Request received from N.T. Hegeman Company to seal coat and re-stripe the parking lot at 231 Route 4 West on Sunday, July 15 th while the strip mall is closed for safety purposes. Denied. B. Request received from JMK Events to hold the Just Jersey Food Truck Festival on Sunday, August 19, 2018 at the Garden State Plaza from 11:00 AM 8:00 PM. Approved. C. Request received from Arcola Country Club to hold a fundraiser and concert on the South lawn of their location at Route 4 & Paramus Road on Sunday, August 19, 2018 from 6:00 PM 10:00 PM. MATTERS FOR DISCUSSION: a. Board of Health Proposed Ordinance Judy Migliaccio is present to discuss. Board of Health is looking to amend ordinance which limits residents on number of dogs/cats they can own. The ordinance now states 2 dogs and doesn t mention cats. There was a suggestion to amend it to 6 total between cats and dogs. Mayor LaBarbiera asks what the need is to limit our residents on how many animals they can own. Administrator Joe D Arco inquires about whether or not there have ever been complaints about residents having too many animals. Borough Attorney Paul Kaufman states there needs to be a reasonable basis for the number that s chosen otherwise it can be challenged. Mr. D Arco

states that doing this concerns him when we haven t had any complaints. Mayor LaBarbiera suggests amending the ordinance to take away the number restriction altogether. Many residents have more than two dogs and we aren t getting any complaints. Councilman Amato agrees it would be safer to have no number at all. There are many people who have several dogs and they are well taken care of with no problems. Judy Migliaccio exits the meeting at 7:31 PM COUNCIL MEMBERS REPORTS: Councilwoman Tedesco-Santos The summer concert last night was great. Thank you to Valley Hospital for their donation. New ordinance regarding lifeguard salary scale is on the agenda tonight. Councilwoman Tedesco-Santos explains salary scales to the Council. Roy Hegg sent an email to the Council regarding driveways on Lockwood Drive in relation to tree roots. Shade Tree was not in favor of fixing residents driveways due to tree root damage because it starts a precedent. It was suggested as a solution that we only fix the portion of the driveway damaged by the tree, not the whole driveway. Mayor LaBarbiera states that the Borough is responsible for that damage. We would have to have the resident sign a release so they can t say they don t like their driveway after we fix it. It should also be handled on a case by case basis. Councilman DiPiazza IT Department has launched the Civic Mobile App. Councilman Amato The Golf Commission experienced some problems with the restaurant. The new lessor lost an employee and she took a couple of the employees with her. The employee was the manager. As a result they weren t open in time because the staff wasn t there to open the door. They have to be open. Councilman Amato expresses that the food is excellent but the service isn t good. They hired a new manager and have since opened on time. The Golf Commission feels they have to give them a chance to succeed. Mr. D Arco met with the owner and provided him with advice on where to advertise, which he did. They also provided him with the excess employee list from the pool concession. The Fire Department won the softball game 16-4. The Library Bandshell will be renamed the Raymond Wells Bandshell. Councilwoman Weber Substance Abuse Prevention Committee hasn t met, nor has the Historical Commission. MAYOR S REPORT: Mayor LaBarbiera commends the 4 th of July Committee for a job well done at this year s celebration. Thank you to the sponsors who make the events possible with all their generous donations. ADMINISTRATOR S REPORT: The digital board is in at the Senior Center. The Open Space project changes are in motion. The 5k run requested by Ms. Chapman will most likely go to Bergen Community College. A policy has been drafted regarding secondary naming of streets. Mayor LaBarbiera has been in contact with a resident from Jerome Avenue who says Waze is still directing residents down Jerome Avenue but the road is closed. The resident is looking for suggestions on who to contact. Valley Hospital wants to put up a temporary fence during construction. The two new employees at Recreation have been trained to use the computer system that operates the lights at the Sportsplex. Councilwoman Weber received complaints regarding the volume of the speaker system at Gennarelli Field. Residents in the area can hear everything being said over the loudspeaker and complain that they can t sit outside their houses. Criminal history check reimbursement policy for seasonal Rec/Pool employees is discussed. If the employee didn t make $500 during the season and left in good standing, they get reimbursed.

PUBLIC COMMENTS: Citizens are welcome to address the Mayor and Council on any governmental item of concern to them, whether or not it is scheduled on the agenda above.
