YORK AREA METROPOLITAN PLANNING ORGANIZATION COORDINATING COMMITTEE MEETING 8/23/18 MEETING SUMMARY 1. Call to Order The meeting was called to order by Chairman Seth Grove at 9:04 am. 2. Nominations for Chairperson and Secretary This was the first meeting in the new fiscal year. A new chairperson and secretary must be voted in at the beginning of each fiscal year. The current Chairperson is Mr. Seth Grove and the Secretary is Ms. Felicia Dell. A motion was made to nominate Zach Steckler as the new Chairperson by Seth Grove and seconded by Felicia Dell. The motion was approved. A motion was made to nominate Felicia Dell as the Secretary by Seth Grove and seconded by Nate Walker. The motion was approved. 3. Call to Order for the Coordinating Committee The meeting was called to order by Zach Steckler, Chairman. 2. Introductions Chairman Steckler began a self-introduction by members of the Coordinating Committee and the meeting attendees. 3. Public Comment None. 4. Minutes of the June 28, 2018 Coordinating Committee Meeting A motion to accept the minutes of the June 28, 2018 Coordinating Committee meeting was made by Jenna Reedy and seconded by Seth Grove. Motion carried. 5. Announcements a. Commuter Services of Pennsylvania Matt Boyer, Commuter Services of Pennsylvania

Matt Boyer announced Dump the Pump was held on June 21 st. Rabbittransit was one of the participating transit companies in this region. Dump the Pump encourages people to use public transportation instead of their own vehicles. b. Project Updates i. Environmental Justice Benefit and Burdens Evaluation ii. I-83 Exit 18 Project iii. U. S. Route 15 Reconstruction iv. South George Street/Rathton Road/Country Club Road Intersection Improvements v. I-83 North York Widening Project 6. Committee Reports a. Flooded Roadway Study Committee - Jeph Rebert, YCPC No new information b. Operation and Maintenance of Adaptive Signal Technology (OMAST) Beth Nidam, YCPC No new information c. Transit Committee - Central Pennsylvania Transportation Authority Micro- Transit Program, Jenna Reedy, rabbittransit Jenna Reedy gave a presentation on rabbittransit s new micro-transit program called the Hopper. d. Technical Committee Heather Bitner, YCPC Heather Bitner informed the committee that the reorganization of the Technical Committee occurred on August 2, 2018, and the Committee re-elected Mike Fleming as the Chairman and Felicia Dell as the Secretary. 7. Unfinished Business a. Critical Urban/Rural Freight Network Beth Nidam, YCPC Beth Nidam reported that an email was received from the PennDOT Secretary indicating that the committee reviewed the submission from staff. The YCPC Transportation division looked over the email and made a few comments for clarifications. Overall, the report matches our priorities and was submitted. There is no time frame for when this will go before Federal Highway. There were two applications for ARLE grants for the traffic signal technology upgrades on Leaders Heights Road.

b. York County Flooded Roadway Study Jeph Rebert, YCPC i. Study Document Jeph Rebert discussed the Public Involvement of the Flooded Roadway Study. After the Public involvement period concluded, there were additional comments submitted from the fire and police departments throughout the County. These comments are included in the appendix of the document. A motion to adopt the York County Flooded Roadway Study Final Report was made by Seth Grove and seconded by Ron Miller. Motion carried. c. National Performance Management Measures Target Recommendations i. PM -2 Asset Management Heather Bitner, YCPC Heather Bitner stated that PM2- Asset Management was presented at the last meeting and showed the base line and the State targets. No information has changed since that report. These State targets are for the NHS; currently the Transportation division is in the process of developing the Long Range Plan, and these targets will be used. A motion to agree to support the state PM-2 targets by planning and programming projects that contribute to meeting or making significant progress toward the established PennDOT performance targets was made by Felicia Dell and seconded by Seth Grove. Motion carried. ii. PM 3 System Performance Beth Nidam, YCPC Beth Nidam reported on PM-3 Assets of Bridges and Pavements stating that PM-3 is the global travel time reliability of the truck travel time which is reported to PennDOT. A motion to agree to support the state PM-3 targets by planning and programming projects that contribute to meeting or making significant progress toward the established PennDOT performance targets was made by Chaz Green and seconded by Ron Miller. Motion carried. 8. New Business a. 2017 TIP Actions Adam Grimes, PennDOT Central Office i. Highway Modifications, June August 2018 Adam Grimes reported on the Highway Modifications for June through August, 2018.

b. MA and PA Community Greeenway, Project Modification, - Jeph Rebert, YCPC Jeph Rebert presented the Red Lion Borough request for a Scope Modification to the MA and PA Community Greenway project along Springwood Road. The Borough wants to shorten the project from Locust Street to Furlong Way along Springwood Road. A motion to approve the Red Lion Borough s proposed project scoping modification for the MA and PA Community Greenway TAP Project (i.e., change the location of the pedestrian crossing at Springwood Road from Locust Street/Shetland Drive to Furlong Way) was made by Chris Reilly and seconded by Felicia Dell. Motion carried. a. ii. City of York Resurfacing Project Chaz Green, City of York Chaz Green spoke about modifications to the scope of work for the North George Street Road Diet. The modifications include the combination of the North George Street Road Diet and the Bridge Barrier project into one project named George St. Resurface (City). The description will be to resurface from Arch Street to the project limits of the George Street improvements project near the intersection of Rathton Road. Reassign lane configurations in the SB direction to provide left turn lanes for northbound and southbound traffic at various spots from Parkway Boulevard to Rathton Road. To install a separated, protected Shared-use path on the eastern-side of the North George Street bridge over the Codorus Creek, and address ADA issues throughout the corridor. A motion to approve the change of scope work amendment was made by Seth Grove and seconded by Ron Miller. Motion carried. c. 2018 Interstate 83 Traffic and Conditions (TAC) Report Jesse King, YCPC Jesse King showed the video that was produced to show the TAC Report with a narration for the public. This video will be updated every year or two to show the most current information we have available on the TAC report. The TAC Report will be posted on the YCPC website. d. 2018 Annual Pavement and Bridge Conditions Report Jesse King, YCPC Jesse King stated that the report contents have been changed to conform to the PPN Network. He then reviewed the contents of the report. He stated that the Performance Measures for Interstate highways and roadways less than 2000 ADT did not meet performance targets for 2017. e. 2018 Safety Project Evaluations Jesse King, YCPC Jesse King reviewed the report with the Committee. He stated that the report

