Adopts the agenda of the session contained in the above-mentioned document as amended. Item 2 of the Agenda: Approval of the list of observers Decision 7.IGC 2 1. Having examined the list of observers; 2. Approves the list of observers. Item 3 of the Agenda: Adoption of the detailed summary record of the sixth ordinary session of the Committee Decision 7.IGC 3 1. Having examined document CE/13/7.IGC/3 and its Annex; 2. Adopts the detailed summary record of the sixth ordinary session of the Intergovernmental Committee for the Protection and Promotion of the Diversity of Cultural Expressions included in the above-mentioned document. Item 4 of the Agenda: Secretariat s report on its activities Decision 7.IGC 4 1. Having examined document CE/13/7.IGC/4, its Annex and information documents CE/13/7.IGC/INF.3, CE/13/7.IGC/INF.4 and CE/13/7.IGC/INF.5; 2. Takes note with satisfaction of the Secretariat s report on its activities for the period 2012-2013; 3. Bearing in mind the resolution of the General Conference relating to the 37 C/5 and the Expenditure Plan, notes the explanation by the Director-General that the resources available for the Convention shall remain dedicated to its implementation and shall not be reduced as a result of the impact of any administrative mergers of reporting or budgeting; 4. Invites each Party to determine the most appropriate mechanism to support the activities carried out by the Secretariat at Headquarters and in the Field identified in the 37 C/5 and the Resolutions of the fourth ordinary session of the Conference of Parties for the implementation of the Convention at the country level; 5. Requests the Secretariat to present, at its eighth ordinary session, a report on its activities in 2014.

Having examined document CE/13/7.IGC/5, its Annexes, and the information document CE/13/7.IGC/INF.6; 2. Recalling Resolutions 4.CP 10 and 4.CP 13 of the Conference of Parties and its Decisions 6.IGC.4 and 6.IGC 17; 3. Takes note of the information collected as a result of the second year of quadrennial periodic reporting on the implementation of the Convention as presented in Annex I to document CE/13/7.IGC/5; 4. Further takes note of the importance of pursuing the reflection on the challenges and opportunities brought by digital technologies in the framework of the implementation of the Convention, and their impact on the diversity of cultural expressions; 5. Requests the Secretariat to forward to the Conference of Parties at its fifth ordinary session the quadrennial periodic reports together with the Committee s comments and the Secretariat s analytical summary of the reports it has received; 6. Invites the Parties whose reports are due on 30 April 2014 to submit them to the Secretariat in a timely manner and encourages the Parties that have not yet submitted their reports due in 2012-2013 to do so by 30 April 2014, if possible, in both working languages of the Committee as well as in other languages; 7. Also invites the Parties who are to submit their periodic reports in April 2014 and April 2015 to pay special attention, on a voluntary basis, to the impact of digital technologies on the implementation of the Convention using the current Framework for quadrennial periodic reports and the corresponding electronic forms; 8. Encourages the Parties to engage in multi-stakeholder consultations in the preparation of their reports, involving various government ministries, regional and local governments and, in particular, civil society organizations; 9. Further encourages the Parties to provide extrabudgetary resources for the Secretariat s training programme on the preparation of the reports and for the implementation of a global knowledge management system; 10. Requests the Secretariat, following this session, to make available on the Convention website the quadrennial periodic reports to the public for information; 11. Also requests the Secretariat, in cooperation with the UNESCO Institute for Statistics, to submit to the Committee for examination at its eighth ordinary session in December 2014 the draft revised Operational Guidelines on Article 9 ( Information Sharing and Transparency ), including the Framework for Periodic Reporting and the Sources and Statistics Annex, based on the discussions held at this session.

