q.S.F. s disciplinary regulations. 6 Sanctions The Committee may impose the following sanctions: I. Suspension of all soccer activities for a specified period or until the suspension has been fully served. II. Suspensions are in effect until they have been fully served. III. Suspension for a specific number of games scheduled for a given competition. IV. A fine (when the accused is not a youth player). V. Suspended sentence. Page 4 sur 21

VI. Recommending a financial guarantee (from a youth league). N.B.: The number of suspension games includes the automatic suspension game already served (that is, the next scheduled league game following the expulsion). 7 Guidelines for suspensions The Committee will issue suspensions in accordance with the Q.S.F. s disciplinary regulations and will join the following information (see Discipline chart for Lac St-Louis RSA in Annex A): 8 Record of decision I. The Regional Administrator (Discipline Coordinator) must send the decisions rendered in hearings in writing to the League Administrator no later than five (5) business days following the hearing. II. The Committee will produce a written report of the meeting, which shall include: its recommendations, the written testimonies of the referees, accused, witnesses, the facts taken into account by the members of the Committee and the reasons for their decision. These reports shall be kept on file for five (5) years. Any interested person may make an appointment to consult the original documents, in the presence of a league official. Notes may be taken but the reports cannot leave the region. III. The League Administrator shall transmit the decision, in writing, to the concerned clubs, who will then advise their teams, coaches, and players. IV. All individuals and/or organizations having appeared before the Disciplinary Committee during a special hearing shall be directly informed of the decision in writing. 9 Fees Consult the fee schedule on the Lac St-Louis region website. 10 If you were expelled from a game If you were expelled from a game, you will receive a notice by email within 5 business days of your expulsion. This email will contain the details of your suspension and the referee s report. If you receive two (2) yellow cards in the same game (the equivalent of a red card): YOU ARE AUTOMATICALLY SUSPENDED FROM YOUR NEXT SCHEDULED LEAGUE GAME. Additional sanctions may be imposed by the Disciplinary Committee (please see Lac St-Louis RSA in Annex A). If you receive a red card: YOU ARE AUTOMATICALLY SUSPENDED FROM YOUR NEXT SCHEDULED LEAGUE GAME. 10.1 Hearing before the Regional Disciplinary Committee There is a one-game minimum suspension, the automatic one-game suspension following the expulsion. 10.1. a Challenging the decision Should you decide to challenge the additional suspension given according to the chart s guidelines, please be present at the scheduled hearing. You may challenge the additional suspension in the 48 business hours following the Notice of suspension by sending an email to the Regional Administrator (Discipline Coordinator). The club will automatically be charged a $50 fee. However, should the sanction be reduced or upheld, the fees will be kept by the Region. Should the sanction be overturned, no fees will be kept by the Region. 10.1. b Notice to attend a hearing If you have received a notice to attend by email, you must be present on the day and at the time of the hearing as set by the Regional Administrator. In such cases, the person summoned to the hearing does not pay any hearing fees. 10.1. c A coach who has been expelled will automatically be called upon to appear before the Disciplinary Committee. NB: In all cases, should you be unable to attend, your suspension will be in effect until you appear before the Regional Disciplinary Committee. Only the additional sanctions may be challenged. A disciplinary hearing date will be proposed. In the meantime, you will need to respect the one (1) game automatic suspension. Once you ve confirmed your presence to the Disciplinary Committee, you may rejoin the team as a player or coach until you appear before the Disciplinary Committee for your disciplinary hearing. You may be represented by a member of your club or team who may testify on your behalf. You may have witnesses who may testify in your defense. If you are a youth player, you must be accompanied by your coach or a parent. If you can t be present at the time and date proposed in the Notice of hearing (because you re on vacation, for instance), you may ask, only once per season, that the hearing be postponed to a later date. This request must be sent in writing to the Regional Administrator (Discipline Coordinator) before the original date of the hearing. * Failure to attend, be represented, or plead guilty, will lead to losing your right to appeal should you be subject to additional disciplinary measures. The suspension will automatically come into effect and the additional suspension will need to be served. Page 6 sur 21

