PRESENTATIONS 4.1 Swearing In & Oath of Allegiance Firefighter Paramedic Jerry DiFilippi Fire Chief Alan Hartford introduced and City Clerk Anna Olea-Moger administered the Oath of Allegiance to Firefighter Paramedic Jerry DiFilippi. 4.2 Firefighter of Year Recognition Ben Price Fire Chief Alan Hartford recognized Ben Peirce for receiving Firefighter of Year award. 5. CONSENT CALENDAR ITEMS Items 5.2 & 5.3 were pulled from the Consent Calendar for separate action. McCracken & Mayor Richardson 5.1 Approval of Minutes: Regular Meeting of May 17, 2016. 5.2 Second Reading & Adoption Ordinance 007-2016 Water Conservation & Landscaping Ordinance Waive the second reading and adopt Ordinance No. 007-2016, amending Chapter 17.68 of the Municipal Code related to Water Conservation & Landscaping. 5.3 Airport Terminal Office Space License Renewal with Travis AFB Consider adopting Resolution No. 2016-040 approving the license renewal with Travis Air Force Base Morale, Welfare & Recreation Fund for use of office space at the municipal airport. 5.4 City Hall Parking Lot Project Rejection of Bids & Re-Advertisement Consider adopting Resolution No. 2016-041 authorizing the rejection of all bids for the City Hall Parking Lot Improvement Project and authorize staff to adjust the scope of work and re-advertise the project for new bids. 6. ACTION ITEMS 6.1 Public Hearing Fare Increase & Service Change for Delta Breeze Conduct public hearing and consider approving the recommended fare increase and service changes for the Delta Breeze transit service effective July 1, 2016. Motion by Council Member Boulware, second by Council Member Hampton and passed by the following roll call vote, Council approved the following service changes & fare increases for the Delta Breeze transit system: Route 50 Fairfield/Suisun 3 trips daily - no change. Route 51 Rio Vista Dial-a-Ride adjust the schedule from 9:30 AM - 1:30 PM daily to10:00 AM 1:00 PM and 3:00 PM 4:30 PM daily. Route 52 BART 2 trips daily - no change. Route 54 Delta Shuttle (Wednesdays only) service to be discontinued. Increase the local (internal Rio Vista) discounted fare from $0.75 to $1.00. Increase the monthly InterCity discounted pass from $45.00 to $60.00 and the regular pass from $90.00 to $120.00. Discontinue the Issuance of 10-Ride passes. 6.2 General Municipal Election Consolidation for City Officials & Policies for Candidate Statements Consider adopting Resolution No. 2016-038 requesting consolidation of the November 8, 2016 Municipal Election with the statewide general election and establishing policies for candidate statements. No public comment received. Motion by Council Member Hampton, second by Vice Mayor McCracken and passed by the following roll call vote, Council adopted Resolution No. 2016-038. 6.3 Ordinance for Three-Quarter Cent Sales & Use Tax Measure & Resolution Requesting Placement of Ordinance Measure on November 2016 Ballot Consider introducing and waiving the first reading of Ordinance No. 008-2016 for three-quarter cent sales & use tax measure and adopting Resolution No. 2016-039 requesting Board of Supervisors to place the ordinance measure on the November 8, 2016 statewide general election ballot. Motion by Council Member Hampton, second by Vice Mayor McCracken and passed by the following roll call vote, Council adopted Resolution No. 2016-038: 6.4 Airport Pavement Management System Environmental Review for Electrical Improvements & Drainage Repairs Consider adopting Resolution No. 2016-042 authorizing the City Manager to execute agreement with Kimley-Horn & Associates to complete the Airport Pavement Management System Environmental Review & Drainage Repairs. No public comment received. Motion by Council Member Boulware, second by Resolution No. 2016-042: 6.5 Budget Presentation Receive fiscal years 16-17 & 17-18 budget PowerPoint presentations from the Public Works Department and the Fire Department and continue review of proposed two-year budget. Public comment was received on the Fire Department budget. Motion by Council Member Hampton, second by Council Member Boulware and passed by the following roll call vote, Council scheduled a Special Council meeting for Thursday, June 16, 2016 at 2:00 p.m. to review and discuss the Public Works Department budget: 6.6 City Manager Appointment & Employment Agreement Consider adopting Resolution No. 2016-043 appointing Robert Hickey as the City Manager for the City of Rio Vista and approving an employment agreement for his services. 6.7 Water Meter Project Financing Consider adopting Resolution No. 2016-044 authorizing the retention of special counsel, placement agent and purchasing bank for financing of the water meter project. Motion by Council Member Hampton, second by Resolution No. 2016-044: 6.8 Solar Project Financing Consider adopting Resolution No. 2016-045 authorizing a twenty-year power purchase agreement with Pacific Power Renewables for financing of the solar project.