CE/13/7.IGC/Dec. page 4 Item 6 of the Agenda: Secretariat s report on the implementation of the International Fund for Cultural Diversity (IFCD) Decision 7.IGC 6 1. Having examined document CE/13/7.IGC/6 and its Annexes; 2. Taking note of the amount of US$ 1,454,990 available on 30 June 2013 for the fourth funding cycle of the IFCD as set out in Annex II of document CE/13/7.IGC/9; 3. Takes note of the comments and recommendations of the Panel of Experts; 4. Decides that the projects presented in Annex II and annexed to this decision will receive financial support from the IFCD; 5. Decides to appoint a panel of six experts to draw up recommendations for the Committee s examination of funding requests and approval: Group I: Mr Ferdinand RICHARD for a period of two years Group II: Ms Baiba TJARVE for a period of two years Group III: Mr Ricardo NUDELMAN for a period of two years Group IV: Mr Yudhishthir Raj ISAR for a period of four years Group V(a): Ms Yarri KAMARA for a period of four years Group V(b): Ms Ouafa BELGACEM for a period of four years, Also decides to appoint additionally six alternate experts: Group I: Mr Jordi BALTÀ for a period of two years Group II: Ms Milena DRAGICEVIC-SESIC for a period of two years Group III: Ms Lucina JIMÉNEZ for a period of two years Group IV: Ms Helene GEORGE for a period of four years Group V(a): Ms Jenny MBAYE for a period of four years Group V(b): Ms Basma EL HUSSEINY for a period of four years, The Panel of Experts will choose a coordinator from amongst its members; 6. Thanks those experts whose term has expired for their excellent work and welcomes the newly appointed ones; 7. Decides to issue a new call for funding requests in 2014 and dedicate for its purpose 70 per cent of the funds available on 30 June 2014; 8. Requests the Secretariat to organize a meeting with the members of the Panel of Experts in Paris following the technical examination by the Secretariat.

CE/13/7.IGC/Dec. page 6 Item 7 of the Agenda: Report of the implementation of the IFCD fundraising strategy Decision 7.IGC 7 1. Having examined document CE/13/7.IGC/7 and its Annex; 2. Decides to implement specific activities outlined in document CE/13/7.IGC/7 corresponding to phases one and two of the IFCD fundraising strategy; 3. Requests the Secretariat to pursue fundraising activities for 2014; 4. Decides to allocate US$ 55,281 for the Secretariat to carry out the foreseen fundraising activities for 2014 from unassigned funds in the IFCD special account; 5. Also requests the Secretariat to report on the implementation of the IFCD fundraising strategy at its eighth ordinary session. Item 8 of the Agenda: IFCD action plan on the implementation of the IOS s recommendations Decision 7.IGC 8 1. Having examined document CE/13/7.IGC/8 and its Annexes; 2. Recognizes the progress of the overall implementation of the IOS recommendations and encourages the Secretariat to pursue its work on implementing the recommendations; 3. Takes note that the Secretariat is facing a number of challenges in implementing some of the IOS recommendations listed in Annex II to document CE/13/7.IGC/8; 4. Further takes note of the financial implications for the implementation of IOS recommendations in 2014 on the results framework and the knowledge management platform and requests Parties to provide extrabudgetary resources to fully implement these recommendations; 5. Requests the Secretariat to report to the Committee on the updated status of the IOS recommendations at its eighth ordinary session.

CE/13/7.IGC/Dec. page 7 Item 9 of the Agenda: Use of the financial resources of the International Fund for Cultural Diversity (IFCD) Decision 7.IGC 9 1. Having examined document CE/13/7.IGC/9 and its Annexes and document CE/13/7.IGC/7 and its Annexes, 2. Recalls its Decisions 3.IGC 5, 4.IGC 10A, 5.IGC 6 and 6.IGC 9; 3. Takes note of the financial statements of the International Fund for Cultural Diversity for the period 1 January to 31 December 2012 as set out in Annex I; 4. Having examined the draft budget for 2014 set out in Annex II and recalling Decision 7.IGC 7; 5. Adopts the budget for 2014 as set out in Annex II and allocates US$ 55,281 from the unassigned funds; 6. Requests the Director-General to propose to the Committee at its eighth ordinary session a cost-recovery policy that is based on the same principles as the other culture conventions; 7. Requests the Secretariat to submit to the Committee, at its next ordinary session, a detailed report on the use of the IFCD funds for fundraising activities; 8. Requests the Director-General to launch a new appeal for contributions in 2014 to all Convention stakeholders. Item 10 of the Agenda: Results of the Committee s strategy of ratification (2010-2013) Decision 7.IGC 10 1. Having examined document CE/13/7.IGC/10 and its Annexes; 2. Takes note of the outcomes achieved between 2010 and 2013 through the implementation of the ratification strategy and its action plan; 3. Requests Parties and civil society to continue their efforts to promote the ratification of the Convention by widely sharing information about good practices and benefits of ratification; 4. Further requests the Secretariat to prepare an information document reporting on the outcomes of the implementation of the ratification strategy and follow-up activities and transmit it to the Conference of Parties at its fifth ordinary session (June 2015); 5. Invites the Secretariat to continue sharing information and good practices on the implementation of the Convention as an effective means of promoting ratification.