documents a critical evaluation of safety improvements. A five-year traffic safety trend scenario was employed to rate these improvements. He highlighted the following four intersections evaluated through this process: PA Route 462/Locust Grove Road/Pleasant Acres Road, Springettsbury Township Market Street and Harrison Street, City of York Freysville Road and Windsor Road, Windsor Township U.S. Route 30 and Roosevelt Avenue, City of York and West Manchester Township. He stated that the intersections evaluated in this report were rated in the following manner: Total Crashes Crash Rate Total estimated cost of crashes. Only the Locust Grove Road/Pleasant Acres Road improvement showed a decrease in the three factors listed above. The U. S. Route 30/Roosevelt Avenue intersection experienced a decrease in total estimated cost of crashes. The factors for all other intersections increased. Mr. King stated that though three intersections experienced a crash rate increase, the rate is still well below the statewide average. f. FY2017-2018 Annual YAMPO LTAP Report Will Clark, YCPC Will Clark reported that there were 16 different classes this past year in York County. A total of 28 of the 72 municipalities attended the classes along with representatives from outside York County. This resulted in 277 people attending the LTAP trainings that were provided in York County. The program is run efficiently and that only half of the money provided by PennDOT has been spent on this program. Marketing of these classes continues with ways to attract more participants while keeping the same cost per attendee. g. FY 2017-2018 YAMP Public Participation Plan (PPP) Annual Report Mike Pritchard, YCPC Mike Pritchard stated one year ago the YAMPO and the YCPC adopted a new Public Participation Plan (PPP). There are three goals and six objectives to this plan.

Goals The first goal is to include a proactive public investment process. The reports that are done are evidence of the process to educate the public and fight perception with the facts. The second goal is to comply with all federal, state and local regulations and applicable law. The TIP requires that all the Native American Tribes that may have an ancestral tie to York County must be contacted. The third goal is to utilize both general and project specific involvement procedures. Announcements are made through many different ways including our website, E-Alerts and social media. When there is a project specific notice to be posted, County Parks are permitting the notices to be posted in their various message boards. Objectives Ensure full participation opportunities through accessible locations and activities. All meetings will be held at ADA Accessible locations. Provide early and continuous opportunities. Utilize electronically provided information when feasible. Improve access to public involvement processes for persons with Limited English Proficiency. Prohibit exclusion from participation on grounds of race, color, national origin, age, sex and disability. Identify and address disproportionately high and adverse effects on minority and low-income populations. h. FY 2017-2018 YAMPO Title VI Annual Report Jeph Rebert, YCPC Jeph Rebert stated that as required by the YAMPO Title VI Compliance Policy Complaint Procedures, the number of complaints must be documented annually. From July 1, 2017 to June 30, 2018 there were no complaints received. There have been no complaints received over the last six to eight years. The other part of this report is Education and Training for Title VI and Environmental Justice Activities. The employees attended a Harassment Prevention Seminar training on-site. 9. Other Business a. FHWA approval of County Roadway Functional Classification Changes in Penn Township and Delta Borough Beth Nidam, YCPC Beth Nidam reported that a letter was received from the Federal Highway Administration stating an approval for Penn Township to have five roads put on the Federal Highway System, and Delta Borough connected to the rest of the functional class system. Main Street in Delta is now on the Federal Highway classification list.

b. Senior Housing Initiatives Felicia Dell, YCPC Felicia. Dell stated that recent changes have been made to municipal zoning ordinances allowing other housing types, such as senior housing, in residential neighborhoods. Affordable housing options through developer tax credits and subsidies are being explored for seniors presently. This issue will be addressed through a stakeholder meeting to be held this fall. c. York County Stormwater Authority Felicia Dell, YCPC Ms. Dell stated that a cost-effective way to meet water quality standards on a county-wide basis is to form a County Storm Water Authority. She stated that the YCPC has engaged consultant teams to develop a business plan; identify technical services; and research legal issues related to the Authority. Fee structures will be reviewed in August. Legal issues of establishing an Authority will be addressed in September. Two public meetings will be held on September 25 th and November 8 th. d. PennDOT 2018 2018 Rail Transportation Assistance Program (RTAP)/Rail Freight Assistance Program (RFAP) Application Period Jeph Rebert, YCPC Jeph Rebert stated that PennDOT has opened the RTAP and RFAP Application Period over the summer. The program will close on August 30, 2018 at 4:30 for applications. After all the applications are received, they will be sent out to the MPOs for review and comment. The period for feedback ends on September 14, 2018. e. FY 2018-2019 Private Non-profit 5310 Applications Mike Pritchard, YCPC The Federal Transit Administration announced that the private non-profit 5310 application period is open. The 5310 program is for new transit service or expanded service for the disabled and senior populations. To apply for the funds, the entity must be identified in the public coordinated services plan. Rabbittransit is developing an application to expand the announcement to other organizations. f. Newspaper Articles 10. Upcoming Meetings a.
