CHIEFS /SHERIFF S MANAGEMENT COMMITTEE Wednesday, March 7, 2018 ITEM NO. RECOMMENDATION +1. APPROVAL OF MEETING MINUTES APPROVE The Chiefs /Sheriff s Management Committee (Management Committee) is asked to review and approve the minutes from its February 7, 2018, meeting. 2. PUBLIC COMMENTS/COMMUNICATIONS/MEMBER COMMENTS Members of the public shall have the opportunity to address the Management Committee on any issue within the jurisdiction of SANDAG that is not on this agenda. Anyone desiring to speak shall reserve time by completing a Request to Comment form and giving it to the meeting coordinator prior to speaking. Public speakers should notify the meeting coordinator if they have a handout for distribution to Management Committee members. Public speakers are limited to three minutes or less per person. Management Committee members also may provide information and announcements under this agenda item. REPORTS 3. PUBLIC SAFETY COMMITTEE UPDATE (ARJIS Staff) INFORMATION The Public Safety Committee (PSC) meeting scheduled for February 16, 2018, was cancelled. The next scheduled PSC meeting is Friday, March 16, 2018. 4. ARJIS AGENCY MEMBER REQUEST (Enrique Banuelos, Department of Child Support Services) On June 1, 2016, the Bureau of Public Assistance Investigation, Department of Child Support Services (DCSS), currently known as the District Attorney s Public Assistance Fraud Investigation Division, requested ARJIS membership as a new agency. The Management Committee, with input from the Sheriff and ARJIS staff, advised that membership was contingent on the California Department of Justice (Cal DOJ) approving access. ARJIS just received notification of the Cal DOJ approval. Therefore, the Management Committee is asked to recommend that the Public Safety Committee recommend ARJIS membership for DCSS to the Board of Directors. 5. 2017 SANDAG PUBLIC SAFETY ACCOMPLISHMENTS (Cynthia Burke and Pam Scanlon) Staff from the ARJIS and the Criminal Justice Research Division will provide an overview of significant accomplishments from calendar year 2017 as well as a preview of upcoming activities aimed at informing and assisting public safety partners in the region in calendar year 2018. RECOMMEND INFORMATION 3

DRAFT FY 2019 PUBLIC SAFETY WORK PROGRAM AND BUDGET (Katie Mugg and Cindy Burke) As part of the Draft FY 2019 Program Budget, staff has proposed a Public Safety Work Program and Budget that encompasses the activities, priorities, expenses, and revenue sources for ARJIS and Criminal Justice Research. The Management Committee is asked to review and discuss the Public Safety Work Program and Budget and recommend that the Public Safety Committee recommend approval of this budget as part of the final FY 2019 Program Budget. RECOMMEND 7. BUSINESS WORKING GROUP (ARJIS Staff) INFORMATION ARJIS staff will provide an update on the Business Working Group (BWG) meeting held on Tuesday, January 23, 2018, at the San Diego Sheriff s Department. Staff will update the Management Committee on actions and issues. The next scheduled BWG meeting is scheduled for Tuesday, March 13, 2018, at the El Cajon Police Department. 8. UPCOMING MEETINGS INFORMATION The next Management Committee meeting is scheduled for Wednesday, April 4, 2018, at 9:45 a.m. at Oceanside Police Department. 9. Agenda items included (1) 2018 Legislative Program: Public Safety- Related Goals; (2) Fixing America s Surface Transportation Act Performance Management: Safety Target Setting; (3) Presentation on Camp Lead by Commander Hank Turner (San Diego County Sheriff s Department); (4) Presentation by Director Holly Crawford (Office of Emergency Services, County of San Diego), on lessons learned from the December s Lilac Fire; and (5) Presentation by Assistant Chief Probation Officer Rueben Littlejohn (San Diego County Office of Probation) on the Probation Department s priorities and accomplishments. The next meeting of the Public Safety Committee is scheduled for Friday, February 16, 2018, at 1 p.m. Action: This item was presented for information. 4. SAN DIEGO HARBOR POLICE DEPARTMENT OVERVIEW (INFORMATION) Acting Chief Mark Stainbrook and Kurt Smith, San Diego Harbor Police, provided an overview of the San Diego Harbor Police Department s Command Bridge application. 5

ARREST STATISTICS FOR THE SAN DIEGO REGION (INFORMATION) Dr. Cynthia Burke, Division Director, Applied Policy Research/Criminal Justice, provided an overview of arrest statistics for San Diego County.