CE/13/7.IGC/Dec. page 8 Item 11 of the Agenda: Report on the use of the emblem of the Convention Decision 7.IGC 11 1. Having examined document CE/13/7.IGC/11 and its Annexes; 2. Recalling Resolution 4.CP 12 of the Conference of Parties; 3. Requests the Secretariat to inform all Parties to the Convention of the outcome of its consultation with World Intellectual Property Organization (WIPO); 4. Adopts on a provisional basis the request form for the use of the emblem, the endorsement form and the reporting form as presented in Annexes II, III and IV; 5. Requests the Secretariat to report to it at its eighth ordinary session both qualitative and quantitative information on requests for the use of the standalone and linked emblem that it will have granted during 2014 and the possible impact of the emblem s use on the visibility of the Convention. Item 12 of the Agenda: International consultation and coordination: report on the impact of Article 21 of the Convention Decision 7.IGC 12 1. Having examined document CE/13/7.IGC/12 and its Annex; 2. Recalling Resolutions 3.CP 11 and 4.CP 11 of the Conference of Parties and its Decisions 5.IGC 8 and 6.IGC 11; 3. Takes note of the preliminary information gathered on the impact of Article 21 of the Convention that is presented in the above-mentioned document and its Annex; 4. Invites the Parties, civil society and international organizations to use the online platform to continue to bring to the attention of the Secretariat all relevant information concerning the implementation of Article 21 of the Convention and its impact; 5. Requests the Secretariat to actively continue its work to collect and analyze information on the implementation and impact of Articles 16 and 21 through appropriate mechanisms, taking into account its debate, and to further develop the online platform and database; 6. Requests Parties to support the Secretariat s work, including the online platform, by providing extrabudgetary resources.

CE/13/7.IGC/Dec. page 9 Item 13 of the Agenda: Activities of the Committee (2013-2014) - digital technologies and their impact on the Convention: proposals for future action - role of Public Service Broadcasting in achieving the objectives of the Convention Decision 7.IGC 13 1. Having examined document CE/13/7.IGC/13 and its Annexes; 2. Recalling Resolution 4.CP 13 of the Conference of Parties and Decision 6.IGC 17; 3. Adopts the work plan for the activities of the Committee contained in Annex I of this document, while taking into account the priorities raised during its debate; 4. Welcomes Resolution 37 C/49 (item 6.4) adopted by the 37 th session of the General Conference on governance reform, invites all Parties to participate in the self-assessment exercise within the common assessment framework to be delivered by the external auditor and requests the Secretariat to facilitate this work; 5. Takes note that 2015 marks the tenth anniversary of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions; 6. Invites the Parties and civil society to celebrate the tenth anniversary of the Convention at the local, national, regional and international levels, noting that there will be no financial implications for UNESCO, and to inform the Secretariat of the events and activities that they wish to organize and implement; 7. Invites the Secretariat to analyse all relevant information provided in the Parties periodic reports and other relevant sources relating to the development of digital technologies, public service broadcasting, and the engagement of civil society in the implementation of the Convention; 8. Requests the Secretariat to submit to it at its eighth ordinary session a report concerning the implications of adopting the IOS recommendations for the work of this Convention. Item 14 of the Agenda: Date of the next session of the Committee Decision 7.IGC 14 Decides to convene its eighth ordinary session at UNESCO Headquarters in Paris from 9 to 11 December 2014.