APPEAL Regional Appeal Committee 1 Committee s composition The Regional Council appoints the Regional Appeal Committee The Executive Vice-president (Regional Council) is responsible for creating the Appeal Committees on an ad hoc basis, as required, depending on the nature of the appeal. Members of these Committees shall be free of conflicts of interest. 2 Jurisdiction The Committees shall hear the appeals related to the decisions rendered by the regional leagues and the Regional Disciplinary Committee. 3 Procedure I. The appeal request must be made in writing and sent by registered mail to the Regional Administrator within five (5) working days following receipt of the regional league and Regional Discipline Committee s decision at the following address: ARS Lac St-Louis, 775, 1ère Avenue, Lachine, Québec, H8S 2S6 II. The appellant must forward a copy of the appeal request to the opposing party and to the league and attach proof of this notification to the appeal request. III. The opposing team and the league may, within five (5) working days of receipt of said document, state the reasons for which the appeal is not required to be heard. IV. The request must include: A copy of the decision being challenged. A statement of the facts and the reasons for appealing the allegedly unfair decision. Proof of the Notice of appeal request sent to the opposing team and the league. The $300 fee V. Result If the sentence is reduced, a $100 fee will be kept. In the event that the sentence is completely overturned, no costs will be retained by the Region. If the decision is upheld, the Region keeps the $300 fee. Page 7 sur 21

4 Hearings 5 Decisions I. The ad hoc Appeal Committee will decide whether or not appeals will be heard on a case-by-case basis. II. The date of the hearing will be set within seven (7) business days following receipt of the appeal request. I. The Appeal Committee may uphold or overturn an appealed decision, or may also render a different decision that it deems more appropriate and fair. II. A notice of the decision will be sent to all concerned parties within five (5) business days following the hearing. III. The decisions rendered by the Regional Appeal Committee may be appealed to the F.S.Q. s Appeal Committee. Page 8 sur 21

ARS Lac St Louis Discipline Chart For all Lac St-Louis Leagues Revised November the 26 th 2018 Reminder 1. Automatic sanctions decisions may not be contested. If there is an administrative error*, please contact the regional discipline administrator by email. 2. 5 VII: Hearing begins by stating reading the charge and the referee s discipline report. The ejected player/coach will have the opportunity to comment or quality the report. 3. 8: The regional discipline administrator will send the results of the hearings within five (5) business days of the hearing. 4. 10: if you cannot attend the hearing on the set date, you may make a written request to postpone the hearing until the next session, but you will be suspended until your case has been heard. 5. All ejected team officials must attend the hearing at the date scheduled by the Regional Discipline Committee (RDC). 6. Any violent conduct toward a match official is automatically referred to the Provincial Discipline Committee (PDC). The offending person is banned from any sporting activity until the holding of the provincial hearing. 7. For any infraction committed against a match official, the suspensions indicated in the chart below will be doubled. (The point 7 does not apply to the first article). Tolerance zero in Lac St-Louis To all our clubs In reference to some disgraceful incidents that took place on our fields, and even extending beyond our sport areas through the use of the social network such as Facebook, the Lac St-Louis Regional Association is taking a drastic step toward by reinforcing the rules of the Quebec Soccer Federation in regards to hostile language. 31. Anyone who speaks in a hostile or defamatory, that is insubordinate or who questions the honesty of the federation or one of its members will be brought before the disciplinary committee which has jurisdiction in this case and may be awarded a suspension of five (5)years maximum and / or a fine not exceeding one thousand dollars ($ 1.000). It is then the responsibility of the clubs to instruct their members of this policy. The campaign aims to systematically eradicate violence, written, verbal, gestural or physical, and allow all affiliated members to practice their sport in a pleasant and safe environment.
